1 HUD CoC Reviewing, Scoring and Ranking Procedure The Reviewing, Scoring and Ranking Committee will each receive a copy of the applications that have been submitted by the deadline to the CoC via esnaps as required by the CoC. They will also receive a copy of the most recent Annual Performance Report (APR) for all renewal applications, the most recent utilization report out of HMIS, and the most recent monitoring reports. There will be a scoring form for all Permanent Housing projects, a separate scoring sheet for the HMIS Renewal project, and a separate scoring sheet for Coordinated Intake should the CoC decide to make a new application. Scoring will be based on both the application and the APR, but more emphasis will be placed on the results of the most current grant via the APR. Outcomes will need to be assessed in order to properly score the applications. In addition, more weight should be given to those projects that are housing those who are chronically homeless, including individuals, families and veterans not eligible for VA programs. The utilization and monitoring reports will also need to be reviewed for scoring purposes. Further guidance on scoring and reallocation is provided on the HUD Evaluation Scoring Criteria form.

Coordinated Intake Assessment (automatic points of 2.0) Strategic Resource Allocation Using performance and outcome data, CoCs should decide how to best use the resources available to end homelessness with the community, including the CoC and ESG Program funds, State and local funds, public and assisted housing units, mainstream service resources such as Medicaid, and philanthropic efforts. CoCs should reallocate funds to new projects whenever reallocations would reduce homelessness. Communities should use CoC approved scoring criteria and selection priorities to determine the extent to which each project is still necessary and addresses the policy priorities listed in this NOFA. (Reallocation can be used when funds are not spent effectively or are not being fully expended.)
