1 Southwest Power Pool SEAMS STEERING COMMITTEE MEETING July 8, 2014 Conference Call MINUTES Agenda Item 1 Administrative Items Seams Steering Committee (SSC) Chair Paul Malone, NPPD, called the meeting to order at approximately 9:00 am. The following SSC members were in attendance: Paul Malone, NPPD; Bary Warren, Empire; Richard Ross, AEP; Jake Langthorn, OG&E; Roy Boyer, SPS; Ollie Burke, Entergy; Jeff Knottek, City Utilities of Springfield; Keith Tynes, East Texas Cooperatives; and Brett Hooton, SPP Staff Secretary. Background materials for this meeting can be found on the SPP website at: After a motion to approve the minutes, Roy Boyer, Xcel, asked a couple of clarifying questions regarding the list of SSC members which were in attendance. Mr. Boyer also requested that the section of the minutes which discusses the Market-to-Maret process be enhanced to relate the answer to stakeholder s concerns regarding equitable compensation when there is redispatch due to congestion on a Market-to- Market flowgate. The minutes were approved subject to the additional enhancements. The action item list was reviewed with no changes being made to the list. Agenda Item 2 Seams Project Task Force Update Jake Langthorn, OG&E, chair of the Seams Project Task Force (SPTF), provided an update on the development of a white paper outlining the criteria of a seams project. The SPTF met several times, including an in-person meeting the day before the June SSC meeting. The Seams Projects white paper which was posted in the background materials is an initial draft which resulted from those stakeholder meetings. Mr. Langthorn reviewed the white paper with the SSC a section at a time. Several clarifying edits and comments were made throughout the document. Two items were added to the end of the white paper which identify potential topics that should be added to the paper. The additional items are responsibly for construction of a seams project and which Transmission Owner Selection Process will be used to identify the transmission owner(s) of a project. The next step for the document is for the Regional State Committee (RSC) and the Cost Allocation Working Group (CAWG) to review the document and provide feedback to the SSC. After incorporating any feedback from the RSC and the CAWG and any additional edits identified by the SSC, the document will be finalized by the SSC and sent to the Regional Tariff Working Group (RTWG) to begin drafting Tariff language.

2 Agenda Item 3 ORCA Update Jason Davis, SPP, provided an update on the Operations Reliability Coordination Agreement (ORCA). There was only an update to one of the ten ORCA Working Group tasks, the Dispatch Flow Limits. Discussions are ongoing regarding the two-day ahead process. Both MISO and the Joint Parties have begun discussions about developing a one-day ahead process. Agenda Item 4 SPP-MISO JOA Update Missouri Seams Docket Filing Erin Cullum, SPP, provided an update on the Missouri Seams Docket Filing. An extension was granted by the Missouri Public Service Commission (MPSC) which extended the deadline to July 1. SPP filed on July 1 answering the MPSC s questions. Currently SPP is waiting to see what actions are taken by the MPSC. JOA Stakeholder Meeting Brett Hooton, SPP, provided an overview of the recent SPP-MISO JOA Joint Stakeholder meeting held at MISO s office in Eagan, MN on Jun 27, Mr. Hooton stated that SPP staff is very appreciative of the SPP stakeholder participation, both on the phone and in person, at these meetings. The primary topics for this stakeholder meeting included the recent Market Flow Filing, an update on the status of Market-to- Market, a discussion on the replacement of the Freeze Date, an overview of the Interface Price Definition, and an update on the current status of the SPP-MISO Coordinated System Plan study. Regarding the Market-to-Market status, SPP stated at the joint stakeholder meeting that the inability to reach agreement on changing the current socialization of excess flowgate capacity is a potential roadblock to Market-to-Market implementation. At a previous joint stakeholder meeting MISO staff stated they supported SPP s proposed change to the excess flowgate capacity allocation. However, MISO s current position is that MISO is not currently willing to consider this process change. On the Interface Price Definition issue SPP is still evaluating whether there is a similar issue along the SPP-MISO seam as what exists along the SPP-PJM seam. It is expected that the next SPP-MISO JOA Joint Stakeholder meeting will be in the late Fall of Agenda Item 5 SPP-MISO CSP Study Mr. Hooton provided an update on the SPP-MISO Coordinated System Plan study. The scope has been posted and the expectation was that the joint PROMOD model would be posted the first week of July. As of the time of this presentation the model had not yet been posted. Once the PROMOD model has been posted the RTOs will ask that stakeholders review the model to verify the inputs. The model is similar to what SPP is using in the SPP ITP10 Future 1. It is expected that the next Interregional Planning Stakeholder Advisory Committee (IPSAC) meeting will be in early September. The purpose of this IPSAC meeting will be to review the issues identified in the joint model.
