2 Demographics Children, Young people and Families At the time of the last Census in 2006 children were 21.5% of the population. A high percentage are Maori (35.4%) and Pacific children (22%). Maori make up 15% of the population. Pacific peoples make up 7% of the population Cultural diversity of Methodist church Te Hahi Weteriana Sinoti Vahefonua Wasewase Korea Aging population. In 2012 population over 65 (600,000) is 15% of the total population. This will increase to 1.5m in 2036, and be approximately 23% of the population. Young people. In 2012 Children under 14 made up 20% of the population. By 2036 this will change to approximately 18%. Ethnic diversity. New Zealand will have greater ethnic diversity with greater Māori, Pasifika and Asian people and with greater multiple ethnic affiliations. By 2026: For children (0-14): 28% will be Maori, 18% Pacific (with multiple affiliations) and 18% Asian. Working age (15-64): 15.5% Maori; 9.2% Pacific; 18% Asian Older: 7.3% Maori; 3.3% Pacific; 9.4% Asian Refs. 3 Financial - Economy NZ Context New Zealand debt is driving the fiscally neutral budget. Public debt in 2011 was 35.7% of GDP (ie $68B). In 2009 this was about 22% Public debt is the cumulative total of government borrowings less repayments. (This is different from external debt which reflects public and private debt in foreign currency liabilities). NZ external debt in 2012 was 85.6 billion (up from 60B in 2009). Socio-economy Unemployment In September 2012 the unemployment rate was at 7.3% (this is the unemployed percentage of the labour force) up from 6.5% in Sept Māori unemployment rate in Nov was reported as 15.1% For Pasifika people at 15.6 %. Regional Unemployment Unemployment is highest in Northland at 10%, and lowest in the Tasman/Nelson/Marlborough/ West Coast regions (4.5%). In Canterbury, employment increased by 8,800 and unemployment fell by (by.3%)to 5.2% In Auckland unemployment rate increased by 1.8 percentage points to 8.6%. In Wellington unemployment increased from 6% to 7.1% over the year. In the Waikato unemployment fell from 7.5% to 6.0%in the year to September 2012 NZ public debt is relatively low. It sits at about the half way point out of 145 countries. The goal of returning to surplus by 2014/15 is expedient in a recession, providing for safeguards against financial shocks. The National party tax cuts for the rich and fiscally neutral budget precludes social investment. We can be thankful that we have not had austerity measures. However investment in productive enterprise such as in social housing or rest-homes (a growth industry) would address jobs and expand economic activity. The number of jobs created per $m of investment in roading are low. There are no policies to encourage business investment. External debt which is borrowing from other countries is high. About 50% of public debt Poverty Child Poverty is at 25% of all NZ children. Poverty for children in beneficiary households is 7 times higher than in households where at least one adult is in full time work. 56% Children in sole parent families experience poverty compared to 13% in two parent families. Poverty rates for Maori and Pacific are high: 50% of children in poverty are Maori and Pacific There is consistent disparity in low Incomes households. 4 Unemployment rates, Inequalities New Zealand has a high disparity in income 4 th highest in OECD Up to 30% of families experience poverty, ill health, poor housing, low educational achievement and unemployment NZ Institute s/income_inequality/#new-zealands-performance The Human Rights Commission identifies concern about inequalities in New Zealand. The incomes of Pacific peoples, Asian and Māori are on average 64%, 74% and 75% respectively of the average European weekly income ($752). The most recent report of the Committee on Economic Social and Cultural Rights commented on the persistent inequalities between Māori and non- Māori in educational participation as well as the gap in employment conditions between men and women, particularly in the area of pay equity (Human Rights in New Zealand 2010-Summary (p.16) Welfare Reforms An investment approach through additional child care support, counselling, training Focus on work New benefit categories Social obligations require beneficiary parents to as far as possible to - enrol children over 3 in ECE - children over 5 attend school - enrol with primary health care provider - Up to date well child/ tamariki ora checks
