1 Review of the SET Plan implementation for the period Sherpa Meeting 3 December 2012

2 SETIS SET-Plan Information System (SETIS) Led by JRC, it enables the monitoring of the SET Plan actions, the assessment of its impact on policy and the identification of corrective measures if needed. Key questions for discussion: Importance of Mapping of Member States and EC projects Importance of Technology mapping and Capacities mapping Key Performance Indicators Working Modalities Flagging new opportunities

3 Implementation mechanisms (I) SET Plan implementation mechanisms (EERA, EIIs) Objective: to define a process to evaluate the achievements on the implementation of the SET Plan during the period through the EIIs and the EERA, in view of the definition of an enhanced SET Plan for the period Analysis will performed by the JRC/SETIS Analyse based on the following dimensions: 1. Appropriateness of implementation mechanisms/structures: Is the current format (e.g. EII Teams) adequate? Are the mechanisms performing their tasks efficiently? Is the representation of the stakeholders adequate? Are the interactions between the mechanisms effective (including with the KICs)?

4 Implementation mechanisms (II) 2. Effectiveness of the implementation: Are the programmatic documents (e.g. 3 years implementation plans) adequate? Is the process to define the priorities for funding adequate (e.g. through FP7 work programme)? Does it enable the commitment of all stakeholders in a coherent programme addressing priorities for energy applications on the short, medium or longer terms? 3. Delivery and impact: What has been delivered in terms of projects contributing to the implementation Plan at EU level during the period ? At national level? Jointly between EU and MSs? How does it contribute to the KPIs?

5 EERA State of Play: Since its foundation in 2008, 13 JPI have been set up on Wind, PV, CSP, Storage, Grids, CCS, Geothermal, Ocean, Bio- energy, materials for nuclear, Advances materials and processing, Fuel cells and Hydrogen and Smart Cities. Review of the period based on: Results of the EERA Joint Programme Reviews Performance indicators and assessment the impact of the EERA activities. Bilateral meetings with SETIS if necessary.

6 EIIs (I) State of Play: Since the end of 2010, 6 EIIs operational in the field of Wind, Solar, CCS, Electricity Grids, Sustainable Nuclear and Bio-energy, based on: Two programmatic documents (Technology Roadmaps and Implementation Plans ) and Implementation structures (EII Teams). KPIs established for the Wind, Solar, Sustainable Nuclear and Bioenergy and CCS EIIs to allow the monitor and review of its progress. As agreed by the SET Plan Steering Group, each EII Team is currently working on the definition of its new Implementation Plan for the period

7 EIIs (II) Review of the period based on the following template: Assessment of the operation of the EII Team: Meetings of the EII Team (number, frequency, participations etc.); Relevance of the composition of the EII Team; Operation of the EII Team (secretariat, working groups, agenda etc.); Interaction with the EERA and KICs; Pros / cons on the operation of the EII Team Assessment of the effectiveness and efficiency of the Implementation Plan : Relevance of the duration of the Implementation Plan (3 years); Relevance of the vision, scope and priorities of the Implementation Plan; Use of the Implementation Plans for calls and projects under FP7; Use of the Implementation Plans for calls and projects at national level; Pros / cons on the effectiveness and efficiency of the Implementation Plan. Review of execution of the Implementation Plan : For each priority area of the Implementation Plans: List of projects implemented by EC, MSs and jointly between EC and MSs contributing to the Implementation Plan ; Total budget (EC and MSs) for the period; Achievements during the period versus KPIs.

Consolidation of the reviews into a single draft document- Presentation of the first draft by SETIS to the EIIs and EERA. (March 2013) 4. Presentation for endorsement to the Sherpa and Steering Group (April 2013) 5. Presentation during the SET-Plan Conference in Dublin organised by the Irish Presidency (7-8 May 2013)
