10 Court calendar for June 2011 as follows: June 1 st & 8 th Adult Arraignment Hearings June 13 th Jury-Trial Hearing June 20 th Attorney Pre-Trial June 22 nd Bench Trial June 27 th Non-Attorney and Juvenile Hearings o o Irma Rivera will be attending the Court Administrators Conference being held in San Antonio on June 6 th through June 8 th. On May 20 th Irma Rivera participated in Career Day hosted by Barber Middle School. Over 600 kids in a span of four hours heard the exciting career of being a Court Administrator. Students had many questions about the duties that court officials have and what role we play in City Government. o June 2 nd was last day of school for all area kids please watch out for additional young drivers on our city streets and be cautious of our young pedestrians. 11 Library Memo To: Mayor and Council From: Vicki McCallister CC: Julie Johnston Date: June 9, 2011 Re: Staff Report In May 2011, 5823 citizens visited the Library and others accessed the library website. In house, 2535 patrons used the library s 15 regular public access computers and also the15 minute Express computer items were checked out for home use. In addition, 115 patrons received new library cards. On May 10 th the Library hosted an awards ceremony for the winners of the 6 th Annual Bookmark contest. The contest has become a tradition for young students and the DISD has been very instrumental in the growth of this program over the years. The first place winner s all received gift cards from Barnes and Noble and sponsors JSC and the Friends of DPL had 1000 bookmarks printed of all 5 winners. Come by the library to pick up your 2011 edition and look back at the previous years on display. The bookmarks will also be distributed at school libraries next fall. Children s librarian Kathy Soehl visited 4 elementary to promote this year s Texas Summer Reading program Dig up a good book to over 1600 of our youngest citizens. Over 3000 calendars were also printed and distributed to the schools for children to take home. The library director attended a seminar at the University of Houston pertaining to grant writing and a Webinar for library promotion. 1

13 DICKINSON POLICE DEPT. To: Mayor and Council Members From: Chief Ron Morales Date: June 1, 2011 Re: May news Administrative Services Hired Tandra Currier as the newest full-time Communications Operator. Hired William Brady Alexander as the newest full-time Jailer. Brady is a recent graduate of the University of Houston Downtown with a Bachelor of Science Degree in Criminal Justice. Officer Oscar Stoker received the Officer of the Year award at the annual 50 s Club banquet in Galveston, Texas. Performed maintenance and inspection of the fire alarm and sprinkler systems in the PD building. Began budget preparation for fiscal year 2012 for the Law Enforcement department. Attended a meeting with the Galveston County Sheriff s Department regarding the Galveston OSSI Software Consortium. Patrol Division Provided security and traffic control for Red, White & Bayou Assisted Community Policing with 3 Career Fairs at local schools. Officers Jeffrey Peterson and Daniel Banda completed their field training and are now assigned to a duty shift. Criminal Investigation Division Detectives have been working a strong arm robbery that occurred at CVS Pharmacy on May 11th. A B/F shoplifted some merchandise and when stopped by loss prevention, a B/M intervened and assaulted store staff. The actors fled in an SUV driven by a W/M. Detectives were able to identify the SUV and the W/M driver. The DA s office has authorized a charge of Robbery on the W/M and Detectives will be seeking an arrest warrant with the hope that the W/M will be able to identify his accomplices.

14 On May 25th, Detectives were called out by patrol to the scene of a shooting in an apartment in the 3300 block of Hughes Lane. The victim who went to Mainland Medical with a gunshot wound to the stomach advised he had been shot in the apartment. Detectives obtained a search warrant for the crime scene and the warrant was executed at 1:40am on May 26, Evidence of the shooting was recovered and the actor has been identified. The investigation is on-going and Detectives should soon have an arrest warrant for the actor. Crime Prevention & Community Policing Attended the NCPAA Conference in Baton Rouge, LA. May 7th, operated a booth at the Strawberry Festival. May 9th, gave a tour of the police department to a local cub scout troop. Attended career day at Dickinson High School, Hughes Road Elementary, Dunbar, San Leon, Barber and Sibernagel schools. Conducted a Bike Rodeo for the cub scouts at True Cross. VOCA Grant Activities Attended week-long Crime Victims conferences/training in South Padre and in Austin. Contacted 18 victims by mail; 4 by phone; held 3 personal visits. Information Technology Provided continuous network and workstation support to all city users. Prepared an inventory list of desktop computers to be replaced during June Began budget preparation for fiscal year 2012 for the Information Technology department. Emergency Management Ordered the replacement supplies and equipment to update the interior and exterior of the Emergency Response Trailer. Began budget preparation for fiscal year 2012 for the Emergency Management department.

15 TO: FROM: Honorable Mayor and City Council Members Kellis George, Director of Public Works DATE: June 2, 2011 SUBJECT: Monthly Project Report May 2011 Culvert Cleaning The Department cleaned storm culverts at the following location(s) in May for a total of 266 feet in culvert cleaning: 150 feet at 35 th Yupon 116 feet at 4600 block of 39 th Street Pothole Repairs A pothole patching crew has been continuously out repairing potholes. Street Light Outages Staff is continually working on identifying and tracking the progress of street light outages. Civic Services The Public Works staff is continually working on handling all requests submitted on Civic Services. Street Sweeping Staff completed sweeping of the following streets: Deats Road FM 517 Highway 3 Casa Grande Sunset Drive Reconstruction Project All concrete has been poured on Sunset Drive. However, a section of the concrete poured did fail. We are waiting recommendation from Southwestern Laboratories. Water, Timber, Elm & Birch Reconstruction Projects LJA Engineering is completing the plans for Water, Timber, Elm and Birch. Staff will begin putting the bid documents and bid schedule together. 16 Tropical Gardens Flood and Drainage Project Lucas Construction has completed all concrete pavement with exception of a few concrete driveways. They have also completed drainage work on Scenic Drive and are currently working on Grand Blvd. and Gum Drive drainage. Storm Water Management Plan Staff has borrowed a DVD from the City of Webster for employee training on the subject. The Public Works Department, City Hall, EMS, and the Police Department have watched the video. The DVD will now be passed on to WCID employees and the Volunteer Fire Department. Ms. Ana Garcia will be attending the EPA Region 6 Storm Water Conference in San Antonio in July. Comprehensive Drainage Study Staff has been working on identifying potential inhouse drainage projects from the Hot Spot list in the Comprehensive Drainage Study and creating estimates for those projects. Work on Plantation Drive and East Bayou Drive, which has already been approved by Council, will be scheduled once materials are ordered and received. A survey was completed of the ditch behind Thornwood Circle. Staff now has a better idea of how much room we have to work with. The City Administrator and Public Works Staff met with Rich Gallegos with HDR Claunch & Miller to give him a copy of the survey taken, and he can now proceed with finding possible alternatives to the concrete lining. Incentive Program The objective for the third quarter is Results Oriented. Communications Plan for Infrastructure Projects Public Works staff, with the help of Mitchell Daughrity of WCID #1, created a map with all the approved projects for the City. The City will continue to update the map as more projects are added and will post the maps at City Hall and the Public Works Office. Connect CTY will also be used more to inform residents of projects in their area. Budget Staff has begun working on the budget. Auction Staff will begin gathering all the information needed to set up an auction in June/July. Training Ms. Ana Garcia and Mr. Tommy Hernandez attended a leadership workshop at the University of Houston Clear Lake on May 18 th. PUBLIC WORKS MONTHLY PROJECT REPORT MAY 2011 Page 2

Johnston, City Administrator MAY 24, 2011 The Dickinson City Council met in a duly called and announced REGULAR MEETING on TUESDAY, MAY 24, The meeting was held in the City Council Chambers located at 4403 Highway 3, Dickinson, Galveston County, Texas, and was held for the purpose of considering the following items: ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM Invocation and Pledge of Allegiance Mayor Julie Masters called the meeting to order at 7:01 p.m. William King gave the Invocation and Charles Suderman led the Pledge of Allegiance. City Secretary Carol McLemore called roll and certified a quorum. Council Members present were as follows: Mayor Julie Masters, Mayor Pro Tem Walter Wilson and Council Members Charles Suderman, Mary Dunbaugh, Kerry Neves, Louis Decker and William King. Also present were City Attorney, Loren Smith, City Administrator Julie Johnston, Public Works Director Kellis George, Police Chief Ron Morales, Finance Director Mary Young, Fire Marshal Norman Hicks, Police Captain Melvin Mason and Court Administrator Irma Rivera. ITEM 2.) SWEARING-IN OF NEWLY ELECTED OFFICIALS City Secretary Carol McLemore administered the Oath of Office to Mayor Julie Masters and Council Members Charles Suderman, Walter Wilson and Louis Decker. ITEM 3.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Election of Mayor Pro Tem. Councilwoman Dunbaugh made a motion to elect Walter Wilson as Mayor Pro Tem. Councilman King seconded the motion. VOTE: 6 AYES (Suderman, Dunbaugh, Wilson, Neves, Decker and King) 0 NAYS MOTION PASSED. ITEM 4.) PROCLAMATIONS AND COUNCIL COMMENTS: A. Flag Day Proclamation Mayor Masters read the proclamation proclaiming June 14 as Flag Day in Dickinson and presented the proclamation to members of the Daughters of the Revolution. Motorcycle Safety Awareness Month Proclamation Mayor Masters read the proclamation proclaiming June as Motorcycle Safety Awareness Month and presented the proclamation to members of the Bay Area V-Twins Motorcycle Club. C. National Management Week Proclamation Mayor Masters noted that she had signed a proclamation proclaiming June 5 11, 2011, as National Management Week. Council commented on the following topics: Welcome to everyone present and thanks for coming. Recent election for sales tax proposition and thanks to all who voted. Thanks to Council and Staff who promoted the election. Success of Red, White and Bayou Crawfish and Texas Music Festival. Upcoming Memorial Day Weekend and VFW program on Monday. Flag Burning Ceremony on Texas City Dike. Reminder that school is almost out and watching for children playing in and near the street. Congratulations to the City Administrator and Staff on the success of the Crawfish and Texas Music Festival. Congratulations to the newly elected Mayor and Council members. Recent Dickinson Volunteer Fire Department awards dinner. Memorial Police Ceremonies in Texas City and Brazoria County Councilman King chosen to speak at the Manvel Baccalaureate Service by the students. Congratulations to Mike Liggio for 42 years of service with the Dickinson Volunteer Fire Department. Dickinson Volunteer Fire Department s dedication of a truck to Jasper Liggio. ITEM 5.) PUBLIC COMMENTS: Keith Morgan, President of the Dickinson Volunteer Fire Department presented a plaque of appreciation to the City for its support of the Department during the last year. ITEM 6.) CONSENT AGENDA: CONSIDERATION AND POSSIBLE ACTION: The following items were considered routine by the City Council and were enacted by one motion. There was not a separate discussion on these items. A. Approval of Minutes of Special Joint Meeting with Dickinson Economic Development Corporation of May 2, 2011 May 24, 2011 Regular Council Meeting Minutes Page 2 of 6

32 B. Approval of Minutes of Special Council Workshop of May 10, 2011 C. Approval of Minutes of Regular Council Meeting of May 10, 2011 Councilwoman Mary Dunbaugh asked that Item D be removed from the Consent Agenda for discussion. Councilman Wilson made a motion to approve Items A, B, and C on the Consent Agenda. Councilman Suderman seconded the motion. VOTE: 6 AYES (Suderman, Dunbaugh, Wilson, Neves, Decker and King) 0 NAYS MOTION PASSED. D. Approval of Resolution Number A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DICKINSON, TEXAS, AMENDING RESOLUTION NO AND THE MASTER FEE SCHEDULE OF THE CITY OF DICKINSON WITH THE ADOPTION OF AN APPLICATION FEE FOR STREET BANNER PLACEMENT ACROSS FM 517 EAST; AND PROVIDING AN EFFECTIVE DATE. Councilwoman Dunbaugh stated that she felt the $ fee was too high for some of the smaller non-profit organizations and asked that the banner fee be reduced to $75.00 for the non-profits. Mayor Masters expressed her support for the reduction to non-profits. After some discussion, Councilman Neves made a motion to approve Resolution Number as written. Mayor Pro Tem Wilson seconded the motion. VOTE: 5 AYES (Suderman, Wilson, Neves, Decker and King) 1 NAY (Dunbaugh) MOTION PASSED. OLD BUSINESS ITEM 7.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update on Public Works Projects A. Tropical Gardens Flood and Drainage Improvements B. Sunset Drive Reconstruction Project from Timber to Highway 3 C. Lovers Lane Reconstruction Project D. Birch Street, Elm Street, Water Street and Timber Drive (South of FM 517) Reconstruction Projects Public Works Director Kellis George gave a brief update on the various Public Works projects. 33 ITEM 8.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update on Hurricane Ike CDBG Grant Projects. City Administrator Julie Johnston stated that there was nothing new to report on the Round 2 funding. ITEM 9.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Update on Dickinson Bayou Watershed Steering Committee Meeting. Councilman Louis Decker gave a brief update of the May meeting of the Dickinson Bayou Watershed Steering Committee Meeting. ITEM 10.) BRIEFING AND DISCUSSION CONCERNING: Red, White & Bayou Crawfish and Texas Music Festival. The City Administrator reported on the success of the festival noting that, when the counting stopped, over 4400 people had come through the gates. NEW BUSINESS ITEM 11.) BRIEFING, DISCUSSION AND DIRECTION CONCERNING: Proposed Mitigation Fees for Certain Emergency Services. Dickinson Volunteer Fire Chief Mark Morgan reviewed the proposed ordinance with City Council. After some action, it was the consensus of Council to proceed with the ordinance establishing mitigation fees for certain emergency services. ITEM 12.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance Number AN ORDINANCE OF THE CITY OF DICKINSON, TEXAS CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE SPECIAL ELECTION HELD ON MAY 14, 2011, FOR THE PURPOSE OF REDUCING THE ECONOMIC DEVELOPMENT SALES TAX AND ADOPTING A SALES TAX FOR STREET MAINTENANCE (First of three readings). Mayor Masters read the ordinance by caption only. Mayor Pro Tem Wilson made a motion to approve Ordinance Number on first reading. Councilman King seconded the motion VOTE: 6 AYES (Suderman, Dunbaugh, Wilson, Neves, Decker and King) 0 NAYS MOTION PASSED. May 24, 2011 Regular Council Meeting Minutes Page 4 of 6

34 ITEM 13.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: Approval of Purchase of An Uninterruptible Power Supply (UPS) Unit for the Police Department from Crescent Electric in an Amount Not to Exceed $29, Captain Melvin Mason reviewed an estimate from Crescent Electric in the amount of $29, to install an uninterruptible power supply at the Police Station. He noted that this item would be funded from remaining bond proceeds for the Police Department ($22,791.00) and the General Fund ($6,800.00). This amount has been included in the proposed Amended Budget for FY City Administrator Julie Johnston indicated that this expenditure would exhaust the remaining bond proceeds for the Police Department building. MITIGATION RATES FOR CERTAIN EMERGENCY SERVICES Sec Services. Establishment of Mitigation Rates for Certain Emergency The City of Dickinson hereby establishes mitigation rates for the deployment of certain emergency services by DVFD and the City for services provided and/or rendered for the City of Dickinson for personnel, supplies and equipment to the scene of motor vehicle incidents and other emergency incidents as provided below and which are based on actual costs of the services and that which is usual, customary and reasonable ( UCR ): A. MOTOR VEHICLE INCIDENTS Level 1 - $ (Billed to Non-Residents Only) Provision of hazardous materials assessment and scene stabilization as well as clean up and material used (sorbents) for hazardous fluid clean up and disposal. Billing at this Level will occur if Dickinson Volunteer Fire Department must clean up any gasoline or other automotive fluids that are spilled as a result of the accident/incident. Level 2 - $ (Billed to Non-Residents Only) Related to a car fire, provision of scene safety, fire suppression, breathing air, rescue tools, hand tools, hose, tip use, foam, exposure protection, and clean up of gasoline or other automotive fluids that are spilled as a result of the accident/incident. Level 3 - $1, (Billed to Non-Residents Only) Includes Level 1 services as well as extrication (heavy rescue tools, ropes, airbags, cribbing, etc.). Billing at this Level will occur if Dickinson Volunteer Fire Department is required to free/remove anyone from the vehicle(s) using any powered equipment. Billing at this Level will not occur if the patient is simply unconscious and the Dickinson Volunteer Fire Department is able to open the door to access the patient. 57 Level 4 - $2, (Billed to Residents and Non-Residents) Includes Levels 1 and 3 services as well as Air Care (multi-engine company response, mutual aid, helicopter). Billing will occur at this Level any time a helicopter is utilized to transport the patient(s). For this Level of service, such fee will be split equally between Dickinson Volunteer Fire Department and the City of Dickinson EMS Service. Level 5 Itemized Response (Billed to Residents and Non- Residents As Appropriate) In the case of an unusual incident, Dickinson Volunteer Fire Department may bill each incident as an independent incident with customary mitigation rates using itemized rates deemed usual, customary and reasonable ( UCR ). Such incidents will be billed using itemized amounts for apparatus and personnel plus products and equipment used. B. HAZMAT (Billed to Commercial Entities Only) Level 1, Basic Response - $ Provision of basic response services including engine response, first responder assignment, perimeter establishment, evacuations set-up and command. Level 2, Intermediate Response - $2, Provision of Level 1 services as well as hazmat certified team and appropriate equipment, Level A or B suit donning, breathing air and detection equipment, and set-up and removal of decon center as necessary. Level 3, Advanced Response - $5, (Includes 3 hours of onscene time Each Additional Hour in excess of 3 Hours is $ per HAZMAT Team) Provision of Level 1 and Level 2 services as well as robot deployment, set-up and removal of decon center, detection equipment, recovery and identification of material. Level 2, Intermediate Response - $ plus $50 per hour, per rescue person Provision of Level 1 services as well as clean up and material used (sorbents), minor hazardous clean up and disposal. Billing will occur at this Level if Dickinson Volunteer Fire Department must clean up small amounts of gasoline or other fluids that are spilled as result of the incident. Level 3 Itemized Response In the case of an unusual incident, Dickinson Volunteer Fire Department may bill each incident as an independent incident with custom mitigation rates using itemized rates deemed usual, customary and reasonable ( UCR ). Such incidents will be billed using itemized amounts for each trained rescue person plus rescue products and equipment used. D. SPECIAL RESCUE (Billed to Residents and Non-Residents) Itemized Response $ Per Hour for the first emergency vehicle to respond plus $50.00 Per Rescue Person, with a Minimum of $ Each incident will be billed with custom mitigation rates using itemized rates deemed usual, customary and reasonable ( UCR ). Such incidents will be billed using itemized amounts for each apparatus and each trained rescue person per hour plus rescue products and equipment used. E. MITIGATION RATE NOTES (1) The mitigation rates above are flat fees, except for itemized responses, and are typical for the incident responses listed. 59 However, when a claim is submitted, it will be itemized and based on the actual services provided. (2) The mitigation rates were determined by itemizing costs for a typical incident (from the time a fire apparatus leaves the station until it returns to the station) and are based on the actual costs, using amortized schedules for apparatus (including useful life, equipment, repairs, and maintenance) and labor rates (an average department s actual personnel expense and not just a firefighter s basic wage). The actual personnel expense includes costs such as wages, retirement, benefits, workers compensation, insurance, etc. Sec Responsibility for Mitigation Rates. The mitigation rates shall represent an add-on cost of the claim for damages of the vehicles, property and/or injuries and shall be filed with the insurance coverage of the owner of the vehicle, owner of the property, or the responsible party(ies) as set out above. In some circumstances, the responsible party will be billed directly. Sec Rules and Regulations Regarding Billing Procedures. The Dickinson City Council may establish rules and regulations and from time to time, may amend, revoke, or add rules or regulations not inconsistent with this Article, as they deem necessary or expedient with respect to billing for the mitigation rates established herein or the collection thereof. Section 3. All provisions of the ordinances of the City of Dickinson in conflict with the provisions of this Ordinance are hereby repealed, and all other provisions of the Ordinances of the City of Dickinson not in conflict with the provisions of this Ordinance shall remain in full force and effect. Section 4. In the event any clause, phrase, provision, sentence, or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Dickinson, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts. Section 5. This Ordinance shall be in full force and effect from and after its date of its publication, in accordance with law. For this Level of service, such fee will be split equally between Dickinson Volunteer Fire Department and the City of Dickinson EMS Service. Level 5 Itemized Response (Billed to Residents and Non- Residents As Appropriate) In the case of an unusual incident, Dickinson Volunteer Fire Department may bill each incident as an independent incident with customary mitigation rates using itemized rates deemed usual, customary and reasonable ( UCR ). Such incidents will be billed using itemized amounts for apparatus and personnel plus products and equipment used. B. HAZMAT (Billed to Commercial Entities Only) Level 1, Basic Response - $ Provision of basic response services including engine response, first responder assignment, perimeter establishment, evacuations set-up and command. Level 2, Intermediate Response - $2, Provision of Level 1 services as well as hazmat certified team and appropriate equipment, Level A or B suit donning, breathing air and detection equipment, and set-up and removal of decon center as necessary. Level 3, Advanced Response - $5, (Includes 3 hours of onscene time Each Additional Hour in excess of 3 Hours is $ per HAZMAT Team) Provision of Level 1 and Level 2 services as well as robot deployment, set-up and removal of decon center, detection equipment, recovery and identification of material. SPECIAL RESCUE (Billed to Residents and Non-Residents) Itemized Response $ Per Hour for the emergency vehicle to respond plus $50.00 Per Rescue Person, with a Minimum of $ First Response Vehicle Each incident will be billed with custom mitigation rates using itemized rates deemed usual, customary and reasonable ( UCR ). Such incidents will be billed using itemized amounts for each apparatus and each trained rescue person per hour plus rescue products and equipment used. E. MITIGATION RATE NOTES (1) The mitigation rates above are flat fees, except for itemized responses, and are typical for the incident responses listed. 65 However, when a claim is submitted, it will be itemized and based on the actual services provided. (2) The mitigation rates were determined by itemizing costs for a typical incident (from the time a fire apparatus leaves the station until it returns to the station) and are based on the actual costs, using amortized schedules for apparatus (including useful life, equipment, repairs, and maintenance) and labor rates (an average department s actual personnel expense and not just a firefighter s basic wage). The actual personnel expense includes costs such as wages, retirement, benefits, workers compensation, insurance, etc. run Sec Responsibility for Mitigation Rates. The mitigation rates shall represent an add-on cost of the claim for damages of the vehicles, property and/or injuries and shall be filed with the insurance coverage of the owner of the vehicle, owner of the property, or the responsible party(ies) as set out above. In some circumstances, the responsible party will be billed directly. Sec Rules and Regulations Regarding Billing Procedures. The Dickinson City Council may establish rules and regulations and from time to time, may amend, revoke, or add rules or regulations not inconsistent with this Article, as they deem necessary or expedient with respect to billing for the mitigation rates established herein or the collection thereof. Section 3. All provisions of the ordinances of the City of Dickinson in conflict with the provisions of this Ordinance are hereby repealed, and all other provisions of the Ordinances of the City of Dickinson not in conflict with the provisions of this Ordinance shall remain in full force and effect. Section 4. In the event any clause, phrase, provision, sentence, or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Dickinson, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts. Garland, TX Phone Cell Fax June 7, 2011 Mr. Norman Hicks Fire Marshal The City of Dickinson 4403 State Highway 3 Dickinson, TX Dear Mr. Hicks: I want to explain these proposals with an introductory letter. The key to my service is when I perform a Grading Summary and provide the community a List of Suggested Improvements (Phase I), a great deal of the information required to fill out the Pre-Survey Packet will be assimilated at that time. Therefore, when I fill out the Pre-Survey Packet (Phase II) it is obviously less time consuming than if I had not performed the Grading Summary and corresponding List of Suggested Improvements. The same holds true for assisting the community when the ISO Field Representative visits the community and performs his field survey (Phase III). If I have filled out his Pre-Survey Packet then I am familiar with the infrastructure of the community as it pertains to the ISO rating. This makes it much less time consuming when transferring the information to the field representative. This line of reasoning is why each phase in contingent upon the phase which precedes it. The total cost to the City of Dickinson to complete only the grading summary with the corresponding list of suggested improvements (for areas with fire hydrant protection) will not exceed $5,000, and will require 1 site visit. The total cost to the City of Dickinson to complete all 3 projects (for areas with fire hydrant protection) will not exceed $19,800 (this total being contingent upon completing all 3 phases). 3 site visits will be required. Additional site visits to discuss or present the report is outside the scope of this proposal. If additional site visits are required my company will be happy to alter the proposal. The price for completing the pre-survey packet and assisting with the transfer of information to the ISO Field Representative is contingent upon the initial phase (grading summary and list of suggested improvements) being performed. The normal process is as follows: I visit the City of Dickinson and obtain the information to accurately grade your community. 102 answers. When I obtain the required information I will return to my home office and grade the City of Dickinson as though I was the ISO Field Representative. This grading will show, to 2 decimal places, what the City of Dickinson would grade with its existing fire defense infrastructure. When the grading is complete I will compile a list of suggested improvements. Each improvement will show, again to 2 decimal places, how much that improvement will add to the overall grading point total for the City of Dickinson. After your staff analyzes these improvements and implements the suggestions that are economically feasible within the budget constraints of the City of Dickinson, we will request an ISO survey. At that time, ISO will assign a Field Representative. Once the Field Representative is assigned, he will send you his pre-survey packet. At that time I will return to the City of Dickinson and together we will complete this packet.
