Transferring services to the NGO sector Transferring services to the NGO sector How the NDIS will roll out in NSW Funding variations 31
Transfer of services The NSW Government will not directly provide disability services after July Home Care Service transfer to Australian Unity was completed in February The process to transfer supported accommodation services to the NGO sector has commenced. Close to 150 client and family forums have been held between December 2015 and April 2016 with over 1,000 people attending. The Expression of Interest (EOI) for the transfer of Specialist Disability Services opened on Monday 16 May and closes on 24 June Enquires about the EOI can be sent to: 32
How the NDIS will roll out in NSW Transferring services to the NGO sector How the NDIS will roll out in NSW Funding variations 33
People can access the NDIS based on where they live and what supports they receive From 1 July 2016 People will be able to access the NDIS from 1 July 2016, if they live in: Central Coast Hunter New England Nepean Blue Mountains Northern Sydney South Western Sydney Southern NSW Western Sydney 34 From 1 July 2017 People will be able to access the NDIS from 1 July 2017, if they live in: Illawarra Shoalhaven Mid North Coast Murrumbidgee Northern NSW South Eastern Sydney Sydney Western NSW Far West From 1 July 2016 From 1 July 2017 * The geographical approach to the rollout is based on existing districts used by the Department of Family and Community Services and NSW Health.
Client cohorts for transition Cohort Service Group Large Residential Centres MDS Service Type Group Home 1.02, 1.04 Community High Community Access Community Support Examples of services 1.01 LRC residents 1.03, Group home and small residential centre residents Hostels, attendant care, in-home support, alternative family placement Learning & life skills, recreation/holiday programs, other community access Therapy, early intervention, behaviour intervention, case management Respite Centre-based respite, flexible respite Community Care (exc ) Domestic assistance, personal care, meals service, home modifications, transport, case management (excludes assessment) Meets NDIS disability requirement Evidence of disability required
Importance of client data collection process for streamlined entry to the NDIA Public Interest Directions from the NSW Privacy Commission allow ADHC to collect identified information from funded providers (published 26 October 2015). The data collection process is critical in ensuring streamlined access to the NDIS. Data collection: Identifies clients in NSW Defined Programs that automatically meet the disability requirements for access to the Scheme. Supports the NDIA to make contact with existing NSW disability clients to determine their eligibility for the Scheme. 36
Client information next steps FACS will complete similar data requests in May and October/November 2016, and again in May More information about these processes will be made available via the service portal. There is a dedicated NGO helpdesk, hotline and mail box to assist service providers. More information about the simplified access process can be found on the NSW NDIS website: 37
Supporting clients by collating their information FACS is collating important client information for our existing clients to assist them in their planning conversation. Providers can also support clients to get ready for their planning conversation by helping to compile relevant information and documentation. More information will be made available via the service portal. Documents to include in a client s dossier: Assessments Plans Information on existing supports that identify needs, goals, aspirations 38 Most recent version of each document (within last 12 months if possible) Information given to client to take to planning meeting
A client s transition FACS collects client data from providers and provides it to the NDIA under Privacy Direction. NDIA confirms eligibility requirements are met and contacts client. Client meets with Local Area Coordinator to start planning process. Plan is finalised and approved by NDIA. Client is notified and plan implementation can commence. 39
Funding variations Transferring services to the NGO sector How the NDIS will roll out in NSW Funding variations 40
41 Funding variation timeline
Funding variation principles 42 Cohort groupings for people will also be applied to funding. This will determine how payments will be reduced. Block funding will be reduced progressively based on the planned number of people transitioning to the NDIS. Variations are not made after a person has transitioned. There is an exception for people with an individualised funding package or a Direct Payment Agreement. Funding for these people will be varied individually after they have transitioned. Providers must manage changes to their cash flows as ADHC block funding is reduced in advance and as payments are made by the NDIA in arrears. Providers will be allowed to transfer funds between services and cohorts to help manage cash flow changes. Providers must maintain services outcomes and quality standards as per the Funding Agreement.
Funding variation process For year 1 services, payments have been changed from quarterly in advance to monthly in advance. Some providers that have statewide services have had all of their services converted to monthly. All providers will be paid in full for the month of July in This includes year 1 providers even though people are expected to transitioned in July. The funding variations will only take effect from August and every month thereafter. A final payment will be made in June 2017 for year 1 services. This means no further funding will be paid in 2017/18 because all clients are expected to have transitioned. 43
Planned client and funding transition Cohort Jul 2016 Dec 2016 Jan 2017 Jun LRC, Group Homes, Community High 2 Community Access, Community Support 3 Respite, Community Care Individually funded and DPA 100% of clients transition in July 2016 Paid in July 2016 and then 100% reduction thereafter 75% of clients transition over 6 months (a transition rate of 12.5% per month) 12.5% payment reduction per month, accumulating 25% of clients transition over 6 months (a transition rate of 4.2% per month) 4.2% payment reduction per month, accumulating 100% of clients have transitioned No payments, 100% of funding will have been reduced 25% of clients transition over 6 months (a transition rate of 4.2% per month) 4.2% payment reduction per month, accumulating 75% of clients transition over 6 months (a transition rate of 12.5% per month) 12.5% payment reduction per month, accumulating Person s funding ceases on the date their NDIS Support Plan is activated. A person s funding is not varied on a monthly basis in a cohort.

The actual Planned Payment Schedule takes this into account.
A sample Planned Payment Schedule Caveat: the examples do not take into account months with a different number of days. The actual Planned Payment Schedule takes this into account.
Monitoring actual v. planned variations FACS will be monitoring on a monthly basis the actual number of people transitioning to the NDIS against the Bilateral targets. If there is a significant slow down of clients transitioning in a month, compared to the planned number, then an adjustment to the funding variation can be made. Adjustments can also be made if client transitions faster than planned. For example: FACS funds $1.2 million for 10 people in multiple group homes (ADHC makes a $100,000 monthly payment) but only 2 out of the 8 people transition in July. An adjustment can be made in August. Example July August Planned client transition 10 0 Planned payment $100,000 $0 Actual client transition 2 8 yet to transition Actual payment $100,000 $80,000
Continuity of support Existing clients who do not meet the access criteria for the NDIS will receive continuity of support so that they will not be disadvantaged. Over 65 years old Do not meet access criteria due to age People who are existing clients of NSW funded programs AND over 65 will receive continuity of support administered by the Commonwealth People who become NDIS participants before they turn 65 can choose to remain NDIS participants Under 65 years old Do not meet the disability requirements (some CCSP clients) People will receive continuity of support from the NDIA through Information, Linkages and Capacity Building 48
Acquittals The acquittals process will be simplified to make the transition process easier. Providers will only be asked to complete one document, a profit and loss statement and balance sheet. Providers will be allowed to retain surplus funds without a business case. Surplus funds can be retained across all services and cohorts and used to manage cash flow changes during the transition. The monitoring of actual versus planned funding variations will take into account surplus funds from the acquittal process. Should there be surplus funds that cannot be expended on service delivery or on the NDIS transition process then the surplus should be returned to FACS at the end of the financial year.
Transition Assistance Program The Transition Assistance Program (TAP) supports small providers in regional areas to prepare for the NDIS. The total pool of funding available in the program is $5 million: Individual grants of up to $35,000 is available to each service provider. Joint applications from up to four providers, for $140,000 in total funding, will also be considered. TAP funding is only available for providers operating in regional and remote areas with total revenue from all sources of less than $3m per annum. Applications are being managed by ACS and are being considered. Successful applicants will be notified late June 2016.
