5 INTRODUCTION Digital Greece accelerated its pace in. Personal computers as well as the Internet are now an integral part of our everyday life. They are practically the backbone of a wide range of applications - from broadband Internet access and telecommunications to the sophisticated e-health and e-government services. Applications that till a generation ago seemed unthinkable, with the help of the Information and Communication Technologies (ICTs), have literally revolutionized the way we live, learn, work and entertain ourselves. The ways in which people, markets, governments and societies interact, have now been radically reformed. Greece is an active counterpart of the initiatives for an integrated paneuropean policy which aims to encourage knowledge, innovation and growth and to create new markets as well as jobs. The i2010 * strategy of the European Commission is the regulator of this policy aiming to highlight the contribution of ICTs to the economy of each Member-State. An essential prerequisite for the attainment and use of the resources created by the Information Society is knowledge, which is also the essence of the research which measures the indicators established by the European Commission to benchmark the progress of the i2010 strategy in each member-country. Since, the Observatory for the Greek IS systematically measures the evolution of these indicators, as well as those of other European projects. 4

7 THE Observatory for the Greek Information Society THE OBSERVATORY FOR THE GREEK INFORMATION SOCIETY The Observatory for the Greek Information Society (IS) is a legal entity of private law, with administrative and financial independence. It was established by the Greek Law 3059/2002, and is supervised by the Minister of Economy & Finance. It constitutes the main point of reference for accurate and up to date information, as well as for formulating proposals regarding the contribution of the Information and Communication Technologies (ICT) to the country s progress. In order to achieve these strategic goals, the Observatory for the Greek IS undertakes among others- the following actions in a national and international level: Collection and evaluation of qualitative and quantitative data, through primary research or studies, or made available by cooperating parties. Formulation of specific recommendations to the public sector and the local market. Setting-up of work groups with public and private institutions, social partners, specialized scientists, independent regulative authorities and other interested parties, whether individuals or legal entities, with a view to promoting dialogue and the exchange of ideas. Research in and recording of best practices from Greece and abroad especially from countries that have recorded significant progress based on the use of new technologies.
