4 Committee of the Whole Session, Tuesday, February 4, COMMENDATION(S): DEPARTMENT OF DEVELOPMENT: PROPOSED AUTHORIZATION RE: MEMBERSIDP IN THE ENERGY JMPROVEMNT CORPORATION (EIC), A NOT-FOR-PROFIT LOCAL DEVELOPMENT CORPORATION 2. Communication dated January 27, 2014 from Luiz C. Aragon, Commissioner of Development, wherein he recommends that the City of New Rochelle enter into a Municipal Agreement with the Energy Improvement Corporation (EIC) which would pennit eligible property owners to participate in the Energize New York Benefit Finance Program that provides attractive financing for property improvements that lower energy consumption, forwarded with approval of Charles B. Strome, ill, City Manager, noted thereon, and appropriate legislation for consideration Resolution authorizing the City Manager to execute an agreement with the Energy Improvement Corporation pursuant to Article 5-L of the New York General Municipal Law (Energize NY Benefit Financing Program). Communication dated January 17, 2014 from Alexander Tergis, Commissioner of Public Works, wherein he recommends, based upon study performed by the Traffic Engineer, that time limit parking be instituted on Shea Place from Centre Avenue to Maple Avenue, both sides, daily, from 7:00A.M. to 8:00P.M., forwarded with approval of Charles B. Strome, ill, City Manager, wherein he recommends that a resolution be adopted authorizing the City Manager to represent the City in a Municipal Consortium relative to the proposed rate increase requested by United Water New Rochelle/United Water Westchester, and to incur the City's share in an amount not to exceed $47,236, forwarded with appropriate legislation for consideration Ordinance authorizing the City Manager to enter into a Municipal Consortium relative to the proposed United Water New Rochelle and United Water Westchester Rate Increase, to incur the City's share of legal fees not to exceed $47,236, and amending Ordinance No. 210 of2013, the Budget of the City ofnew Rochelle for PROPOSED ACCEPTANCE OF GIFT FROM IONA COLLEGE; AND RE: NORTH A VENUE ROADWAY IMPROVEMENTS 10.
