However, even with the best of efforts, it is unlikely that the project can be completed by the June 30, 2015 closing date. The specific activities which are unlikely to be completed by the closing date including: 1. Civil Works at Buoi interchange (delayed due to resettlement issues). 2. Delays in supply of BRT buses (the Bank has given no objection to the procurement package but there are issues with winning bidder who proposes to revise general conditions of the contract which is not acceptable to the Bank). 3. Delays in installation of traffic signal, fare collection, ITS equipment which are complicated as it is the 1st BRT system in Vietnam. The Bank has received the request from Hanoi People Committee for extension of project closing date of 18 months, and asked for a formal request from the State Bank of Vietnam. The disbursement as of February 2015 is 42%; about 80% of the Credit is committed. A detailed action plan has been agreed with the PMU/DOT to strengthen implementation progress with a focus on resettlement activities and the BRT component.
