4 ELECTRONIC SUBMISSIONS: DUES SUBMISSION TYPES Employers of PSE/SEIU Local 1948 members are strongly encouraged to provide electronic information (Excel spreadsheet preferred) to the union on the same schedule as payment. Thank you for going green! Dues submissions should be submitted to Submissions are to include all employees covered by the Collective Bargaining Agreement. Please include all membership changes on the monthly dues remittance form to help alleviate discrepancies. * Notes required field, others fields are very helpful in our ability to deliver services and member benefits. 5 HOW TO CALCULATE THE DUES RATE Below are examples on how to calculate the dues percentages based on a member s monthly gross income for work performed under the Collective Bargaining Agreement excluding extracurricular pay: 1.75 % DUES RATE: * Effective September 1, 2017 MONTHLY GROSS INCOME $ x.0175 DUES AMOUNT $11.11 DUES PERCENTAGE 1.2 % AGENCY FEE RATE: MONTHLY GROSS INCOME $ x.012 DUES AMOUNT $7.62 DUES PERCENTAGE 1.2 % INTRODUCTORY RATE: MONTHLY GROSS INCOME $ x.012 DUES AMOUNT $7.62 DUES PERCENTAGE Newly organized PSE chapters will start at the introductory rate of 1.2% for the duration of their first PSE contract. $56 DUES CAP: * Dues that amount to over the $56.00 dues cap should be submitted as a $56.00 deduction. MONTHLY GROSS INCOME DUES AMOUNT $3, x.0175 $59.91 DUES PERCENTAGE = $56.00 Dues Cap COPE: An employee may consent in writing to the deduction from his/her wages to participate in PSE s political education fund (COPE). An employee may withdraw his/her political education fund fee authorization by giving notice in writing. Please report this contribution on your monthly remittances by attaching the name of the member and the amount of the COPE contribution paid. The Membership Department will send a hard copy of the signed COPE card authorizing deduction to the employer payroll office for processing. If you have any questions regarding COPE, please contact membership@pseofwa.org. 5
6 FREQUENTLY ASKED QUESTIONS Q: What do I do with the Dues Authorization Form? A: Please set the new employee up for future deductions. We have a new authorization form that includes a section where the employee can elect the voluntary COPE deduction. Please send the white copy of the authorization form to the PSE State Office/Membership Department. Q: We have a new employee. When do we start collecting membership dues? A: Please have the new employee complete the PSE/SEIU 1948 Membership Authorization form and begin collecting dues during the payroll period of having received a membership form. Membership forms can be submitted by ing forms to membership@pseofwa.org or remitting forms with monthly submission or remit to PSE address at: Public School Employees of Washington Attn: Membership Services PO Box 798 Auburn, WA Q: When do employees need to complete the PSE/SEIU 1948 Membership Authorization form? A: Eligible PSE employees must complete the form within the time specified in the Collective Bargaining Agreement. The membership authorization form is included in the New Member Packet that can be requested through the employer portal. Q: What is the dues amount? A: Regular members dues are 1.75% of a member s monthly gross income. Regular members in new chapters dues are 1.2% of a member s monthly gross income. Agency members dues are 1.2% of a member s monthly gross income. Q: What is Monthly Gross Income? A: Monthly Gross Income is the compensation paid to an employee covered under the PSE Collective Bargaining Agreement. This does not include compensation paid to the employee for work not covered by the PSE Collective Bargaining Agreement. Q: Are there other types of compensation that are considered monthly gross income? A: Overtime, differentials (e.g., shift differentials), extra-curricular, longevity payments, holiday and vacation credit pay, and bonuses are common forms of other compensation. If your district or university has other forms of compensation and you are uncertain whether it should be considered part of monthly gross income, please membership@pseofwa.org. 6
7 FREQUENTLY ASKED QUESTIONS Q: Do employees pay this same amount every pay period? A: No. Dues will be calculated each payroll period at the deduction rate of 1.75% for hours worked during that pay period based on employees monthly gross income with a cap of $ Q: The software we use doesn t offer an option to set up a maximum DUES CAP? A: Please contact your software vendor. They will help you set up the deductions. Provide them with the dues formula in the How to Calculate the Dues Rate section that reflects your rates. Q: Do we submit the dues and COPE contributions at the same time? A: Yes. Please submit both membership dues and COPE contributions on one check. Q: If we have more than one bargaining unit, do the dues payments need to be on separate checks? A: No. All dues may be combined on one check. Each bargaining unit should be reflected separately on the Monthly Dues Remittance forms. Q: Do probationary employees pay dues? A: Yes. According to the time specified in the Collective Bargaining Agreement, eligible employees must complete the PSE/SEIU 1948 Membership Authorization form. Q: We have an employee who will be out for an undetermined amount of time. Does he/she need to pay dues? A: Members pay dues when they have monthly gross income on wages earned. Please report employee LOA (leave of absence including L& I) on the Monthly Dues Remittance form. Q: What are LOCAL DUES? A: PSE does not regulate or collect Local Dues. Please contact the Chapter President regarding questions. Q: We have an employee who has questions regarding dues? A: Please have the employee contact their Chapter President. Chapter President contact information may be found on the back of the New Member booklet or by contacting the PSE Membership Department. Q: How do I submit employee changes to PSE? A: Please use the Monthly Dues Remittance Form (see enclosed) to submit all changes. By listing employee changes (name changes, employment status such as LOA, resignation, etc.), this information provided helps to alleviate some of the follow-up questions at the end of the month. 7
