1 MULTILATERAL TRADE NEGOTIATIONS THE URUGUAY ROUND RESTRICTED MTN.GNG/NG9/W/2 12 May Special Distribution \ Group of Negotiations on Goods (GATT) Negotiating Group on Safeguards DRAFT INVENTORY OF ARTICLE XIX ACTIONS AND OTHER MEASURES WHICH APPEAR TO SERVE THE SAME PURPOSE Note by the Secretariat 1. During its first meeting held on 10 March, the Negotiating Group agreed that the secretariat should update and reorganize the inventory of Article XIX actions and other measures which appear to serve the same purpose (Spec(82)18/Rev.3 dated 22 May 1984 and L/6087 dated 28 November 1986) after consulting with delegations (MTN.GNG/NG9/1, para.12). 2. The secretariat has, in consultation with delegations, revised and updated the list, which is attached to this note. It is issued on the responsibility of the secretariat. 3. Annex A is a list of measures notified under Article XIX which are still in force. Annex B(i) is a list of export restraint s, voluntary export restraints, orderly marketing s, export forecasts, basic price systems and others. Annex B(ii) is a list of other measures of a limitative nature taken since 1975, and still in force, which GATT SECRETARIAT UR

Annex B(i) and (ii) correspond respectively to Appendix V(a) and (b) of L/ Some measures in Annex B were notified to the GATT under the procedures of the Understanding Regarding Notification, Consultation, Dispute Settlement and Surveillance, while others were based on published source of information. While delegations have been invited to verify, correct or complete the information in the lists, they remain subject to further comment and discussion, and should not be treated as definitive. «5. The present document is without prejudice to any decision which the Negotiating Group may wish to make with regard to its further use.
