Avenue A Port Aransas, Texas Notice is hereby given that the Port Aransas Recreation Development Corporation (RDC) and the City Council will conduct Special Meetings on Thursday, August 24, 2017 beginning at 5:00 pm. The RDC will meet first and upon adjournment of their meeting the City Council will begin their meeting at approximately 5:15 pm or immediately thereafter at the regular meeting place in Council Chamber at City Hall, 710 W. Avenue A, Port Aransas, Texas, and notice of meeting giving time, place, date and subject was posted as described in V.T.C.A., Government Code for the purpose of considering the following agenda items: 1. CALL TO ORDER: RECREATION DEVELOPMENT CORPORATION 5:00 pm 2. CITIZEN COMMENTS AND REPORTS: At this time, comments will be taken from the audience on any subject matter that is not on the agenda. To address the RDC, please sign the Speaker s Card located on the table just inside the Council Chamber and deliver to the City Secretary before the meeting begins. CALL TO ORDER With a quorum of the Port Aransas Recreational Development Corporation present, the joint meeting of the Port Aransas Recreational Development Corporation and Port Aransas Parks and Recreation Advisory Board was called to order by Vice Chairman Grumbles at 5:35 p.m. on Monday, June 19, 2017 in the Council Chambers of the Port Aransas City Hall, 710 W. Avenue A, Port Aransas, Texas. 2. CITIZEN COMMENTS - In accordance with the Open Meetings Act, the Board is prohibited from acting or discussing (other than factual responses to specific questions) any items brought before them at this time. No citizen comments were given. 3. ITEMS FOR DISCUSSION AND CONSIDERATION A. DISCUSS AND TAKE ACTION ON PARKS AND RECREATION BUDGET REQUESTS FOR FY : Parks and Recreation Director David Hyde presented a total funding request in the amount of $355,000 for FY Mr. Hyde stated funding would be for the installation of a splash park at the community park in the area where the playground equipment is currently for City of Port Aransas, Texas Page 1 of 3 June 19, 2017 Parks & Recreation Meeting Minutes
14 $200,000 and for new playground equipment, picnic tables and shade structures at the community park next to the baseball field for $155,000. Councilwoman Holt inquired on the amount of water usage that a splash park would produce and if the water would be filtered. Mr. Hyde stated the splash park would be motion activated and would only be available to be used during the set pool hours open to the public from noon to 5 p.m. Mr. Hyde stated that the system would be unfiltered but a filter could be added later date if the city wished to do so. Mr. Hyde stated he has also planned for the installation of a water catcher for the splash park to be reused for watering plants. MOTION: Council Member Owens moved to approve the budget requests for FY from the Parks and Recreation Advisory Board in the amount of $355,000. Commissioner Grumbles seconded the motion. After a brief discussion and review of the presented resolution and investment policy and strategy a motion was made. 4. MOTION: Mayor Bujan moved to approve the City of Port Aransas and Port Aransas Recreational Development Corporation Investment Policy & Strategy as presented. City Council Member Holt seconded the motion. 16 NOTICE OF BUDGET HEARING The City of Port Aransas will hold a public hearing to receive public comment on the proposed budget for fiscal year on Thursday August 24, 2017 at 5:00 pm in the Council Chambers at City Hall. Copies of the proposed budget are available for viewing at City Hall during normal business hours. The meeting is being conducted in accordance with the Americans with Disabilities Act. The facility is wheelchair accessible and handicap parking is available. Request for interpretive services are available with 72 hours prior notice to meeting time. This budget will raise more total property taxes than last year s budget by $679,885, 12.3%, and of that amount $198,059 is tax revenue to be raised from new property added to the tax roll this year. 20 NOTICE OF 2017 TAX YEAR PROPOSED PROPERTY TAX RATE FOR THE CITY OF PORT ARANSAS A tax rate of $ per $100 valuation has been proposed for adoption by the governing body of the City of Port Aransas. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate. The governing body of the City of Port Aransas proposes to use revenue attributable to the tax rate increase for the purpose of debt service and operations. PROPOSED TAX RATE $ per $100 PRECEDING YEAR'S TAX RATE $ per $100 EFFECTIVE TAX RATE $ per $100 ROLLBACK TAX RATE $ per $100 The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for the City of Port Aransas from the same properties in both the 2016 tax year and the 2017 tax year. The rollback tax rate is the highest tax rate that the City of Port Aransas may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.
