THAT Council approve in principle amendments to the License By-law No and Vehicles for Hire By-law No as follows: i. Increases in vehicles for hire and business licence fees, generally in accordance with Appendix A and Appendix B; ii. Increases in business licence fees for marina operators who host live-aboard boats, reflecting an increase in residential property taxes in 2017, as indicated in Table 1. B. THAT the Director of Legal Services bring forward for enactment the necessary amendments to By-law Numbers 6066 and 4450, generally in accordance with the attached fee schedules, to be effective January 1, REPORT SUMMARY Fees are adjusted on an annual basis to keep them consistent with City costs. As of July 2017, the increase in the 12-month average Consumer Price Index (CPI) for Metro Vancouver was 2.0%. Certain non-wage items, such as electricity and gasoline, have increased in the range of 3.9% to 6.9% over the past year. The Conference Board of Canada forecasted that the CPI for Metro Vancouver would increase by 2.1% for 2018 and 2.1% for Based on this forecast, staff recommend a 2.0% increase in licence fees for 2018 to reflect general increases in costs for these services. In addition to inflationary cost increases, the City is under pressure to review and adapt its licensing practices in response to public expectations and the emergence of

Additional resources are required to develop policy, improve communication with businesses and the public, support compliance and carry out proactive enforcement of by-laws. Staff recommend a 2.0% increase in licence fees to recover the cost of maintaining a robust licensing and enforcement system that aligns with the evolving needs and expectations of businesses and the public. Charitable organizations and not for profit business licence fees are exempted from this increase. Exceptions to these increases are charitable and non-profit business licences and liveaboard boat licences. Charitable and non-profit businesses have previously been assessed fees below the amount required to recover costs; no fee increase is being recommended for these licences. Per Council policy, live-aboard boat licence fees are based on residential property tax. For 2018, the recommended increase for live aboard boat licences is 3.87% based on the 2017 residential property tax increase. In summary, staff recommend a total increase of 4.0% on licence fees, with the exception of charitable and non-profit businesses and live aboard boats. The fee increase will cover inflationary increases and provide sufficient capacity to ensure that the City s licensing and enforcement system remains contemporary, effective and aligned with the needs of local businesses and the public. The purpose of this report is to seek Council s approval for increases to fees collected under the following by-laws: License By-law #4450; Vehicles for Hire By-law #6066 If approved by Council, amendments to the affected by-laws would be prepared by Legal Services and brought forward by end of year for enactment, generally in accordance with the attached schedules in Appendix A and Appendix B. COUNCIL AUTHORITY/PREVIOUS DECISIONS It is Council policy that fees and other charges be established on the basis of the cost of providing the associated services or at a competitive market level where the service is provided in a market environment. CITY MANAGER'S/GENERAL MANAGER'S COMMENTS REPORT The General Manager of Development Services, Buildings and Licensing RECOMMENDS approval of the foregoing recommendations. Background/Context In the fall of every year, staff prepares an administrative report to Council proposing an inflationary adjustment in business licence and vehicles for hire licence fees. The primary reason for inflationary increases is to keep fees consistent with City administration and enforcement costs.

3 Year 2018 Licence Fee Increase Report RTS Strategic Analysis Approval of increases for 2018, to be enacted before year-end and effective January 1, 2018, would allow for necessary advance renewal notices to be prepared and provided to the City s businesses. Live-aboard Licence Fee Since 1974, the City has levied a licence fee on marina owners for each live-aboard boat moored at a marina. The purpose of this fee is to ensure that those marina operators who permit residents to live aboard their boats contribute to the provision of municipal services in a manner similar to those who occupy assessable real property and pay property taxes. As boats used for live-aboard purposes are not assessable under the Assessment Act, it is difficult to establish appropriate value on which to base the licence fee. As such, it has been Council policy to use waterline boat length as a basis for levying this fee. In 1996, Council further established a policy that live-aboard licence fees be adjusted annually based on the increase in the municipal general purpose tax levied on the

4 Year 2018 Licence Fee Increase Report RTS residential property class in the prior year; in 2018, that increase is 3.87%. Consistent with Council policy, staff recommend that the 2018 licence fee be increased by 3.87%. The current and recommended live-aboard licence fees for 2018 are presented in Table 1 below. Implications/Related Issues/Risk Financial Based on the 2017 budget, a 4.0% fee increase is estimated to generate approximately $660,000 in additional licence revenue for CONCLUSION It is recommended that a 4.0% increase be applied to most licence fees. The increase reflects general cost inflation and recovery of costs for maintaining a licensing and enforcement system aligned with evolving needs and expectations of businesses and the public. Live-aboard fees are to increase by 3.87%, reflecting the 2017 residential tax increase. Charitable and no-profit business licences will see no increases. It is also recommended that the City give standard renewal notice of the increase to all interested parties and that Legal Services bring forward by-law changes that include the recommended fee increases for enactment. * * * * *

This By-law amends the indicated schedules of the Vehicles for Hire By-law. 2. Council: (a) repeals Schedule A, and substitutes Schedule A attached to this By-law; and (b) approves the fees set out in the new Schedule A. 3. A decision by a court that any part of this By-law is illegal, void, or unenforceable severs that part from this By-law, and is not to affect the balance of this By-law. 4.
