1 2016 Idaho VOTING RECORD YOUR LEGISLATORS VOTING RECORD ON SMALL BUSINESS ISSUES 2016 EDITION Roll call votes by your state legislators on key small business issues are listed inside. Although this Voting Record does not reflect all elements considered by a lawmaker when voting, nor does it represent a complete profile of a legislator, it can be a guide in evaluating your legislator s attitudes toward small business. Please thank those legislators who supported small business. 1. Eminent Domain (S1044): This bill prevents eminent domain from being used for paths for walking, running and biking unless next to a highway, road or street. This is consistent with our members long-standing support of private property rights. A passed the Senate and the House The governor signed it into law March 26, Direct Primary Care Act (S1062aa,aa): This bill creates a simple format for Direct Medical Care agreements, cost effective and personalized routine healthcare services on a contract, non-insurance basis. This helps small businesses manage their own healthcare delivery by creating another option that provides flexibility and helps control costs. A passed the Senate 34 0 and the House The governor signed it into law April 9, Workers Compensation Reducing Premium Tax Rate (S1168): This bill permanently reduces the premium tax rate for workers compensation insurance premiums from 2.5 percent to 2 percent. This helps small business bottom line by reducing the employees payroll and benefit costs. A YES vote supported the NFIB position. The bill passed the Senate 35 0 and the House The governor signed it into law April 10, Sales Tax Production Exemption on Hand Tools (H39): This bill repeals the hand tool exception and makes hand tools that cost $100 or less exempt from sales tax under the production exemption. This simplifies the Sales Tax Act by eliminating an exception that is difficult for businesses to understand and comply with. A YES vote supported the NFIB position. The bill passed the Senate and the House The governor signed it into law March 23, Labor Negotiations (H167aaS): This bill requires that labor negotiations for public employees be conducted in an open session. This ensures that labor agreements are transparent to the taxpayer and are consistent with NFIB members view of labor relations. A YES vote supported the NFIB position. The bill passed the Senate 34 0 and the House The governor signed it into law April 6, Use Tax Food & Beverage for Employees (H237): This bill makes food or beverages given free of charge to employees exempt from use tax for businesses that prepare food. This eliminates a burdensome and silly tax for the food establishment that amounts to only minor revenue to the state. A passed the Senate 34 0 and the House The governor signed it into law April 2, Transportation Funding (H312aaS,aaS): This bill raises fuel tax and vehicle registration fees, increasing taxes by $94 million on taxpayers. This bill raises the cost of doing business in the state. A NO vote supported the NFIB position. The bill passed the Senate 26 9 and the House The governor signed it into law April 21, Income Tax Rate Reduction (H380): This bill reduces individual and corporate income tax rates by one tenth of a percent and increased the grocery tax credit for certain low-income residents. This would reduce income tax rates, return $28 million to taxpayers, and make Idaho more competitive with surrounding states. A YES vote supported the NFIB position. The bill passed the House The bill was not heard in the Senate. 9. Minimum Wage (H463): This bill ensures that the minimum wage rate in Idaho is determined by the legislature and applied uniformly across the state. Small businesses are thus protected from cities and counties creating a patchwork of different minimum wage rates. A YES vote supported the NFIB position. The bill passed the Senate 27 8 and the House Became law without the governor s signature on March 23, 2016.
