3 EU research = = EU member states national research x 27 + Research at Community level, i.e. research policy & programmes of the European Community EU research = EU MS + EC in terms of policies and instruments

4 EU research: public spending In the EU, approx. 5-10% of all public spending on R&D is spent at the Community level, and approx % by the EU member states. (N.B. This is an average and differs between different S&T areas!)

5 The European Commission s role The European Commission's responsibility is to shape & to make European (as opposed to national) science policy, i.e. science policy "at the Community level". Part of this responsibility: Managing the European Community funds for R&D (EC Research Framework Programme (FP), Euratom FP, Competitiveness & Innovation Programme (CIP), etc.)

6 The European Commission s role What instruments does the Commission have for R&D? 1. Legal instruments (directives, decisions, recommendations) 2. Financial instruments: EU investment into R&D in in a broad sense will be ~Euro 99 billion (incl. EC & Euratom FPs ~Euro 54 billion, CIP ~Euro 3.6 billion, and R&D-related aspects of the EC Structural Funds)

7 The European Commission s role A coordination role (EU Member States, major European science organisation, other stakeholders) to ensure the maximisation of "European added value" E.g. "open method of coordination" These roles (policy-making, regulatory, coordination, funding) cover all R&D-relevant areas, at the Community level ( transnationality ): scientific research, technology development, SME support, innovation, mobility of S&T workforce, etc.

8 The European Commission s role Examples (1): Policy initiatives Working towards fulfilment of Lisbon agenda (EU to be most competitive & dynamic knowledge-based economy by 2010) and attainment of Barcelona targets (EU R&D investment to reach 3 % of GDP by 2010; 2/3 of this to be from private sector) European Research Area (ERA) to create an EU internal market in research, improve coordination of national R&D activities, and reinforce European research policy "Researchers visa package" (to facilitate short- and longterm stays of third-country scientists in EU) N.B. Elaborating EU policy initiatives, strategies & Community legislation: closely with the EU MS, European Parliament & broad public consultations with all relevant stakeholders (world-wide) => very strong legitimacy

9 The European Commission s role Examples (2): ERA-related initiatives Communications published in 2008 on: management of intellectual property by public research organisations; the promotion of research careers & researcher mobility; research infrastructures; boosting cooperation between national research programmes; strategic framework for international S&T cooperation

11 European Community Framework Programmes for Research, Technological Development & Demonstration Activities The EC instrument for funding R&D at the European level. Additional to national R&D efforts. Objectives: To raise the competitiveness of European industry & to contribute to economic growth by supporting research, technological development & innovation activities. (European Community Treaty Articles : establishes EU research to strengthen competitiveness of European industry and to support other EU policy areas)
