INVOCATION Invocation was offered by Chandra Inglis. PLEDGE OF ALLIGIANCE The Pledge of Allegiance was led by Police Chief David Breniser. 2 ADOPTION OF THE AGENDA *Amended to add Staffing Issues to Item C in new Business Motion for approval: Councilman Brandon Emamalie CITIZENS INPUT Chandra Inglis asked the City council to please take into consideration any flooding issues which might occur near her home should a sidewalk be put in on the south side of Old Highway 99. CONSENT AGENDA a) September 13, 2018 City Council Work Session Minutes b) September 27, 2018 City Council Public Involvement Meeting c) September 27, 2018 City Council Meeting Minutes d) Acknowledge Financial Reports for September 2018 Motion for approval: Councilman Brandon Emamalie DEPARTMENT REPORTS POLICE Chief David Breniser reported that EPD and the RCSO are working together to patrol both Hwy 41-A and Hwy 31-A during the very early commute hours through our community. On Oct 15 th, 16 th and 17 th. Officer Stokes attended a very detailed training course provided by the THSO on DUI detection and field sobriety testing. There will be a scheduled DUI check point on Nov 30 th at Hwy 41-A and Hwy 99. Agencies attending will be EPD, THP, Chapel Hill and the RCSO. Cpl. Snook has put in for vacation on the 2 nd full week in November. Update on the start-up of our Tri-Teck computer system with the RCSO: the written agreement is at the County Mayor s Office for his signature and will be handed over soon for the Mayor s signature. Chief Breniser and Cpl. Snook and I attended a meeting held by the RCSO with the announcement of a new training program of the Integrated Response to Active Shooter Situation Training. 3 FIRE No Report LIBRARY No report. FINANCIAL City Recorder Phillip Dye reported that John Poole had completed the City Audit. October s reported sales tax was $72, Two sewer capacity fees came in this month. Final Fall Festival numbers show a loss of around $400.00, although that does not include overtime pay. However, the city easily stayed within its projected budget. PARKS & REC/PUB. WORKS City Manager Hellyn Riggins reported that there had been some vandalism as well as dumping at the park facility. There was recently a staff meeting to wrap up the Fall Festival. Christmas Parade plans are now underway. PLANNING/CODES City Manager Hellyn Riggins reported that the new Municipal Code will have its 2 nd reading later in the meeting. The Land Use Plan is completed and ready for 1 st reading. Our Zoning Map has to be re-created and should be done using a static map. We are waiting to hear from TDEC on whether the sewer plans that we have on file can be approved to add the new lines to expand sewer capacity. At the October Planning Commission meeting, there was a variance request for chickens on Cheatham Springs Road which was denied. City Manager is looking into regulations to make a recommendation to the City Council regarding this issue. CITY MANAGER REPORT City Manager Hellyn Riggins stated that Fire Chief Rick Parks has retired, effective immediately. Johnathan Armstrong will be helping the new firemen until a new chief is hired. Appointment of a Fire Chief does require City Council approval. CM hopes to meet with downtown merchants in November. City Clerk Mechelle Jones attended a conference on E-ticketing. The traffic signal went out twice this past month. City Manager is looking into technology options for City Hall. Foundation for the fire truck bay should be started within two weeks. Turn signal will be installed at some point. Company is way behind at this time. Welcome signs should be installed within a week. October 25, 2018 City Council Meeting Minutes Page 3 of 6

Main (Parcel # 144H B 00101), approximately.496 acres Motion to Defer: Approve or Deny the purchase or lease of land and any improvements at 259 N. Main (Parcel # 144H B 00102), approximately.657 acres Motion to defer: Approve or Deny the purchase of land and any improvements at 307 N. Main (Parcel # 144H B 00103), approximately 1.69 acres Motion to defer: October 25, 2018 City Council Meeting Minutes Page 4 of 6

5 Approve or Deny staff (Attorney, Engineer and Manager) to gather information needed for the preparation of specification for the installation of a sidewalk along Old Highway 99. (Deferred at Sept 27, 2018 meeting) Motion for approval: Councilman Chris Hendrix NEW BUSINESS Approve or Deny the creation of a School Zone for the new entrance to Eagleville School on (New) Highway 99 following parameters set for by state and county. Motion for approval: Councilman Chris Hendrix Approve or Deny a 25mph School Zone based on the recommendations of the engineer. Motion for approval: Councilman Chris Hendrix Approve or Deny the manager to create a one-time summer (2018) policy applying to new construction sewer charges. Motion for approval: Approve or Deny a request to discuss an Interim Fire Chief at next Work Session.
