2 Introduction :- The National Institute of Health and Family Welfare (NIHFW) is an autonomous organization under Ministry of Health and Family Welfare, Govt. of India. It as an apex technical Institute for promotion of health and family welfare programmes in the country through its education and training, research and evaluation, specialized services and advisory and consultancy services. Director, NIHFW, intends to award for supply of Newspapers and Magazines initially for a period of one year extendable subject of satisfactory performances of the firm. Interested firms are required to furnish their most competitive concessional rates as applicable for Government Hospital/Academic Institutions /Organizations etc., in sealed cover in the enclosed proforma along with the required documents in sealed envelops. GENERAL CONDITIONS OF CONTRACT: 1. The period of the contract shall be effective from the date it would be awarded and formalities completed and shall normally remain in force for a period of one year or until further orders, whichever is earlier. 2. The contract may be renewed on year-to-year basis for a maximum period of three years, subject to providing satisfactory services as per terms and conditions of the contract. 3. The firm must have experience of three year experience in supplying newspaper & magazines to the Government Hospital/Academic Institutions /Organizations etc. 4. The successful tenderer will be required to supply the newspapers/magazines at the approved rates during the year and as such extended period as may be mutually agreed upon if considered necessary. In case, the successful bidder shows its inability at any stage after the contract is finalized, for whatsoever reason(s), for taking up the contract their earnest money would be forfeited. 5. The contract can be cancelled at any stage, without assigning any reason, if the services are not found satisfactory. 6. If the firm withdraw from the tendering process or alters its bids during the bid validity period, its earnest money will be forfeited. The bid validity period shall be 90 days. 7. The firm must have all necessary registrations and clearances prescribed by the Government/concerned agency. Copies of certificate providing Firm's registration, tax registration, PAN, GST and previous experience etc. should be enclose with the quotation. 8. Mere quoting lowest rates will not amount to commitment for award of contract. However, the contract will be awarded on merit basis and overall examination of tender bids of the Firm. Overwriting/corrections or incomplete (blank) quoting of rate would result in rejection of quotation and shall not be considered under any circumstances. 2

At any stage if the firm is found not adhering to the terms & conditions governing the contract, the same would be terminated without any notice and loss, if any, which may occur on this account, will be recoverable from security money deposited by the firm. 10. No advance payment will be made. The approved contractor should submit the bill in triplicate. Government tax, namely, GST will be payable wherever applicable and the bill to be submitted by the firm should bear valid tax registration number/pan number. 11. The sealed envelope containing the quotation should be super-scribed "Tender/quotation for Supply of Newspaper/magazines etc. in NIHFW. 12. The detailed terms & conditions are contained in Tender Form can be obtained form which can be downloaded from the Institute s website Firm participating in the tender will be required to deposit Earnest Money Deposit(EMD) of Rs 5,OOO/-(Rupees five thousand only) by way of Demand Draft in favour of Director, NIHFW along with the quotation in the prescribed from. Earnest money in any other form shall not be accepted and quotation would be summarily rejected. The Earnest money of unsuccessful bidders will be returned without interest after finalization of the award of the contract to the lowest bidder. The Earnest money of the successful bidder will be refunded without interest after the successful completion of the contract. The participating Firm would be required to give their Bank details for the payments of bills. 13. The Institute reserves the right to accept or reject any or all quotation(s) without assigning any reason(s) thereof. Any inquiry after submission of the quotation will not be entertained. 14. The Tender duly complete in all respect, should be submitted in the prescribed form in a sealed envelop, so as to reach the undersigned latest by at 2.00 P.M. The quotation shall not be accepted beyond the stipulated date and time under any circumstances whatsoever. The Tender will be opened on the same day i.e. on at 2.30 PM in the Institute in the presence of the representative(s) of firms/agencies/companies who wish to be present. 15. In case of any dispute, the decision of the Director, NIHFW shall be final and binding. Director 3
