2 RECORD NOTE - ZONAL ACCs REVIEW MEETING EPF HEADQUARTERS, NEW DELHI The list of officers who attended the meeting is appended as annexure. 1. CPFC welcomed officers to the meeting and stated that EPFO needs to work on eliminating the causes which lead to grievances and/or Court Cases. He advised that pro measures may be taken for handling all stakeholders of the EPF so as to minimize the grievances and complaints. CPFC also informed that enrollment of all workers employed on contract or through contractors under EPFO, is a major issue being examined by Parliamentary Standing Committee of Labour & Employment, as also the Consultative Committee attached to the Ministry of Labour & Employment. CPFC informed that he has written to Chief Secretaries of all the State Governments, Heads of Central and State Government Public Sector Units, Banks and Railways to ensure that all eligible contract workers are enrolled with EPFO. Further action may be taken on the communication urgently. 2. CPFC emphasized the need for better use of technology to provide enhanced services to members and establishments. He also emphasized to need for better communication of EPF policies and benefits to stakeholders to promote the culture of voluntary compliance. Enrollment of eligible employees in Building & Construction Industries is a major area of and all efforts need to be taken through possible channels to achieve this objcetive. Action to be taken by all Zonal ACCs. 3. ACC-HQ (RB) informed that enrollment of Construction Workers is not progressing because of issues relating to enrollment of workers under EPF from the actual retrospective date. He proposed that Compliance Wing of EPFO may issue detailed instructions advising the EPF field offices that compliance from prospective date may be ensured in all such cases. It was informed that a legal clarification for immediate enrollment of current workers has been issued in respect of 7A inquiries to facilitate enrollment of all existing workers. Action to be taken by ACC (Compliance). 4. CPFC informed that an advance search facility for UIDAI database has recently been made available to EPF field offices. He directed that this facility may be made use of for seeding Aadhaar data or for verifying genuineness. At this point, Shri Jagmohan, ACC (IS) informed the officers that directions have been received from Prime Minister Office, that Aadhaar details be captured in respect of currently contributing members by 30 th September, He further stated that there are 3.76 crore average contributing members per month and digitally authenticated Aadhaar number are available in respect of 1.21 crore members. He suggested that EPF field offices may first identify large establishments having more than 50 contributing members and focus on them for getting Aadhaar details. Action to be taken by all Zonal ACCs. 5. CPFC advised Zonal ACCs to have regular meetings with establishments having large number of contributing members and advised them to furnish Aadhaar in respect of ZACC REVIEW MEETING 14 th JULY 2016 Page 1 of 5

3 such members. CPFC further directed that in the member s portal, the first screen visible to members after log in, should be the message intimating to upload his/her digitally authenticated Aadhaar number and bank details so that she/he can submit their claim forms directly to EPFO without attestation of employer. CPFC directed that in the UAN KYC Dashboard, the column members with at least one approved KYC digitally authenticated may be changed to member with Aadhaar, bank account digitally authenticated. Further, the column member with at least one approved KYC but without bank account, may be replaced with members with digitally authenticated Aadhaar without bank account. Action to be taken by all Zonal ACCs and ACC (IS). 6. On the issue of reconciliation of challans, the process of missing challans was explained as under:- i. The current process involves establishments generating challans and ECR and making payments. ii. Reconciled challans and ECR are made available by SBI to field offices and EPFHQ (NDC) for download. SBI also furnishes Bank Statements for above transactions. iii. Field offices are required to download the files, upload in their local servers and reconcile the ECR, Challans and Bank Statement. After this activity, field offices generate and upload MIS information on central MIS servers. Post centralization this activity will not be required. iv. Post reconciliation, field offices are to identify missing challans (payment in bank statement, no challan details) and matter is referred to SBI for providing the missing details. This is a major recurrent problem (approximately 15%- 20% challans are reported missing and requires follow up with SBI) and requires regular liaison with SBI by Finance Division. v. This is very important as missing challans lead to complying establishments being flagged as defaulters; member accounts and passbooks cannot be updated regularly and it leads to grievances being filed by members; and it also adversely affects cash book writing in EPFO. CPFC directed that meeting be called urgently with SBI to resolve the matter. Action to be taken by ACC(F&A) and ACC(IS). 7. In case of ECR registered establishments marked as working and not complying, CPFC directed that either the establishments should be made to comply or marked as Closed after due inspection. Shri K.L. Taneja, ACC (DL & UT) stated that the availability of EOs is not sufficient to conduct inspection of all such establishments and it would be advisable to pick selective establishments for inspections. CPFC advised Shri Taneja to send a formal proposal in this regard. Action to be taken by ACC(DL & UT). 8. In case of PF exempt establishments, CPFC informed that this proposal to rank the existing PF exempt establishments should be on following parameters:- (a) Submission of returns ZACC REVIEW MEETING 14 th JULY 2016 Page 2 of 5

He informed that establishments ranked on these parameters be soon be made available on EPFO website. Further in case of PF exempt establishments, who have not filed any return during the year , CPFC directed that immediate action may be taken for cancellation of exemption. CPFC directed that Zonal ACCs may personally monitor online return filing status of PF exempted establishments and for this purpose directed ACC (IS) to ensure that log in password for all Zonal ACCs for all available portals be made available immediately. Action to be taken by all Zonal ACCs. 10. In case of HR matters, CPFC directed that all seniority lists as on be updated and published. Before December of every year, likely vacancies, during the ensuing years be finalised and DPCs recruitment be done as per the timelines prescribed by Government of India. ACC-HQ (PKU) informed that APAR software (SPARROW) is proposed to be launched very shortly. CPFC directed that digital signature be procured for all officers for authenticating the resume for APAR software. CPFC stated that this digital signature may also be used to send digitally authenticated electronic legal notices and other communications. Action to be taken by ACC(HR). 11. CPFC stated that since the Organizational Restructuring report is approved by Central Board (EPF) on 8 th July 2016, Zonal ACCs may assess and submit the requirement of space for eleven offices which are to be bifurcated, viz. Bangalore (into 2 offices), Bommasandra (into 2 offices), Chennai (into 2 offices), Delhi (N) (into 2 offices), Delhi (S) (into 2 offices), Gurgaon (into 2 offices), Bandra (into 4 offices), Kandivali (into 2 offices), Thane (into 2 offices), Pune (into 2 offices) & Hyderabad (into 2 offices). Further, Zonal Offices are being strengthened and expanded and requirement for space for offices of Zonal ACCs as per the approved report of restructuring may also be assessed and sent to EPF Headquarter for further approvals. Action to be taken by all Zonal ACCs. 12. ACC-HQ (RB) raised the issue of EDLI exemption, particularly, such cases where the establishments after applying for exemption from EDLI Scheme have stopped EDLI contribution without waiting for formal notification of their request. Zonal ACCs were directed to review all such cases in their zones and to ensure that all cases where no notification of EDLI exemptions have been issued, the establishments may be directed to immediately start complying as EDLI unexempted establishments. Action to be taken by all Zonal ACCs. 13. ACC (Exemption) Shri K.L. Goyal requested all ACCs to follow up with concerned State Governments in cases where PF exemptions have been cancelled and ZACC REVIEW MEETING 14 th JULY 2016 Page 3 of 5

5 notification is required to be issued by State Governments being appropriate Government in the matter. Action to be taken by all Zonal ACCs. 14. Concluding the meeting, CPFC referred to the recent fraud which has been reported from Kadapa Office and directed that all Zonal ACCs may undertake a review whether any such instances are occurring in any other office under their jurisdiction.
