5 Call to Order: Meeting called to order at 10:10 a.m. by the Acting Chairman, Mr. Jon Hartman. Agenda Item 1: Chairman Hartman proceeded to ask if there were any comments from the public. There were no comments from the public attending the meeting. Agenda Item 2: The minutes from the April 19, 2018 meeting were reviewed. Mr. Bob Browning made a motion for the board to approve the minutes of the April 19, 2018 meeting. The Honorable Mayor Irene Wells seconded the motion. All approved. Motion carried. Agenda Item 3: Consider approval of Self-Certification Resolution Mr. Glenn Berry reviewed the purpose of the self-certifications and that small urban areas self-certify, in order to pass an amendment to the Transportation Improvement Program. He mentioned that the MTPO had successfully completed their Planning Status Review (PSR), which is conducted by TDOT, last fall. Ms. Michelle Christian made a motion for the board to approve the Self-Certification Resolution. Mayor Wells seconded the motion. All approved. Motion carried. Agenda Item 4: Consider approval of Amendment 4 to the Fiscal Year Transportation Improvement Program (TIP) to add the construction phase for State Route 91 Extension project and add the construction phase for the Interstate 26 Exit 17 (Boones Creek Road) project. Mr. Berry went over the State Route 91 Extension project and that the construction phase would be completed on Elk and Broad, in the area near Pal s that narrows into four lanes. Mr. Randy Busler with TDOT Division 17 confirmed Mr. Berry s explanation of the project s scope. Mr. Berry also reviewed the I-26 Exit 17 project and provided a large map of the proposed design. Mr. Troy Ebbert confirmed that the project is scheduled to be let sometime in December or very early next year. Construction should begin in the spring. Mr. Bob Browning made a motion for the board to approve the TIP amendment. Ms. Christian seconded the motion. All approved. Motion carried. Agenda Item 5: Consider approval of Amendment 4 to the Fiscal Year Transportation Improvement Program (TIP) to add residual Section 5316 Job Access funds for Johnson City Transit, add residual Section 5307 funds and add Section 5310 funds for the First Tennessee Resource Agency (NET Trans). Mr. Berry summarized the three transit amendments. Johnson City Transit is receiving old Section 5316 Job Access funds from TDOT. Mr. Jeff Rawles verified that JCT did not have to apply for the funding that they received. Mr. Berry also reviewed two new projects for NET Trans, as they are now eligible to received 5307 funds. Mr. Berry explained there was a slight typo in the narrative provided in the agenda. The amount for $220,000 for NET Trans to receive in residual 5307 funds in the Johnson City Urbanized Area is actually a total of $216,600. Ms. Candace Gump explained that the total funding that NET Trans received was allocated separately for each urbanized area. This amount for the TIP is allocated for the Johnson City Urbanized Area. Mr. Berry also summarized that NET Trans was also awarded Section 5310 funds to purchase two vans. Mayor Wells made a motion for the board to approve the TIP amendment. Ms. Christian seconded the motion. All approved. Motion carried. 3

6 Agenda Item 6: Consider approval of adopting the Fiscal Year 2019 Unified Planning Work Program. Mr. Berry proceeded to show a presentation that outlined several tasks from the current Unified Planning Work Program (UPWP) that have been accomplished in the past year, namely the Metropolitan Transportation Plan. He also highlighted several tasks from the new Fiscal Year 2019 UPWP, of which the most important will be the development of a new TIP. He would also like to see the MTPO partner with the GIS Department at East Tennessee State University. Mr. Berry also mentioned that the 2020 Census is on the horizon and that it is very important that people get counted. The population numbers from the Census are used in so many ways and can affect funding. Chairman Hartman asked Mr. Berry if the MTPO was considering what will happen if the Census combines the three urbanized areas of Johnson City, Kingsport and Bristol, which currently have boundaries that touch. Mr. Berry explained that he is aware of some of the responsibilities of becoming a Transportation Management Area (TMA) and that the staff of the Johnson City MTPO have been in contact with the Knoxville TPO and the French Broad MPO (Asheville). He asked Mr. Sean Santalla with FHWA, who used to work for an MPO in Florida, to explain how several MPOs can operate in a single urbanized area. Mr. Santalla said that you can have multiple MPOs in an urbanized area; however, if you become a TMA, each MPO would have to meet those extended responsibilities. Ms. Christian made a motion for the board to approve the TIP amendment. Mayor Wells seconded the motion. All approved. Motion carried. Agenda Item 7: Consider adoption of resolution to support Transit Asset Management Targets. Mr. Berry introduced Ms. Mary Butler, who gave a presentation on Transit Asset Management (TAM) and the roles and responsibilities of transit agencies and MPOs. A handout with updated TAM targets was provided and Ms. Butler explained that these targets had been refined after further consultation with the two transit agencies. At the end of the presentation, Mr. Kwabena Aboagye asked if vehicles that are 100% state funded would need to be counted in the target. Mr. Bradley Osborne stepped in to answer that yes, even state-funded vehicles are to be counted as part of a transit agencies assets. Ms. Butler wrapped up her presentation by displaying the final targets and asked the Board for their approval of the resolution to support the TAM targets for the region. Mayor Wells made a motion for the board to approve the TIP amendment. Mr. Browning seconded the motion. All approved. Motion carried. Agenda Item 8: Other Business Crash Analysis Report Mr. Berry proceeded to inform the Board that several graduate students studying Geographical Information Systems (GIS) at East Tennessee State University (ETSU) analyzed crash data as part of a class project. Mr. Berry showed a portion of the Cascade Story Map that the students created. The Map is available on the website s home page. 7 ITEM 3 Resolution : Consider a resolution reaffirming the Self Certifications and Federal Certifications for the Johnson City MTPO that must accompany amendments to the Transportation Improvement Program (TIP). The Johnson City MTPO is required to comply with federal law to Self Certify they are following all regulations as identified in the Code of Federal Regulations, Title 23, Section , and an approved certification must be sent with the entire proposed TIP or when it is amended. It is recommended this item be approved by the Johnson City MTPO Executive Board by vote and accompanying resolution.

8 RESOLUTION RESOLUTION OF THE EXECUTIVE BOARD OF THE JOHNSON CITY METROPLITAN TRANSPORTATION PLANNING ORGANIZATION (MTPO) to Re-Affirm the Self-Certifications and Federal Certifications WHEREAS, in accordance with the requirements of the U.S. Department of Transportation, the Johnson City MTPO is required to prepare a Transportation Improvement Program (TIP); and WHEREAS, the Transportation Improvement Program (TIP) documents a cooperatively developed program of projects scheduled for implementation during the projected four-year period; and WHEREAS, the Johnson City MTPO has adopted a Long Range Transportation Plan which serves as a guide for the development of the Transportation Improvement Program (TIP); and WHEREAS, the Johnson City MTPO Executive Board hereby determines the use of various Federal Highway Administration funds, including Surface Transportation Program, Bridge Rehabilitation and Reconstruction, STP Enhancement, National Highway System, Highway Safety Improvement Program, Interstate Maintenance, Federal Transit Administration Capital Operating and Planning, and other federal transportation funds that are made available for Johnson City MTPO Area projects, as listed in the TIP; and WHEREAS, the Johnson City MTPO does hereby certify that the requirements of the Code of Federal Regulations, Title 23, Section are met. NOW, THEREFORE, BE IT RESOLVED that the Executive Board and Executive Staff of the Johnson City Metropolitan Transportation Planning Organization does hereby approve and endorse the following certifications, as set forth in 23 CFR Section , as to be submitted with the Johnson City MTPO FY TIP as amended.

9 RESOLUTION (page 2) SELF CERTIFICATIONS AND FEDERAL CERTIFICATIONS 23 CFR (1) 23 U.S.C. 134, 49 U.S.C. 5303, and this subpart; (2) In non-attainment and maintenance areas, section 174 and 176 (c) and (d) of the Clean Air Act, as amended (42 U.S.C. 7504, 7506 (c) and (d)) and 40 CFR part 93; (3) Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 200d-1) and 49 CFR part 21; (4) 49 U.S.C. 5332, prohibiting discrimination on the basis of race, color, creed, national origin, sex, or age in employment or business opportunity; (5) Section 1101(b) of the FAST Act (Pub. L ) and 49 CFR part 26 regarding the involvement of disadvantaged business enterprises in USDOT funded projects; (6) 23 CFR part 230, regarding the implementation of an equal employment opportunity program on Federal and Federal-aid highway construction contracts; (7) The provisions of the Americans with Disabilities Act of 1990 (42 U.S.C et seq.) and 49 CFR parts 27, 37 and 38; (8) The Older Americans Act, as amended (42 U.S.C. 6101), prohibiting discrimination on the basis of age in programs or activities receiving Federal financial assistance; (9) Section 324 of title 23 U.S.C. regarding the prohibition of discrimination based on gender; and (10) Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794) and 49 CFR part 27 regarding discrimination against individuals with disabilities. 10 ITEM 4 Resolution : Consider approval of amending the Fiscal Year Transportation Improvement Program (TIP) to add a new Section 5310 transit project for the Jonesborough Senior Center s vehicle purchase The Town of Jonesborough s Senior Center was recently awarded a Section 5310 grant to purchase an ADA-accessible medium-duty cutaway bus, with seating for 12 plus 2 wheelchairs. This vehicle will assist the Senior Center in providing transportation for seniors with disabilities so they can participate in outreach activities. The Senior Center also plans to be a transfer hub for a future fixed route service between Johnson City and Jonesborough. An amendment is needed to add this project to the TIP. The project adds a total of $48,000, of which $40,800 is federal Section 5310 funds, $3,600 is state match and $3,600 is local match. The new TIP page is attached, along with the updated Transit Summary page. It is recommended this item be approved by the Johnson City MTPO Executive Board by vote and accompanying resolution.

14 RESOLUTION RESOLUTION OF THE EXECUTIVE BOARD OF THE JOHNSON CITY METROPOLITAN TRANSPORTATION PLANNING ORGANIZATION (MTPO) TO AMEND THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) TO ADD A NEW SECTION 5310 TRANSIT PROJECT FOR THE JONESBOROUGH SENIOR CENTER S VEHICLE PURCHASE WHEREAS, Johnson City Metropolitan Transportation Planning Organization (MTPO) is responsible for programming of funds for Transportation Purposes; and WHEREAS, it is the responsibility of the Johnson City MTPO to program these funds for transportation projects in the Transportation Improvement Program (TIP); and WHEREAS, the Town of Jonesborough has been awarded a Section 5310 grant to purchase an ADAaccessible vehicle to enhance outreach services and transportation options for the Jonesborough Senior Center; NOW, THEREFORE, BE IT RESOLVED that the Executive Board of the Johnson City Metropolitan Transportation Planning Organization does hereby amend the Transportation Improvement Program to add a new Section 5310 transit project for the Jonesborough Senior Center s vehicle purchase. 15 ITEM 5 Resolution : Consider approval of amending the Fiscal Year Transportation Improvement Program (TIP) to add a new STBG-Local project for the Elizabethton ADA Transition Plan The City of Elizabethton is requesting STBG-Local funds to assist with completing the ADA Transition Plan, which is required to be in place in order to receive federal funds. The ADA Transition Plan will review public buildings, parking lots and sidewalks for accessibility, along with access to the city s programs. Elizabethton is requesting $124,000 in STBG-Local funds in order to complete their ADA Transition Plan. This project adds a total of $155,000, of which $124,000 is federal STBG-Local funds, and $31,000 is local match. The new TIP page is attached, along with an updated STBG-Local Summary page. Please note that the Summary page includes the TIP amendment from Item 6 as well (where funding is being moved from 2018 to 2019). It is recommended this item be approved by the Johnson City MTPO Executive Board by vote and accompanying resolution.

20 ITEM 6 Resolution : Consider approval of amending the Fiscal Year Transportation Improvement Program (TIP) to amend an STBG-Local project for a traffic signal upgrade at Broad Street and 19E in Elizabethton TDOT is managing the project to upgrade the traffic signal at the large intersection of Broad Street (SR 91/67/US 321) and US 19E (SR 37). TIP Project is currently described as a grouping with various signal locations; however, TDOT has asked the MTPO to refine this TIP project to a single location. The project name, description and location/termini have been updated to name the traffic signal at the Broad Street and US 19E intersection, and a new map has been provided. Also, the project year of implementation for the three phases has been moved from 2018 to The funding for this project has not changed. The new and amended TIP pages are attached, along with an updated STBG-Local Summary page. Please note that the Summary page includes the amendment from Item 5 as well. 26 ITEM 7 Resolution : Consider adoption of TDOT Safety (PM1) Performance Targets Earlier this year, the Executive Board voted to adopt TDOT s Safety Performance Targets for the five-year reporting period of These targets are updated annually and will roll ahead one year to cover the reporting period of The Safety Performance Measures are defined by TDOT for: 1) number of fatalities; 2) number of serious injuries; 3) fatality rate; 4) serious injury rate; and 5) number of non-motorized fatalities and serious injuries. TDOT has submitted safety performance targets to the Federal Highway Administration as part of their Highway Safety Improvement Program Report (see the fact sheet attached to this item). MTPO staff has been in consultation with the Tennessee Department of Transportation, Federal Highway Administration and other MPOs throughout the state of Tennessee on this item. At this time, it is recommended that the Johnson City MTPO continue to support TDOT s safety targets and that this item be approved by the Johnson City MTPO Executive Board by vote and accompanying resolution.

27 RESOLUTION RESOLUTION OF THE EXECUTIVE BOARD OF THE JOHNSON CITY METROPOLITAN TRANSPORTATION PLANNING ORGANIZATION (MTPO) TO SUPPORT SAFETY (PM1) PERFORMANCE TARGETS BY THE TENNESSEE DEPARTMENT OF TRANSPORTATION WHEREAS, in 2012 the United States Congress passed the Moving Ahead for Progress in the 21st Century (MAP-21) and Fixing America s Surface Transportation (FAST) Act that mandate the establishment of a performance and outcome based program for transportation decisions; and WHEREAS, a national goal has been established to achieve a significant reduction in traffic fatalities and serious injuries on all public roads; and WHEREAS, the Safety Performance Management Measures regulations require State DOTs and MPOs to set Safety Performance Measure Targets, which apply to all public roads, for 5 areas; including number of fatalities, rate of fatalities per 100 million Vehicle Miles Traveled (VMT), number of serious injuries, rate of serious injuries per 100 million VMT, and number of non-motorized fatalities and serious injuries; and WHEREAS, the Tennessee Department of Transportation (TDOT) formally reported their Safety Performance Measure Targets to the Federal Highway Administration (FHWA) on August 31, 2018 in their State Highway Safety Improvement Program and Annual Report; and WHEREAS, MPOs have 180 days following the establishment and reporting of the State targets in the HSIP Annual Report to make a decision regarding whether to support each state s targets or to establish their own; and WHEREAS, the Safety Performance Measure Targets adopted by the State are depicted in Attachment A to this resolution; and WHEREAS, the staff of the Johnson City MTPO, after consultation and coordination with TDOT, and other MPOs in Tennessee, recommends that the Johnson City MTPO continue to support TDOT s Safety Performance Measure Targets; NOW, THEREFORE, BE IT RESOLVED that the Executive Board and Executive Staff of the Johnson City Metropolitan Transportation Planning Organization does hereby approve that the Johnson City MTPO will support TDOT s Safety Performance Measure Targets for each of the above-mentioned measures for the reporting period by agreeing to plan and program projects so that they contribute toward the accomplishment of each state s Safety Performance Measure Targets as show in Attachment 1. 29 ITEM 8 Resolution : Consider adoption of resolution to support Pavement and Bridge (PM2) Performance Targets and System Performance (PM3) Targets by TDOT Another feature of the Moving Ahead for Progress in the 21st Century (MAP-21) is the requirement for State DOT and MPOs to define targets in reference to Pavement and Bridge (PM2) Performance Measures and Targets, and System Performance (PM3) Measures and Targets. Pavement Performance Measures and Targets (PM2) Congress established a national goal for pavement condition to maintain the condition of the National Highway System (NHS) infrastructure assets in a state of good repair. The Pavement Performance Management regulations (23 CFR 490 Subparts C & D) established four total measures for assessing pavement and bridge conditions with four measures to assess pavement condition as follows: (1) Percentage of pavements on the Interstate System in Good condition; (2) Percentage of pavements on the Interstate System in Poor condition; (3) Percentage of pavements on the NHS (excluding the Interstate System) in Good condition; and (4) Percentage of pavements on the NHS (excluding the Interstate System) in Poor condition. TDOT collects data to establish a baseline for roadway segments on all interstates and National Highway System (NHS) routes. The federal regulations define the ranges for which pavement conditions are accessed as Good, Fair or Poor. These conditions include the International Roughness Index, asphalt rutting, percent cracking and concrete faulting for each 0.1 mile segment. Targets must be established for a 2-Year and 4-Year time period. Attachment A for Resolution shows the targets that have been established by TDOT. This performance measure applies only to the National Highway System. In the Johnson City MTPO area all NHS routes are owned and maintained by TDOT, the MTPO staff recommends that the Executive Board vote to support TDOT s Pavement targets. Bridge Performance Measures and Targets (PM2) Congress established a national goal for bridge condition to maintain the condition of highway infrastructure assets in a state of good repair. The Pavement and Bridge Condition Performance Management regulations (23 CFR 490 Subparts C & D) established four total measures for assessing pavement and bridge conditions with two performance measures to assess bridge condition as follows: (1) Percentage of NHS bridges classified as in Good condition; and (2) Percentage of NHS bridges classified as in Poor condition. TDOT collects data on bridges that carry the NHS system. The bridge measures reflect the lowest component condition rating for the bridges based on the National Bridge Inventory condition ratings for deck, superstructure, substructure, and culverts. For a bridge to be classified in Good condition, all the relevant metrics need to be greater than or equal to 7 on a scale of 0-9. Similarly, a bridge would need to be classified in Poor condition if any of the relevant metrics equal 4 or less. The percent of bridges in the state in Poor condition shall not exceed 10.0%. Attachment A for Resolution shows the targets that have been established by TDOT.

30 As with Pavement targets, every bridge on an NHS route in the Johnson City MTPO area is owned and maintained by TDOT. The MTPO staff recommends that the Executive Board vote to support TDOT s Bridge targets. System Performance Measures and Targets (PM3) There are four subparts to the System Performance Measures. They are described below. Attachment A for Resolution shows the targets that have been established by TDOT. Subpart E Interstate and Non-Interstate NHS Reliability The reliability measures compare the average travel time (50 th percentile) to the 80 th percentile travel time and are then expressed as a percent of the person miles traveled. TDOT used historical and baseline data derived from the INRIX MAP-21 tool available from the Federal Highway Administration s RITIS website for analysis and project 2- and 4-year target values. As all of the NHS routes in the Johnson City MTPO area are owned and maintained by TDOT. The Johnson City MTPO recommends that the Executive Board vote to support TDOT s targets for Subpart E. Subpart F Freight Reliability The freight reliability measure compares the average (50 th percentile) truck travel time to the 95% percentile truck travel time. The INRIX tool is also used by TDOT to calculate historical and baseline values and project 2- and 4-year targets. As all of the interstate and NHS routes used by trucks in the Johnson City MTPO area are owned and maintained by TDOT, the Johnson City MTPO recommends that the Executive Board vote to support TDOT s targets for Subpart F. Subpart G Peak Hour Excessive Delay (PHED) and Non-Single Occupancy Vehicle Travel Subpart G is related to areas who are maintenance or non-attainment in air quality. For this reporting period, the Memphis Urban Area is the only applicable area in Tennessee. This measure is not applicable to the Johnson City MTPO area. Subpart H On-Road Mobile Source Emissions As with Subpart G, this measures is only applicable to areas who are maintenance or non-attainment in air quality. For this reporting, period, the applicable areas are Memphis and Knoxville Urban Areas. This measure is not applicable to the Johnson City MTPO area. Conclusion It is recommended these targets established by TDOT be adopted by the Johnson City MTPO Executive Board by vote and accompanying resolution.

35 ITEM 9 Priority Project List for TDOT s Three-Year Work Program Each year the Tennessee Department of Transportation (TDOT) requests our input on major transportation projects to be included in TDOT s Three-Year Work Program. These major projects are managed by TDOT, which have traditionally been totally funded with TDOT resources that are available to the state, whether it be federal or state funds. For the Johnson City MTPO area, TDOT submitted one project to be ranked, the SR-XXX (Knob Creek Road) from SR 354 (Boones Creek Road) to Mizpah Hills Drive, in which the IMPROVE Act provides future funding for the project. 36 ITEM 10 Annual Listing of Obligated Projects The Code of Federal Regulations, Section (a), states, In metropolitan planning areas, on an annual basis, no later than 90 calendar days following the end of the program year, the State, public transportation operator(s), and the MPO shall cooperatively develop a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds under 23 U.S.C. or 49 U.S.C. Chapter 53 were obligated in the preceding program year. Title 23 of the United States Code provides funding for highway projects and Title 49 provides funding for transit projects.
