THAT Council approve a 2.0% inflationary increase to compensate for increases to the City s costs for all Vehicles for Hire fees, in accordance with Appendix A. B. THAT the Director of Legal Services be instructed to bring forward for enactment the necessary amendments to vehicles for Hire By-law No. 6066, as shown in Appendix A, to be effective January 1, REPORT SUMMARY Fees are traditionally adjusted on an annual basis to keep them consistent with City costs. For 2017, the recommended inflationary increase is 2.0% and this increase has been applied to applicable fees collected under the Vehicles for Hire By-law. Amendments to the affected by-laws have been prepared by Legal Services for enactment, to be effective on January 1, COUNCIL AUTHORITY/PREVIOUS DECISIONS It is Council policy that fees and other charges be established on the basis of the cost of providing the associated services. CITY MANAGER'S/GENERAL MANAGER'S COMMENTS The City Manager recommends approval of the foregoing.

2 Year 2017 Vehicle for Hire Inflationary Fee increase REPORT Background/Context The primary reason for inflationary increases is to keep fees consistent with City administration and enforcement costs. Fees have traditionally been adjusted annually for inflation, other than when fees have been more comprehensively reviewed. Strategic Analysis The proposed amendments allow staff to prepare and provide the necessary advance renewal notices to businesses operating in the City. As of July 2016, the increase in the 12-month average Consumer Price Index (CPI) for Metro Vancouver was 2.0%. Certain non-wage items such as electricity have increased 4.1% while natural gas, fuel and gasoline have decreased in the range of 13.2% to 8.6% over the past year. The Conference Board of Canada forecasted that the CPI for Metro Vancouver would increase 2.1% for 2017 and 2018, 2.5% for 2019, and 2.1% for Based on this forecast, staff recommend a 2% increase in vehicle for hire licences and fees for Annual inflationary fee increases in licensing is a well-established practice and it is reasonable for businesses to expect an increase this year. Implications/Related Issues/Risk (if applicable) Financial Based on the 2016 budget, a 2.0% fee increase is estimated to generate approximately $16,000 in additional licence revenue for the year The City s 2017 projected revenue from vehicle for hire licences and fees include inflationary increases. Should the inflationary increase not be approved, projected revenues from these sources will not be met. Human Resources/Labour Relations There are no personnel implications. CONCLUSION It is recommended that a 2.0% increase reflecting general cost of inflation be applied to Vehicle for Hire licence and service fees. It is further recommended that Council enact the amendments to By-law No.6066 which provide for this increase. * * * * *

3 PAGE 1 OF 3 BY-LAW NO. A By-law to amend Vehicles for Hire By-law No regarding 2017 fees THE COUNCIL OF THE CITY OF VANCOUVER, in public meeting, enacts as follows: 1. Council: (a) repeals Schedule A, and substitutes Schedule A attached to this By-law; and (b) approves the fees set out in the new Schedule A. 2. A decision by a court that any part of this By-law is illegal, void, or unenforceable severs that part from this By-law, and is not to affect the balance of this By-law. 3. This By-law is to come into force and take effect on January 1, ENACTED by Council this day of, 2016 Mayor City Clerk
