Broadway St. Tucson, AZ Attn: Settle Madden TPCH Administrator Dear Ms. Madden: This letter is being written in response to the 2016 CoC Evaluation & Monitoring for Emerge! Center Against Domestic Abuse Rapid Re-Housing Program (). We would like to clarify issues that were addressed in the evaluation and provide more information that was missing from the original submission. In response to the subrecipient agreement for this contract, the City of Tucson is the Grantee that administers the HUD grant to Emerge for the RRH activity. Emerge is under contract with the City of Tucson, as a subrecipient for the performance and usage of funds. Emerge uses the grant funds for personnel costs only; there is not any rental assistance involved. The City of Tucson receives information from Emerge in order to complete the APR, but the City of Tucson, as the grantee, is responsible for the submission to HUD. As part of the Continuum of Care, Emerge serves as a Coordinated Entry Access Point specifically for victims of domestic violence. There is also an intervention hotline available to the public 24/7 that serves both English and Spanish speakers. Victims at high risk of lethality are never denied or made to wait for emergency services, even when the emergency shelter facility is at full capacity. All program participants seeking housing services are connected to housing stabilization programs and/or the CoC Coordinated Entry process, as appropriate. Emerge and the non-victim service providers work collaboratively to ensure that referrals are made to Emerge when domestic violence is a primary issue for a client and/or safety is an imminent issue for the client. Regarding the McKinney Vento requirement for ensuring children are enrolled in school and connected to appropriate community services; the Family Services Supervisor at Emerge is designated as the staff person responsible for ensuring that homeless children in their programs are enrolled in school and connected with the full range of appropriate services in the PLANNING & COMMUNITY DEVELOPMENT DIVISION 310 N. 2 community. This Supervisor also oversees the Child & Family Case Coordinators, who work hands-on with parents to support them when they enter the program, and throughout their participation. The Case Coordinators act as the liaison between the clients and educators/schools to ensure the children are enrolled and supported. Page 2 Emerge is absolutely a low barrier shelter. Other than the eligibility requirement of a person being a domestic violence victim, there are no other requirements or barriers considered. Emerge maintains an open door policy for those that present themselves directly to the agency as domestic violence victims, and those that are referred to Emerge by other agencies. Emerge does not turn away anyone that requires the special support of victim services. They work in coordination with other agencies in the community, to provide appropriate supportive services that include Rapid Re-Housing through the CoC RRH grant. As stated previously, the City of Tucson has a contractual agreement with Emerge that include a Scope of Services, Quarterly Reporting requirements, match/leverage requirements, EEOC, and a budget. The contract also includes the Federal Regulations regarding CoC grants to make clear the specific policies and procedures of the program. The General Conditions, which are part of the contract, spell out the conditions and policies for use of the grant. The City of Tucson and Emerge! Center Against Domestic Abuse are hopeful that these explanations and clarifications will give a clearer picture of the relationship between the City, as the Grantee (recipient), and Emerge (subrecipient) with regard to the HUD contract with Emerge for Rapid Re-Housing. We look forward to continuing to serve the community with the needed services provided by Emerge for the victims of domestic violence. Center Against Domestic Abuse Program received funding only for supportive services to 47 households fleeing domestic violence. According to the APR, the project assisted 104 individuals and individuals in families. Emerge! does not typically serve chronically homeless individuals but works closely with other homeless services providers to receive referrals of homeless persons that are domestic violence victims. General Reviewer Comments. The report caused confusion as to the actual recipient agency and activity. The HUD funding agreement and the APR indicate this is a project of the City of Tucson; there is no evidence of a subrecipient agreement. The project report does not clarify the source of rental assistance for the RRH program. Sections of the report (policies and procedures) provide information about Emerge!, rather than the City of Tucson. This monitoring report is based on the information provided. Section I. Eligibility, Prioritization & Methodology Coordinated Entry. The project does not currently participate in Coordinated Entry. Emerge! indicates it is prepared to do so when the system expands to include projects that serve domestic violence victims. The VI-SPDAT is not used in this project and the project does not participate in HMIS but collects comparable program-level data; releasing personally-identifying information is prohibited. Housing First. The RRH program focuses on domestic violence survivors and accepts applicants regardless of previous credit/financial history, income or other housing readiness indicators related to the ability to pay rent. The RRH program does not indicate whether other common barriers (sobriety, substance use, agreement to participate in services, etc.) are considered. Case Management. The program utilizes an intensive case management tool called Critical Time Intervention. The focus of this approach is on addressing individual barriers to housing stability and mobilizing advocacy in the community through other available resources and agencies. Case management services include this specific case management along with establishing individual goals and resource needs the participant establishes to attain selfsufficiency.

RRH Program should continue to utilize a tracking system that provides the data necessary to report program status and participant information to the City of Tucson. 2) Emerge! RRH should clarify in its report whether other common barriers, beyond housing readiness, are criteria for program participation. 2) Emerge! must work with the CoC to ensure the intake system for domestic violence victims provides access to all available housing and services whether the applicant presents for intake at Emerge!, another victim-specific entry point, or a mainstream homeless entry point. Section II. Performance Measures & Outcomes The Emerge! RRH program meets or exceeds all HUD standards for which 2016 TPCH evaluation and monitoring was conducted and a standard specified. No standard was specified for average length of stay. Recommendations. None Section III. Budget, Leverage, & Grant Administration The Emerge! RRH program received an award of $61,535 and expended 100% of the award through monthly drawdowns, meeting HUD standards. For leverage Emerge! tracks funding from the City of Tucson and Arizona Department of Security. Recommendations. None. Section IV. Policies & Procedures The Emerge! RRH program meets one of the four applicable CoC program policy and procedure requirements and one of the three applicable agency policy and procedure requirements. Each participant file does not document homelessness or chronic homelessness as the program provides services only to victims of domestic violence. When a referral is made to the program from a homeless service provider homelessness is documented; the form used to document homelessness in these cases was attached. The project does not have written policies and procedures for documenting homelessness; however, when a referral is made to the program from a homeless service provider homelessness is documented. Emerge! does not have a policy and designated staff person responsible for ensuring that children are enrolled in school and connected to appropriate community services.

Emerge! does not currently have a homeless or previously homeless person on the Board of Directors or policy-making body. The project does not involve homeless individuals and families through employment, volunteer service or otherwise in the operation of the project. This is explained by the status of program participants. Recommendations. 1) Emerge! and the City of Tucson should work closely to accurately document project operating policies, and identify and report the agency responsible for compliance (where policies are applicable to program serving domestic violence victims). Project operating policies and procedures should include: a. The procedures for documenting homelessness when a participant is referred from a homeless service provider; and b. Procedures for ensuring children are enrolled in school and connected to appropriate community services. 2) Emerge! and the City of Tucson should clarify the applicability of agency policies and procedures to Emerge! (v. the City of Tucson, which is the project recipient) and accurately report agency policies and procedures based on this clarification. 3) Emerge! and the City of Tucson should clarify whether a subrecipient agreement is in place for the project. a. The subrecipient agreement should clarify the responsibilities of each agency relative to project policies and procedures, and agency policies and procedures. Section V. Data Quality The project does not participate in HMIS. Recommendations. None Section VI. CoC Participation Emerge! meets all requirements of CoC Participation. Recommendations. None.

31 of such termination, Agency shall have no further obligation to City other than for payment for services rendered prior to cancellation. 23. NON-ASSIGNABILITY: The Subrecipient shall not assign any rights, obligations or other interests in this Agreement, and shall not transfer any interest in this Agreement without prior written consent of the City thereto. 24. SUCCESSORS: The Subrecipient covenants that the provisions of this Agreement shall be binding upon heirs, successors, subcontractors, representatives and agents. 25. NONDISCRIMINATION: The Subrecipient, in its employment policies and practices, in its public accommodations and in its provision of services shall obey all relevant and applicable, federal, state, and local laws, regulations and standards relating to discriminations, biases, and/or limitations, such as, but not limited to, Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, the Americans with Disabilities Act of 1990, the Arizona Civil Rights Act, the Human Relations provisions of the Tucson Code, and the Mayor and Council policy adopted on September 25, 2000, prohibiting the direct or indirect grant of discretionary City funds to organizations that have a policy of exclusionary discrimination on the basis of race, color, religion, ancestry, sex, age, disability, national origin, sexual orientation, gender identity, familial status or marital status. Administrative Guidance Regarding the Non-Discrimination Policy for Programs Funded by the City of Tucson is incorporated herein as follows: 1. Restricting program participation to persons of a particular age group such as kindergartens, nurseries, day care centers, nursing homes, housing for older persons, etc., provided such programs do not discriminate on the basis of other criteria listed above. 2. Restricting program participation to individuals with physical or mental disabilities, provided such programs do not discriminate on the basis of other criteria listed above. 3. Restricting program participation to individuals of a single sex if the program provides dormitorylodging facilities or residential housing, such as transitional housing, group homes, domestic violence shelters, etc., provided such programs do not discriminate on the basis of other criteria listed above. 4. Requiring volunteers, employees, and or program participants to meet federal, state, or local licensing restrictions (e.g., requiring volunteers to be at least 18 years of age). 5. Restricting voluntary youth service organizations, that have traditionally been limited to persons of one sex and principally to persons of less than nineteen years of age, to individuals of a single sex, provided such programs do not discriminate on the basis of other criteria listed above. On September 25, 2000 the Mayor and Council approved a policy prohibiting the direct or indirect granting of discretionary City funds to organizations that have a policy of exclusionary discrimination on the basis of race, color, religion, ancestry, sex, age, disability, national origin, sexual orientation, gender identity, familial status or marital status. Consistent with policies expressed throughout federal, state, and local law, it is clear that the Mayor and Council did not intend to prohibit funding to all social service organizations that may have certain restrictive policies. This document provides administrative guidance for differentiating between the legitimate targeting/restriction of services and prohibited exclusionary discriminatory policies. The following practices will not preclude an organization from receiving funding: 1 of 7 Continuum of Care Grant Agreement and General Conditions

If there was a HUD-approved grant extension that extension period should not be included on this screen, but will be included on Q3. Operating Year Start Date: The operating start date for new grants is the first day of the month in which the recipient or subrecipient begins incurring eligible costs (this is generally when the project starts serving persons). The date is set by the recipient at the time of the first draw down. For renewals, the operating start date is the day after the end of the previous grant term.
