1 Administration and Projects Committee STAFF REPORT Meeting Date: October 6, 2016 Subject Summary of Issues One Bay Area Grant (OBAG 2) Program and Measure J Coordinated Call for Projects Review of Local Streets and Roads Preservation (LSRP) Funding Formula At its September 21st meeting, the Authority approved the release of a coordinated Call for Projects for the OBAG 2 and Measure J Transportation for Livable Communities (TLC) and Pedestrian, Bicycle and Trail Facilities (PBTF) (Programs 12 and 13). The Metropolitan Transportation Commission (MTC) has allocated approximately $56.1 million to Contra Costa through the OBAG 2 Program and approximately $35.3 million will be available during the same period through the two Measure J programs. The Authority requested background information on the formula used to calculate the LSRP amounts by jurisdiction. In addition, the Authority requested MTC staff to attend the October 19 th Authority Board meeting to provide additional information on recommended Anti- Displacement and Surplus Land policies. Recommendations Financial Implications Options Staff seeks direction on the LSRP formula to be used for OBAG 2 Call for Projects. Contra Costa will receive approximately $56.1 million in Federal funds through the OBAG 2 program and expects to have $35.3 million in Measure J funds through the TLC and PBTF programs. Approximately $28.45 million is expected to be programmed for LSRP by formula for the twenty local jurisdictions in Contra Costa. 1. Continue to use MTC formula for OBAG 2 LSRP program 2. Town of Moraga Letter Dated October 6, 2016 (New attachment) At the October 6, 2016 APC Meeting, the APC voted 3-1 to recommend to continue using the MTC formula for allocating local streets and roads preservation funding available through OBAG 2. The APC also asked that staff recirculate the spreadsheet containing the background data used in calculating the funding formula to all Cities to verify that its data is correct. Background At its September 21st meeting, the Authority approved the release of a coordinated Call for Projects for the OBAG 2 and Measure J TLC and PBTF (Programs 12 and 13). The MTC has allocated approximately $56.1 million to Contra Costa through the OBAG 2 program and about $35.3 million will be available during the same period through the two Measure J programs. The Authority also requested background information on the formula used to calculate the LSRP amounts by jurisdiction. Should the Authority decide to change the LSRP formula, an addendum to the Call of Projects will be issued. In addition, the Authority requested MTC staff to provide additional information on recommended Anti-Displacement and Surplus Lands policies. Under MTC s formula, which was used for OBAG 1 and the Congestion Management Agency (CMA) Block Grant cycles, four factors with equal weighting (25% each) are used: Population, Road Miles, Maintenance Needs, and a Maintenance Performance Measure. The Maintenance Needs measure is calculated as the jurisdiction s share of the remaining countywide funding 2.A.10-2

3 Administration and Projects Committee STAFF REPORT October 6, 2016 Page 3 of 4 needed to achieve what MTC defines as a state of good repair based on best management practices. The Maintenance Performance Measure is calculated as follows: 1. Calculate each jurisdiction s Pavement Preservation Index (PPI). This is the ratio of the actual amount of funding the jurisdiction spent on pavement management over the preceding three-year period to the recommended amount of funding needed to address the jurisdiction s pavement needs. 2. Adjust the PPI. Jurisdictions with a PPI of one or above would get full credit and an adjusted score of one. Jurisdictions with a lower PPI would use the unadjusted PPI. 3. Apply Weighting. Instead of using the straight performance score represented by the PPI, scores are weighted by the average of the other three factors in the allocation formula: population, lane mileage and unmet funding needs. The weighting considers each jurisdiction s relative size and situation. MTC s method was developed working with a sub-committee of the Local Street and Road Committee, which is made up of city and county staff from the nine county Bay Area regions. On the other hand, under the Measure J LSRP (a.k.a. return to source), each jurisdiction receives a base allocation of $100,000, with the balance distributed 50 percent based on relative population and 50 percent based on road miles for each jurisdiction. Attachment A compares the funding amounts by jurisdiction using the two methods, and shows the calculation for each method. The MTC policy does not specify which formula to apply, however, the precedent for OBAG funds is to use MTC s formula. Changings from the MTC formula to Measure J formula would reduce funding for the Cities of Concord, Danville, Moraga, Pinole, and Walnut Creek; and increasing funding for the remaining jurisdictions. Changes from Committee Following the staff presentation comparing the MTC and Measures J formulas for allocating street maintenance funds, the APC voted 3-1 to recommend to continue using the MTC formula for allocating local streets and roads preservation funding available through OBAG 2. The APC also asked that staff recirculate the spreadsheet containing the background data used in calculating the funding formula to all Cities to verify that is correct. 2.A.10-3

5 Comparison of LSRP Funding by Jurisdiction Using MTC and Measure J Return to Source Formula At its September 21, 2016 meeting, the Authority asked to see the impact of using the formula used to allocate Measure J 18% funds instead of MTC s LSRP formula. The Measure J formula allocates $100,000 to each jurisdiction and then allocates the remaining funds based 50 percent on population and 50 percent on road mileage.
