15 It is likely that international financial conditions will be less benign in the future So far financial adjustments have occurred in an orderly way Capital outflows were not extraordinary Foreign holdings of government bonds declined only modestly Foreign exchange market remained highly liquid However, given the uncertainty over the future course of U.S. monetary policy, new bouts of volatility cannot be ruled out 15
