This election guide highlights pro-small-business candidates endorsed by the NFIB Pennsylvania SAFE Trust. NFIB members play an integral part of our endorsement process. In deciding whether to endorse a candidate, our members consider factors such as the candidates NFIB voting record, responses to questionnaires and personal interviews with the candidates. Corbett repealed the state Inheritance Tax on family farms and small business assets. He also repealed the tax on business loans, enacted a $5,000 start-up deduction, and continued the phase out of the Capital Stock and Franchise Tax. Corbett closed a $4.2 billion budget deficit without raising taxes. His public employee pension reform plans would save $15 billion over 30 years. Corbett also supports legislation to prohibit the government s collection of political & electioneering funds from public employees on behalf of teacher and other public sector unions (paycheck protection). As Attorney General, Corbett joined NFIB s lawsuit against the Affordable Care Act (Obamacare). As, he opposed President Obama s Medicaid expansion. Corbett supports Medicaid reforms, including a work search requirement, and private insurance coverage options. Corbett reformed Pennsylvania s unemployment compensation system, saving employers over $200 per worker per year. He has also enacted reforms to reduce employers workers compensation costs and opposes raising the minimum wage. Corbett enacted a law to give small business a seat at the table when regulations are being drafted. He also signed a law that requires agencies to base regulations on peer-reviewed scientific data before being enacted. TAX POLICY NFIB supports legislation to simplify the tax code and reduce the corporate and personal tax rates. Data shows lower tax rates spur economic activity & generate additional tax revenue. FISCAL DISCIPLINE NFIB members support legislation and Constitutional Amendments to limit spending and make it harder to raise taxes. HEALTHCARE For over 30 years, healthcare costs were the top small business concern. The new federal law has exacerbated this problem with new taxes, mandates and overhead. Ninety-three percent of NFIB members want to repeal the healthcare law. WORKFORCE NFIB members support reforms that help keep Pennsylvanians working, reduce costs, and are consistent and competitive with other states. REGULATION Small businesses employ half of Pennsylvania s private workforce, but regulatory costs per employee to small firms is approximately 60 percent more than the costs to large firms. Wolf proposes a graduated tax plan that would raise Personal Income Tax rates by as much as 60% while exempting low income individuals from paying the tax. He also wants to enact a tax on natural gas extraction. Many believe this extraction tax ultimately would be passed along to the landowner and consumers. Wolf wants to increase education spending by $1 billion, but does not offer a plan to pay for it without raising taxes. Despite a $50 billion unfunded liability in the state pension systems, he has said there is not a pension problem and wants to keep the current pension plans. Wolf opposes paycheck protection legislation. Wolf supports the Affordable Care Act (Obamacare), calling it a good start. He also supports the president s Medicaid expansion plan, which would add 500,000 people to Pennsylvania s current Medicaid program. Wolf has called for increasing the minimum wage and is leading the charge for a state paid sick leave mandate. Wolf also wants to end employer attacks on workers by strengthening the right of workers to unionize and collectively bargain. He has been endorsed by all of the major labor unions. Wolf supports the Environmental Protection Agency s (EPA) cap and trade regulations that would dramatically raise energy costs for small businesses and jeopardize over 62,000 Pennsylvania coal jobs. Your choice for governor will be among the most important decisions on this year s ballot. The next governor will set the course for Pennsylvania s economy for the next four years. Please carefully review the materials on the following pages and you will see why NFIB endorsed Corbett as the pro-small-business candidate in this race. There also are a number of NFIB members running for public office across the state. NFIB-members Pat Stefano (State Senate District 32) and Jason Ortitay (State House District 46) are running in two of the highest-profile races in Pennsylvania. Dear NFIB Member: Employee Education Thank you for your continued membership with NFIB. It is a privilege to represent you in Harrisburg and Washington, DC. NFIB members once again will play a critical role in the 2014 General Election. The stakes for small business in this election could not be higher. Just as the state economy appears to be responding to newly enacted tax and regulatory changes, a number of candidates want to take us backwards. If you are unable to attend your polling place in person on Election Day, you may be eligible to vote by absentee ballot. To vote by absentee ballot, a voter must apply to the County Board of Elections for an absentee ballot. The County Board of Elections must receive your application for absentee ballot no later than 5 p.m. on the Tuesday before the election. Paid for by the National Federation of Independent Business Charlie DENT Voting by Absentee Ballot Pennsylvania Department of State Bureau of Commissions, Elections and Legislation 210 North Office Building Harrisburg, PA Glenn THOMPSON Scott PERRY As always, NFIB has done its homework to assist you in identifying pro-small-business candidates in key federal and state races. Many other NFIB members also have volunteered their time and resources to support pro-small-business candidates. This year we are asking you to join them and vote in the General Election and help shape the political landscape of our state for small business.
