3 The South Eastern Health and Social Care Trust The South Eastern Health and Social Care Trust provides health and social care to the people who live in: Ards and North Down Lisburn and Castlereagh Newry, Mourne and Down 3
4 We provide many different services including: At Ulster Hospital At the Lagan Valley and Downe Local Hospitals At Ards and Bangor Community Hospitals In local communities. This includes: Health Centres Day Centres Residential homes In prisons 4
5 Managing our money Health and Social Care Trusts in Northern Ireland get their money from the The UK Government. The amount of money that we get is not changing. But we would need more money if we were going to carry on providing the same services as we have been providing. The cost of providing our services is going up because: There are more older people and more people who have complex health needs It costs more to buy the things we need There are new ways of treating people which mean we can help more people. This costs money 5
6 We will not have enough money to pay for all the things that we have been doing. The South Eastern Trust needs to reduce the amount it spends by nearly 11 million. This plan shows how we plan to reduce the amount that we wanted to spend and how we want to spend the money that we have. 6
7 Our principles Principles are the things that are most important when we decide what to do. When we wrote this plan our 4 main principles were: We must make sure people are safe We must be able to do the things we say we will do with the money that we have Any changes should not affect the service that people get These plans should not change the things we have been trying to do to improve health in Northern Ireland 7
8 What do you think? We want to know what you think about these plans. Please read the report and answer the questions. Please send back your answers by Thursday 5th October. 8
9 Our plans Some of our plans will means no change to services, or only a small amount of change. Other plans may mean a big change to services. No change or a small change to services We plan to spend less on: Management and administration Buying things for the Trust We will slow down some things that we were planning to do. This will mean that we will spend less than we thought we were going to spend. 9
10 We have been using staff from outside of the Trust when we have not had enough of our own staff to do the work. This is expensive. We plan to recruit more staff for the trust. We plan to reduce the number of people we use from outside the Trust. We plan to start charging for car parking at Ards Hospital. We plan to not give some staff a pay rise which would have covered the rise in the cost of living. We plan to cut the cost of staff travel by encouraging them to use the telephone instead. We plan to reduce the amount of drugs we waste. These changes will reduce the money that we need to spend by nearly 9 million. 10
11 Changes that will affect services In some places we plan to reduce the amount that we have been spending on doctors and nurses from outside the Trust. This will mean that we will have fewer doctors and nurses working in some services. The services that will be affected are: Emergency care services Operations which are not urgent This will mean that people will have to wait longer. These changes will reduce the money that we need to spend by about 2 million. 11
12 Being fair to everyone With these plans we want to make sure that we are being fair to everyone. Especially we want to be fair to people of different: Religious beliefs. Religious beliefs are where people are part of different faiths like Christianity, Islam, Judaism and many others. Political opinions Political opinions are where people feel strongly about the different parties in the government or local council. Race Age 12
13 Sexual orientation Sexual Orientation is when people are attracted to someone of the same sex or the opposite sex We must give an equal chance to: Men and women People who are transgender Transgender is where someone has changed their gender People who are married, single, divorced or living together People with and without a disability People with and without children or other people who depend on them 13
