12 Key Findings- I All EU27 MS have made e-notification of procurement opportunities under the EU threshold mandatory and available One-stop ortals at least for National Authorities are becoming the standard but their user-friendliness and effectiveness must still be demonstrated The availability of e-submission services is increasing rapidly but is still limited in some countries, particularly in Eastern Europe Availability at Regional and local level is unclear, save for pioneer, proactive states/ regions (Scotland, Emilia Romagna...) 12
13 Key Findings- II Most MS are already moving towards a model based on mandatory e-submission + mandatory public procurement infrastructure but this is only the first step The model mandatory e-submission-mandatory platforms- focus on FA for National authorities tends to create boundaries to e- rocurement take-up MS with voluntary e-submission + no public platform may have high availability if they have a high presence of private platforms and strong propensity to ICT use (UK, SE) Monitoring of e-rocurement is totally insufficient lack of transparency of developments particularly at regional and local level 13
