2 Page 2 Missouri Chapter Newsletter The hardest thing in the world to understand is the income tax Albert Einstein Income tax has made more liars out of the American people than golf Will Rogers AN EDITORIAL HISTORY OF THE INTERNAL REVENUE SERVICE This was an article contributed by one of the chapter members, found it interesting. by March 1, Prior to passage the income tax was promoted as a tax affecting the super To make it worse, it is a moving target. It changes every year. In every other law in America the In 1862 the country s first income tax was levied, 3% on incomes in excess of $600 and 5% on incomes over $10,000 and the Bureau of Internal Revenue was authorized. wealthy and would have no impact on the common citizen. However, just five years later in 1918 the top rated reached 77%. The top rate reached 91% in the 50s. accused is innocent until proven guilty. Only in tax law are Americans guilty until they can prove their innocence Contributed by a member of Missouri NATP the Income Tax was repealed the Current Tax Payment Act 1894 the Wilson Tariff Act revived the income tax and formed a new division within the Bureau of Internal Revenue. The Bureau was also responsible to collect taxes on Alcohol and tobacco. compelled employers to withhold federal income taxes from workers paychecks and send the money to the IRS. This act is significant the US Supreme Court ruled the income tax was unconstitutional. Two sections of the US Constitution mention direct taxes. 1. It transferred most of the collection responsibilities from the IRS to businesses increasing their administrative costs without any compensation. About NATP Our mission at NATP is simple to serve our members by providing the support, education, products, and services they need to succeed in the tax profession. Our more than 20,000 members are a diverse group of tax professionals that include individual tax preparers, enrolled agents, certified public accountants, accountants, attorneys, and financial planners. They work in offices that assist over 11 million taxpayers with tax preparation and planning. NATP is a nonprofit professional association founded in The national headquarters, located in Appleton, WI, employs over 40 staff members. Section 2, Representative and direct taxes shall be apportioned among the several states according to their respective numbers, Section 9. No capitation(a tax levied per head or person), or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken. Our forefathers knew that the power of tax was the power to destroy the 16th amendment was ratified by 3/4 of the states giving Congress the authority to enact an income tax Congress enacted the income tax of 1% on persons with income above $3,000 and a surtax of 6% on incomes exceeding $500,000. The first Form 1040 was produced in It was three pages long, with one page of instructions. The first return and the tax payments were due 2. It eased the pain of paying taxes by taking a little each paycheck instead of a huge amount that had to be paid at the end of the year. 3. Similarly, it reduced the impact of every taxpayer s annual tax burden. 4. It improved the cash flow of the government since they received tax payments from employers no less than quarterly instead of having to wait until the end of the year the Bureau of Internal Revenue was overhauled and given a new name, the Internal Revenue Service the Internal Revenue Code was passed into law and is the basis of our Income tax law today. According to the government printing office, the current version is 16,845 pages long. Wishing you and your family a Merry Christmas and Happy New Year! May you have a blessed holiday season Deana And Missouri Chapter Board of Directors
