3 2. Consideration and action on the minutes of the August 21, 2018 meeting.
4 3. Consideration and action on a resolution for the Performance Measures and Targets for Pavement and Bridge Conditions (PM 2). Background In order to provide more transparency in the selection and prioritization of transportation projects, federal legislation now stipulates that a performance measurement framework must be used in the development of the TIP and MTP. On June 21, 2018 TxDOT took executive action to adopt targets related to infrastructure conditions (PM2) for the entire State (see attached). MPO s have 180 days once a state department of transportation has adopted such targets to either accept the State targets or establish their own within their planning area. The Abilene MPO must therefore adopt infrastructure condition performance targets by December 18, Current Situation The Pavement and Bridge performance rule (PM2) purpose is to guide funding prioritization toward appropriate levels of maintenance in order to further the national goal of strategically and systematically maintaining the nation s transportation system in a good condition.

7 Performance Measures and Targets for Pavement and Bridge Conditions (PM 2) (continued) Pavement Performance Measures Federal measures require reporting of the percentage of pavement which is found to be Good or Poor based on federal criteria. Pavement sections not found to be either Good or Poor are classified as Fair. Statewide targets for Interstate Highways (IH) are set on a 4-year basis (2022). Non-Interstate (Non-IH) targets are established for a 2-year and 4-year point in time. Progress toward achieving targets is to be reported every two years (2020, 2022, 2024 etc.). Specifics of the Measure Pavement conditions are assessed every ⅒ (one tenth) of a mile based on the following metrics. International Roughness Index (IRI) Cracking Percentage Rutting Faulting
8 Performance Measures and Targets for Pavement and Bridge Conditions (PM 2) (continued) Pavement sections (each ⅒ of a mile) are graded as Good or Poor as follows: Assessment Result All four (4) metrics = Good Continuously Reinforced Concrete Paving (CRCP) IRI & Cracking If both (2) metrics = Poor Other Pavement Types If two (2) metrics = Poor Any other combination Segment Rated Good Poor Poor Fair Data Source: Highway Performance Monitoring System (HPMS) Bridge Performance Measures Federal measures require reporting of the percentage of Bridge Deck Area which is found to be Good or Poor based on federal criteria. All bridges on the National Highway System (NHS) are included. Targets are established for a 2-year and 4-year point in time. Progress on statewide achievement of targets is reported to FWHA every two years.

15 4. Consideration and action on a resolution for the Performance Measures and Targets for System Performance Reliability (PM 3). The Abilene MPO must therefore adopt infrastructure condition performance targets by December 18, Current Situation The System Performance rule (PM3) establishes performance measure requirements to assess the performance of the National Highway System (NHS) and to assess freight movement on the Interstate System.
16 Performance Measures and Targets for System Performance Reliability (PM 3) (continued) Level of Travel Time Reliability (LOTTR or TTR) All congestion has social, economic, and environmental impacts. The recently established federal performance measures however assume that congestion which is inconsistent and difficult to predict has greater negative impacts than congestion which can be readily anticipated. With this in mind, federal performance measures related to congestion now focuses on the reliability and predictability of travel as opposed to absolute measures of congestion. Key concepts: 50 th percentile is considered normal travel time. (You were faster than about ½ and slower than about ½) Normal travel time is NOT limited or tied to speed limits Increasing delay can still = RELIABLE if most people share the misery. Reliability rating in any 2-year period can be effected by: Construction (Start/Stop) - System failures - Weather (hurricanes floods) - Accidents

19 5. Discussion and direction to staff on defining the roles and responsibilities between the MPO and the City of Abilene. Background The City of Abilene and the Abilene Metropolitan Planning Organization (MPO) Transportation Policy Board entered into a Memorandum of Understanding in August 2011 to define the fiscal, personnel, and property management roles and responsibilities between the Board and the City. The document was amended in August Current Situation This will be an opportunity to review those roles and responsibilities to see if they are still meeting the needs of the parties involved. More detail will be provided at the meeting. Recommendation from the Technical Advisory Committee (TAC) N/A. Action Requested 1. Direction to staff on any changes needed to the roles and responsibilities between the MPO and the City of Abilene for future action.

Strain & Sons - US 83 (Winters Freeway) Bridge Rail Upgrade, Mill and Overlay from near S. 7 th St to FM Pouring bridge rail and replacing guard rail on the on, Elm Creek and the relief, north of the interstate. Paving complete south of interstate. Milling and sealcoat north of interstate to commence upon completion of Elm Creek and Elm Creek relief bridge raid. Project completion expected spring J.H. Strain & Sons- Loop 322 Ramp relocate at SH36 Project completed October FoutsCo-SH 351/Ambler from Treadaway to Rainey Creek Bridge Final surface near completion. Guardrail replacement and final striping to begin upon completion of paving. Project completion is expected by the first of November, Contract Paving-BI 20-R (South First/ East Highway 80) Guardrail, Signal upgrade, Mill and Overlay US83/84 to near Newman Rd. Replacing guardrail from LP 322 to US 83/84. Upgrading Signals (adding VIVIDS only). Milling begun Newman Rd to LP 322. 23 CityLink Transit From September 10, 2018 to September 22, 2018, CityLink staff conducted three studies. These include: 1. Customer Satisfaction Survey 2. TimePoint Study 3. Cisco Shuttle Ridership Study Staff is evaluating the data from the study and will be proposing route modifications to be implemented as soon as possible this fall. It is not anticipated that any route modifications will be made. Timepoints will be adjusted to increase efficiency and effectiveness of the service. We provide eight weekday and six Saturday fixed-route routes, which are distributed geographically across the city. In addition, we provide door-to-door paratransit service and evening curb-to-curb service. All services are provided Monday-Saturday. There is no service on Sundays or on the following holidays: New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving and Christmas. The Abilene City Council approved a resolution to purchase three additional paratransit Vans on July 26, These vans will be delivered before March 31, 2019.

26 ABILENE MPO OPERATION REPORT From August 11, 2018 through October 5, 2018, some of the tasks completed by the Abilene MPO include the following: MPO Transportation/Transit Planning: Update to the 10 year plan with project information. Updated MPO interactive traffic counts map on the website adding 2016 and 2017 annual traffic counts. New Project Selection Process Draft #2 completed for consideration by TAC subcommittee. Researched PM 2 Pavement & Bridge performance measure. Obtained initial datasets. Prepared reports, maps, and charts for target setting at the TAC and PB. Researched PM 3 System Performance Reliability performance measures. Prepared informational reports in preparation for target setting at TAC and PB. Reviewed Transit Asset Management (TAM) Plan.
