2 Implementation Status Overview Civil works for Component 1 in Kyzylorda oblast are progressing well along the 14 lots from Aralsk to Turkerstan Rayon. Overall performance (e.g., rate of progress, quality of works, payment efficiency, environment and social) is satisfactory. Civil works contracts under Component 2 (South Kazakhstan Oblast) have been signed late November 2010 and works launched in March 2011 following the Bank's approval of the RAP for SKO. The Resettlement Action Plan for South Kazakhstan Oblast has been finalized and approved by the Bank on March Kyzylorda bypass RAP and Temirlanovka RAP are being finalized. The client has been reminded that works in Temirlanovka and Kyzylorda bypass cannot proceed unless the corresponding RAPs are approved by the Bank. Those two documents are almost completed. In December 2010 the Borrower requested the Bank to finance the additional 81km Shymkent to Zhambyl oblast border section through cost-savings from Components 1 and 2 and project restructuring. This 4 lane upgrade of the road along the South West corridor East of Shymkent investment aligns with the objectives of the Project and therefore the Bank team has prepared a draft restructuring paper that will be submitted for review and management decision in early May. The Committee for Roads and the project team have prepared the first annual report that highlights the key activities performed during the first year of implementation. The report will be circulated in April. During the April mission the Bank team and the Client have discussed the implementation of (i) Institutional Strengthening at the CR and concept notes for (ii) Road Management, (iii) Road Services, and (iv) Road Safety improvement. While in Shymkent the mission met with NGO NAIR representative. The Bank team and the NGO agreed that the grievance redress mechanism for land acquisition in SKO was operational (about 35 complaints had been logged as of April 2011). The Bank team suggested that this mechanism should be used by the complainants that the NGO is supporting. The NGO also asked about the status of the EIA for Tirminalovka bypass. This document, still to be approved by the Bank, needs improvement and comments have been sent to the CR. The NGO reported issues with the local community at the Yntymak micro raion of Shymkent (this information was passed to the CR later during the mission). The NGO also asked about the work permit associated with borrow pits beginning to be used by various contractors in SKO. The Bank team agreed to relay those questions to the CR and to the PMC. Regarding the various ongoing complaints that this NGO sent to the Bank, the Bank team asked to the NGO what the status was and if there were any pending ones. The NGO mentioned only two pending issues related to a local consulting firm. Those issues have been addressed since. Rate of progress, quality of works, payment efficiency, and management of environment and social matters are satisfactory. Contractors for civil works under Component 2 in South Kazakhstan Oblast have been deployed and launched the works in March A framework of actions to strengthen the Committee for Roads and improve the overall condition of the republican roads has been prepared by the Ministry of Transport and Communications. Concepts of (ii) Road Management, (iii) Road Services, and (iv) Road Safety improvement have been discussed and agreed between the Client and the Bank team in April The restructuring paper to finance the additional 81km Shymkent to Zhambyl oblast border section through cost-savings from Components 1 and 2 is being finalized Restructuring History There has been no restructuring to date.
