2 Background 1. The Agenda for change recognises the link between water and the priorities of energy and agriculture, as foundations for sustainable and inclusive growth 2. The 2011/2012 EU Development Report urged the international community to radically transform approaches to managing water, energy and land to satisfy the growing demand for water, food and energy. 1. Across development cooperation actors there is agreement for coordinated Nexus action and a demand from regional organisations for support, particularly in the context of policy dialogue with a view to influencing ministerial level discussions. 2. In February 2014, the European Commission and Germany presented the 6.2m proposal and called for additional Member States to join the initiative and invite regional organisations to include a Nexus element into existing/on-going regional discussions. 2

3 The Nexus Programme The Nexus will be implemented in specific locations within 5 regions (Africa, Central Asia, Asia (Mekong Area), Latin America and in the Neighbourhood South where there is evidence of nexus 'readiness'. The programme will support regional organisations or platforms where regional Nexus discussions are underway. The EU supported programme will run from (Phase I) and will be complemented by Phase II from 2017 with possible funding for large-scale implementation. Phase I ( ) will focus on achieving the following results: Regional nexus policy recommendations and action plans Small pilot projects Human capacity development An independent Nexus Dialogue Evaluation Completion of an independent Nexus Feasibility Study for Phase II Reinforced nexus web-based platforms and digital communities Short-term research/statistical support studies 3
