3 The cst fr any new capital facilities, and related perating expenses, needed fr the peratin f the bus service must be paid fr by the requesting jurisdictin Park & Ride lts and/r transit centers Bus stps, benches, shelters, trash cans, accessibility Lighting, security, striping, signage and/r trash pickup ADA cmpliance, including certificatin letter Marketing 3
4 T minimize the risk assciated with stranding expensive METRO assets, the requesting jurisdictin must: Purchase r lease their wn buses and make them available t METRO t perate and maintain, r Cntract with METRO fr the use f n mre than ten (10) METRO vehicles 4
5 METRO will cnsider perating Park & Ride, Lcal, r Alternative type bus service under the fllwing cnditins: Park & Ride: anywhere within Harris Cunty r anther Cunty that is adjacent t Harris Cunty Lcal r Alternative Service: as an extensin f an existing METRO rute r that therwise cnnects t ther METRO perated service; wuld need t include the cst f any extended paratransit service as required by ADA; wuld need t have a span f service cnsistent with similar METRO bus rutes 5
6 T ensure METRO s member jurisdictins d nt subsidize these services, the basis fr all pricing will be METRO s Fully Allcated Cst Based n what the requesting jurisdictin prvides (assets such as buses, etc.), METRO will negtiate final pricing Pricing will be updated annually using the latest METRO Cst Allcatin Mdel generated by the Office f Management & Budget (OMB) using audited financial numbers Pricing will vary by: Type f service (Lcal, Park & Ride, Alternative) Size f vehicle (transit, artic, cmmuter, ARBOC) Operatr f service (METRO r cntractr) Owner f vehicle (METRO r requesting jurisdictin) Extensin f existing bus rute r new service 6

9 The fares charged n any cntracted service shuld be cnsistent with current METRO fare plicy and practice, unless mutually agreed t: Lcal bus r alternative service = $1.25 r equivalent Park & Ride = zne charged determined by travel distance t primary activity center 9
10 Estimates f fare revenue generated n these services will be credited against the cst f the service prvided: Fr entirely new rutes, all revenue will be included Fr extensins f existing rutes, all revenue assciated with the extensin (cllected frm riders wh bard r alight at lcatins utside the METRO Service Area) will be included 10
11 Agreements t perate service utside the METRO Service Area must: Have an initial term f nt less than 2 years Incrprate future extensins f nt less than 1 year Have a minimum f 180 days ntice fr terminatin 11
12 Any gvernment entity wh cntracts with METRO fr bus service will maintain respnsibility fr cmpliance with: All relevant Title VI and Envirnmental Justice laws Americans with Disabilities Act f 1990 and METRO Universal Accessibility as defined by METRO 12
13 If the cntracted service is within the Hustn Urbanized Area (UZA), METRO will cunt and reprt ridership and related data as part f METRO s NTD (Natinal Transit Database) submittals, unless the gvernment entity is an eligible recipient f federal funds 13
14 METRO encurages municipalities, cunties and plitical subdivisins t jin the METRO Service Area; hwever, this plicy des nt require jurisdictins t jin the METRO service area nr develp a timeline t d s 14
15 All existing cntracts r agreements fr service perated utside the METRO Service Area will be grandfathered and updated annually t reflect the mst up-t-date variable csts f service frm METRO s annual cst allcatin mdel 15
