2 File #: Consent Item 2 Description/Analysis Issue Detail: The Department of Parks and Recreation (DPR) is seeking Council approval of the next group of park improvement projects to be developed with funding from the Measure U Park Improvements (L ). Exhibit contains the list of proposed projects and associated budgets included in this action. The Measure U Park Improvements effort to-date was funded in two actions by City Council. The first was an Irrigation Safety and Efficiency program to repair and upgrade park irrigation systems to maximize safety and water conservation for $850,000. The second was a combination of a comprehensive maintenance and repair assessment as well as park maintenance and repair projects for $4.0 million. All Irrigation Safety and Efficiency projects are complete. The Park Assessment Study is complete. The Phase One projects and Pond Renovation projects are scheduled to be completed by February 207. The remaining balance for Measure U Park Improvements (L ) is $,265,983. The purpose of the proposed action is to allocate this funding. In addition to the remaining balance available from Measure U Park Improvements (L ), the Department had savings in the FY206 Measure U Multi Year Operating Projects (MYOP) (I ) of $857,402. Inclusion of the onetime savings from the FY206 Measure U MYOP will make a total of $2,23,385 available for the next group of projects. Policy Considerations: Providing parks and recreation facilities is consistent with the City s strategic plan to enhance livability in Sacramento s neighborhoods by expanding park, recreation, and trail facilities throughout the City. Economic Impacts: The $2,23,385 of Measure U Improvements is expected to create 8.5 total jobs (4.9 direct jobs and 3.6 additional jobs through indirect and induced activities). Furthermore, it will create $,3,052 in total economic output ($826,366 of direct output and another $484,686 of output through indirect and induced activities). The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $ million of spending in various construction categories within the City of Sacramento in an average oneyear period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences. 3 File #: Consent Item 2 Environmental Considerations: The recommended action is an administrative activity that is exempt from environmental review under Section 5378(b)(2) of the CEQA Guidelines. Sustainability: Each proposed project will be designed to be consistent with the goals, policies, and targets of the City s Sustainability Master Plan (SMP), the Parks and Recreation Sustainability Plan, and the 2035 General Plan. Commission/Committee Action: The proposed project list was reviewed and recommended for approval by the Parks and Recreation Commission on December, 206. Rationale for Recommendation: In addition to providing much needed repairs to the City s park system, another goal of the Measure U Park Improvements (L ) is to demonstrate to the citizens of Sacramento the value that Measure U has added to the renovation and repair of parks in the City. Therefore, in addition to the projects completed or in progress, DPR has developed the list of projects to be completed with remaining and supplemental funding using the following criteria: Project identified in the assessment study. Minimum two projects in each City Council District. Projects must be high profile, with significant visual and use impact on the community. The recommendations stated within this report will ensure that maximum benefit from the Measure U Park Improvements (L ) will be achieved. Furthermore, in order gain the greatest exposure for this Measure U Park Improvement effort, the Department intends to complete all 24 proposed projects by the end of December 207. Financial Considerations: Measure U funding in the amount of $,265,983 is remaining Measure U Park Maintenance Improvements Project (L ). With appropriation of the onetime savings of $857,402 from the identified savings in the Parks and Recreation FY205/6 Measure U MYOPs (I ) to L , there will be sufficient funding to complete the proposed projects in Exhibit. 4 RESOLUTION NO Adopted by the Sacramento City Council APPROVAL OF THE MEASURE U PARK IMPROVEMENTS (L ) PROPOSED PARK PROJECTS AND APPROPRIATIONS FROM MEASURE U FUND BALANCE BACKGROUND A. Approval of proposed projects and budgets for Measure U Park Improvements (L ) is required by City Council. B. City Council approval is required for fund transfers of $00,000 or more. C. The Department of Parks and Recreation has a onetime savings of $857,402 from the FY205/6 Measure U Multi Year Operating Project (MYOP) (I ) and recommends a one-time use of these savings for the proposed park improvements listed in Exhibit A. BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS: Section. Section 2. The list of proposed projects for Measure U Park Improvements (L ) is approved. The transfer of $857,402 from available Measure U (Fund 240) fund balance to Measure U Park Improvements (L ) is approved. Erosion control is required on slopes adjacent to park to eliminate sliping hazards on adjacent walkway to the park. 6 Oki Park Field Renovations $35,000 Repair damaged turf and replace goals as needed. 7 Replace Restrooms at Garcia Bend Park $75,000 This restroom is in a high use area for both the park and boat launch. It is not ADA compliant; it is out of date; and in need of significant repairs. 7 Relocate Fish Cleaning Station at Garcia Park $75,000 Existing Location is a source of problems due to disgarded fish hooks and smell. 8 Replace Playground at Freeport Park $200,000 Replace play structure, broken walkways and add a drinking fountain. 8 Phoenix Green /Jacinto Creek Park $35,000 Seal and restripe Basketball Courts at Phoenix Green.
