3 INTRODUCTION Household based surveys in B&H are not frequent Still depended on donor support and mostly not regularly conducted LSMS 2001 Living in B&H LFS HBS 2004 and

7 HOUSEHOLD BUDGET SURVEY IN BOSNIA AND HERZEGOVINA-MAIN CHARACTERISTICS (4) Survey couldn`t provide necessary data for the calculation of many standard social indicators Needs for data for creating and monitoring of social policies increased especially in the last three years Governments are faced with the problem of securing funds to finance current needs and acquired social rights Social policies are not designed on the evidence based decision making Targeting of social transfers in Bosnia and Herzegovina is based on the category approach which has a lot of constraints Data on income and living conditions have been lacking since

8 EXTENDED HOUSEHOLD BUDGET SURVEY-A BRIDGE TO EU-SILC (1) BHAS, WB and DFID recognized needs for data on social cohesion and started to work on the preparation of an adequate survey Idea for EHBS was born within The Expert Group (EG) for Poverty Measurement in the Western Balkans Core HBS extended by an ad hoc module on Social cohesion EG created a preliminary Module Solution for all Western Balkan countries which still do not conduct EU-SILC to be tested in B&H 8

9 EXTENDED HOUSEHOLD BUDGET SURVEY-A BRIDGE TO EU-SILC (2) Working Group at SI`s in B&H in consultation with DUG created three ad hoc modules: 1. Social Inclusion, Migration and Remittances 2. Individual Income and 3. Health Status and Services Quarterly rotation of Modules Expected sample size: - 7,500 HHs for core HBS modules - 2,500 HHs for ad hoc modules 9

10 EXTENDED HOUSEHOLD BUDGET SURVEY-A BRIDGE TO EU-SILC (3) Pilot EHBS conducted in 18 EA`s in November 2009 Sample size: 470 HHs Examining the burden on the households when a module is administered in combination with the core HBS questionnaire Registering of feedback on the pilot module questions (clarity and relevancy for the BiH context) 10

14 MAIN FINDINGS FROM A PILOT EXTENDED HOUSEHOLD BUDGET SURVEY (3) Results of the Pilot EHBS 2009 presented at the Conference in July 2010 Few mini workshops were organized for representatives from the SI`s, DUG members, academics, NGO`s etc. to use EHBS data. 14

15 CONCLUSIONS AND FUTURE STEPS (1) As the modules were added on the end of the final interview the extension did not have a negative impact on the core HBS The response rate achieved for the pilot (78.7%) was very similar to that achieved for HBS 2004 (82%) and HBS 2007 (80.5%) Most of the questions on the module worked well and did not cause problems for the interviewer or respondent 15

16 CONCLUSIONS AND FUTURE STEPS (2) Questions were understood in the Balkan context and produced useful data Each module took an additional 30 minutes, added to the one hour of the final interview this did not over burden interviewers or respondents Non response to the income module was low and the data received is comparable to other BiH surveys in which income is collected 16

17 CONCLUSIONS AND FUTURE STEPS (3) Because of its importance, the income module became a part of the core HBS module (expected n = 7500 HHs) Every two months rotation of Poverty modules (expected n = 3750) EHBS planned for 2011 to be supported by DFID and B&H Governments 17
