I urge you to read it carefully and to share it with those who may be impacted and/or those who are in a position to help facilitate accurate dues collection. Updated information, along with UniServ dues structures and the WEA Membership Enrollment Guide, will be sent to you in early August. Special Assessment CHANGE ACTION NEEDED (All Locals) At the 2012 WEA Representative Assembly, WEA Members approved a new Special Assessment dedicated to the Association s ongoing efforts to ensure the State lives up to is paramount constitutional duty to amply fund public education. All PK-12 Certificated or Higher Education instructional members, regardless of FTE pay $1.00 per month. Educational Support Professionals (Classified Employees), regardless of FTE or income pay $0.50 per month. Please see additional information attached. Local Dues Notification ACTION NEEDED (All Locals) If they have not done so already, all Local Associations must convey their Local Dues amounts to WEA, employers and Premera as soon as possible but no later than August 1. Local Associations are responsible for ensuring that employee deductions of dues/fees are accurate, and that deductions are made for all employees required to remit them. Even those locals that have not traditionally had dues deducted through the Premera APA system should report their dues amounts to WEA and to employers. All local dues should be collected through the APA system unless your local has made special written arrangement with both WEA and your employer to remit them separately. Retiring Educators ACTION NEEDED (All Locals) Please use the enclosed form to provide the names of any public education employees who are retiring at the end of the school year Association Dues - June packet - Page 1

2 Dues Information June 20, 2012 Association Officer Updates ACTION NEEDED (All Locals) Please use the enclosed form to update records for your local officers for WEA and UniServ councils rely on this information to convey important legal and administrative information to affiliates. We are particularly interested in home addresses, and complete rosters of Building Reps. The form is only a suggestion; we will be happy to accept this information in whatever format is convenient for you. Please send a message to member.records@washingtonea.org. WEA-PAC Payroll Deduction REMINDER (All Locals) Payroll deduction for WEA-PAC membership is available in all PK-12 locals. Payroll deduction for WEA- PAC is not currently available for Higher Education members. The only WEA-PAC payroll deduction amount is $2.25 per month ($27.00 per year if paid for all 12 months). The payroll deduction amount is never retroactive or pro-rated; Members pay $2.25 per month no matter what time of year they sign up. Contributions to WEA-PAC are voluntary and only WEA Members are eligible. Employers must possess a signed authorization before any PAC deductions can take place. Membership Forms Flow REMINDER (All Locals) Please remember to send the WEA copy of the Enrollment Form and other instruments directly to the Association Membership Contact assigned to each local. This listing appears in the Enrollment Guide each year. This person s work location is usually your UniServ office, not WEA HQ. Fee Payer Administration REMINDER (All Locals) It is absolutely essential that local associations join with employers, WEA and UniServ staff in ensuring that all employees are paying appropriate monthly amounts based on their membership, FTE and earnings status, and that new employees are enrolled in the association rapidly. Timely recruitment of members and forwarding of relevant paperwork to employers and WEA staff is the single most important thing local associations can do to ensure the financial stability of the Association and help mitigate problems related to agency fee. 7 The Paramount Duty Special Assessment passed at the 2012 Representative Assembly At the 2012 WEA Representative Assembly, WEA Members approved a new Special Assessment for the through the membership years. The assessment will be dedicated to the Association s ongoing efforts to ensure the State lives up to is paramount constitutional duty to amply fund public education, consistent with the Washington State Supreme Court Ruling in McCleary v. State. All PK-12 Certificated or Higher Education instructional members, regardless of FTE pay $1.00 per month Educational Support Professionals (Classified Employees), regardless of FTE or income pay $0.50 per month No WEA Special Assessment is paid by non-members (Agency Fee Payers) It is NOT a pro-rated 10 or 11 month collection. It is a fixed amount per month, not an annual amount It is NOT rolled into WEA dues, but must be collected and remitted as a separate fund (like Community Outreach) It is NOT a political fund and does not require positive, individual authorization from members.
