4 FOREWORD 4 I would like to welcome you to the 2008/2009 annual recruitment report for the Northern Ireland Civil Service. This report provides an account of all applications received and appointments made from externally advertised competitions. This report covers the period from 1 April 2008 to 31 March HRConnect were responsible for all external recruitment to the NICS during this period. This includes recruitment of industrial grades as well as non industrial. My division retains responsibility for developing the policies and practices used by HRConnect in the management of all competitions and will continue to ensure that our policies enable HRConnect to deliver a professional recruitment service to all. Resourcing Division remains committed to promoting the NICS as an employer of choice and encouraging applications from all sectors of the Northern Ireland population. During 2008/2009 work has been ongoing to improve the reporting functionality of the HRConnect system. Significant progress has been made to date and I am satisfied that the figures provided in the attached tables are as accurate as possible. John McKervill Head of Resourcing Division

5 5 PERFORMANCE The filling of non industrial and industrial vacancies in the Northern Ireland Civil Service through external recruitment is managed in line with best practice outlined in the Codes of Practice of the Equality Commission and in accordance with the Civil Service Commissioners Recruitment Code. During , 150 competitions were managed on behalf of Northern Ireland Departments and their Agencies. These competitions attracted 31,205 applications and led to 2,858 appointments. 11 COMMISSIONERS REQUIREMENTS 11 All appointments to the Northern Ireland Civil Service must be made in accordance with the Recruitment Code produced by the Civil Service Commissioners for Northern Ireland. Under this Code, each Department and Agency is required to publish certain information regarding its adherence to the Code, details of any appointments made under Section 3(a) to 3(f) of the Code (exceptions to the Merit Principle) and statistical summaries of all recruitment activity undertaken during the publication period. All recruitment activity to the Northern Ireland Civil Service is included in the statistical data that follows. APPOINTMENTS THROUGH HRCONNECT The Commissioners Recruitment Code lays down a set of essential standards which must be observed by all those involved in recruitment to any post within the NICS. Systems are in place to ensure that selection for appointment is made in accordance with the Recruitment Code. Policies and practices are subject to regular internal monitoring and are updated regularly taking account of best practice and changes in legislation. 14 14 APPOINTMENTS MADE DIRECTLY BY DEPARTMENTS This section gives details of recruitment undertaken by Departments directly between 1 April 2008 and 31 March All Departments have systems in place to ensure that recruitment is carried out on the basis of fair and open competition. Selection is based solely on the merit principle in accordance with the Recruitment Code of the Civil Service Commissioners. Recruitment policies and practices are subject to continuous review by Human Resource staff within each Department. They are also subject to periodic internal checking by Departmental auditors.
