3 Participant Maintenance/Inquiry Overview Use Participant Maintenance to add and maintain participant records and their associated census data. Before you add or maintain participants, the appropriate plans must be defined in Plan Maintenance. Note: The information in the participant records can also be updated through Automated Data Translation. The information on the Participant Maintenance windows reflects the most up-to-date information available for the participant. Use Participant Inquiry to view (but not alter) participant records and their associated data. Most of the Participant Inquiry windows are grouped under folders. The Participant Inquiry folders and windows correspond to the folders and windows in Participant Maintenance. When you specify a plan and participant on the Access window, you can view information that has been entered within Participant Maintenance. The Periodic Participant file holds historic data that is used for reporting, allocations and compliance testing. As each month end is crossed, this file is populated with the data from the last day of the current month. Information in the file can be modified, if needed. The file holds deferral percentages, investment elections, compensation status, dates, salary and other significant data. Participant Inquiry Access Window Note: This window appears in both Participant Maintenance and Participant Inquiry. In inquiry mode, the data can be viewed but not modified. 4 Plan ID The Plan ID field lists all plans identified in the Plan Group. In some applications, you can choose to process all plans in the current Plan Group. In the Plan ID field, type the identifier of the plan or select it from the list. Find Participant and Participant SSN (Plan Inquiry only) PLAN INQUIRY ONLY: If you select the By SSN option from the Find Participant field, you must enter the participant s Social Security number in the Participant SSN field. The Social Security number can be entered in one of the following formats: XXX-XX-XXXX XXXXXXXXX XXX-XX-XXXX(three spaces)x (QDRO/BENE) If a record match is found, the plan combo box displays only plans where the Social Security number exists. After selecting the desired plan from the list, the Participant field defaults to the correct participant Social Security number and participant name for maintenance. Note: If you select the By Plan option from Find Participant, the Participant SSN field cannot be entered. The Plan field displays all plans in the Plan Group. Update Participant Information Across All Plans Select this check box to update participant information across all plans. You can click Select Fields to determine what information you want to update. Clear the check box to update the participant for the selected plan only. Participant The Participant field allows you to select from a list of participants for the selected plan. You can identify a specific participant to include in the process. In the Participant field, type the participant identifier or select it from the list. Note: The list of participants includes the participant's Social Security number and name. The list can also show the Alternate Key, or Alternate Key information, depending on how the list of participants is sorted. Propagate Investment Elections The Propagate Investment Elections option allows you to automatically copy investment elections from one of the participant's sources to other sources for that participant. You only need to enter the investment elections once for the participant. You can propagate investment elections if: The investments are the same and in the same position in each source. The investments have the same investment percentage caps in each source. (Define the investment caps in Plan Maintenance under Investment Level Settings.) Do one of the following: To allow automatic copying of investment elections for a participant from one source to all sources, select the Propagate Investment Elections check box. To prevent automatic copying of investment elections for a participant from one source to all sources, clear the Propagate Investment Elections check box. If you clear this check box, you need to manually enter the elections for each source. Click here for an example of propagating investment elections. 5 Note: If you need to undo a propagation of investment elections, select Reset All Defaults from the Options menu prior to saving. Edit Total Investment Percent The Edit Total Investment Percent option provides flexibility for the amount of editing that Schwab RT Recordkeeping does on the investment election totals. Schwab RT Recordkeeping never allows investment election percents to exceed 100 %. Do one of the following: For Schwab RT Recordkeeping to edit investment elections totals, select the Edit Total Investment Percent check box. If you select this option, Schwab RT Recordkeeping displays errors for any investment elections not equal to 100%. Click here for the results of selecting this option. To allow the election totals to equal 0% or 100%, clear the Edit Total Investment Percent check box. If you select this option, Schwab RT Recordkeeping displays errors for any investment elections not equal to 0% or 100%. Click here for the results of clearing this option. Enforce Contribution Breaks Use Enforce Contribution Breaks to either prevent or allow automatic suspension of a participant who stops contributing to the plan (all deferral percents equal zero for all sources for the participant). Do one of the following: To allow suspension of a participant whose deferrals are changed to zero, select Enforce Contribution Breaks. Schwab RT Recordkeeping suspends the participant for the number of months defined in the Period for Deferral Breaks field in Plan Maintenance. To prevent suspension of a participant whose deferrals are changed to zero, clear Enforce Contribution Breaks. November 1, 2012 Schwab Retirement Technologies Page 5 of 25
6 Census Folder Use the Census folder windows to create and maintain participant synoptic information such as address, hours, and compensation. The following windows are part of the Census folder: The Identification window contains the participant's name, alternate keys, status code, address, division, marital status codes, addresses, phone, and comment lines. This window is activated after you insert a participant in the Add Participant window or select a participant from the Access window. The Name field is required. The Hours window contains the participant's current, year-to-date, and cumulative hours, as well as the 1000 Hours Attained Year to Date check box and the Increment Vesting Automatically check box. The participant's hours can be updated manually or through Automated Data Translation. The Alternate Payee window contains information for QDRO and beneficiary accounts. The Dates window contains dates used in many processes for the account. All dates must be entered in MMDDYYYY format (for example, ). The Salary Fields window contains up to 15 compensation fields for the participant. The Compensation and Hours Records window provides Compensation and Hours Tracking information for the participant. The Financial Advisor Data window provides settings defined for Financial Advisors. November 1, 2012 Schwab Retirement Technologies Page 6 of 25
7 The Automatic Contribution Arrangement window provides participant settings for the ACA (Automatic Contribution Arrangement program. The Beneficiaries window contains fields for the existing beneficiaries, Beneficiary Type, Relationship, and Share percentages. The Participant Advice window allows you to view the current status and past history of a specific individual s participation in various Morningstar services. 8 Source Data Folder The Source Data folder contains source level information for the participant account. It includes the following windows: The Investment Elections window contains the participant's election percentages for each of the investments in each of the sources. If you propagate election percentages, the percentages are the same for each of the participant's sources. The Deferral Percentages window contains the percent of the participant's salary or the deferral amount to post to each deferral source. The information is not used in calculating contributions; it is used to prohibit activity that would violate plan limits. The Vesting Data window contains the participant's vesting schedule, vesting method, and vesting control code for each of the sources. The Cumulative Amounts window shows the participant's cumulative amounts for contributions, distributions, and allocated forfeitures for each of the sources. The Cash Amounts window shows the participant's uninvested cash and variant cash for each source. November 1, 2012 Schwab Retirement Technologies Page 8 of 25
9 Compliance Folder The Compliance folder contains information such as highly compensated and top heavy status and financial information used in testing for this participant. It includes the following windows: The Status window contains highly compensated and top heavy designations, officer status, and percent of ownership. It also contains information used for Age 70 1/2 processing such as Recalculation Method, life expectancy, and Force Minimum Distribution indicator. The Other Data window contains financial data contributed outside of the system that may be required for testing. It also contains historic information used to calculate 403(b) and 415(c) limitations. The Test Detail window contains financial data related to 401(k), 401(m), and 415(c) testing. 10 Tax Data The Tax Data window contains 1986 After-Tax and 1988 Pre-Tax information, Hardship Available, and Keogh Information. You can enter the information manually or through Automated Data Translation. Schwab RT Recordkeeping calculates the available amounts. Hardship Available is also displayed for both 401(k) and Non-401(k) sources, if applicable. 457 Tax Data The 457 Tax Data window is only enabled for 457 plans as indicated by the Plan Type in Plan Maintenance. 11 Activity Controls Note: This window appears in both Participant Maintenance and Participant Inquiry. In inquiry mode, the data can be viewed but not modified. The Activity Controls window shows the participant's history as it relates to rules imposed by the plan. Election Changes Last Date The Last Date field under Election Changes displays the last date the system made changes to the participant's investment elections in the current cycle Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. If you are entering this information manually, in the Last Date field, type the appropriate date in MMDDYYYY format. Example: For February 2, 2011, type Count The Count field under Elections Changes displays the number of changes made to the participant's investment elections during the current cycle. The Activity Controls window in Plan Maintenance defines the cycle for the plan. Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. 12 Transfers Last Date The Last Date field under Transfers displays the last date the system processed a transfer for a participant in the current cycle. Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. If you are entering this information manually, in the Last Date field, type the appropriate date in MMDDYYYY format. Example: For February 2, 2011, type Count The Count field under Transfers displays the number of transfers made for a participant during the current cycle. The Activity Controls window in Plan Maintenance defines the cycle for the plan. Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. If you are entering this information manually, in the Count field, type the appropriate number of transfers. Withdrawals Last Date The Last Date field under Withdrawals displays the last date that Schwab RT Recordkeeping processed a withdrawal for the participant in the current cycle. The system automatically updates the Withdrawal date field when an In-Service Withdrawal is processed. Other applications may also update this field. Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. If you need to enter this information manually, in the Last Date field, type the appropriate date in MMDDYYYY format. Example: For February 2, 2011, type Count The Count field under Withdrawals displays the number of withdrawals made by a participant in the current cycle. Note: This information is updated when activity occurs. The Activity Controls window in Plan Maintenance defines the cycle for the plan. However, if cycles are not set in Plan Maintenance, this field is not populated. If you are entering participant information due to a plan conversion, you can manually enter the appropriate information. 13 Benefit Statement Delivery Preference This setting indicates the participant's preferred method of statement delivery. If Schwab RT estatements are enabled in Schwab RT Admin, the Participant Maintenance delivery options will reflect the estatement option (Default to Paper, Default to estatements, or estatements Only) selected for the plan or system. For more information on Schwab RT estatements, refer to the SchARP estatement User Guide, available from the Resource Center on schwabrt.com. Note for SCICOM Users: For licensed SCICOM estatement users, the following setting must also be added to the System Settings in C282/RK SQL System Maintenance application. SCICOM TPAID=SCICOM provides clients with a 10-digit character ID for this entry. Final Accrued Income Payout Method The Final Accrued Income Payout Method field indicates the method used to pay the vested amount of accrued income to terminated participants. The plan document can be used as a reference to determine which method should be used to pay participants. In the Final Accrued Income Payout Method field, type or select the appropriate payout method. Click to view a list of descriptions of final payout methods. Suspension Type The Suspension Type field indicates the type of suspension assigned to a participant who has taken an inservice withdrawal or has stopped contributing to the plan. If this field is blank, the participant's Suspension Type defaults to the Suspension Type defined for the plan in the Distribution Specifications window in the Source Level Settings folder in Plan Maintenance. In the Suspension Type field, type or select the appropriate Suspension Type. Rollover GIC(s) Indicates rollover of a Guaranteed Investment Contract (GIC). Allow Investment Transfers To allow investment transfers for a participant, select the Allow Investment Transfers check box. Receive Dividend in Cash Select the Receive Dividend in Cash check box to indicate the participant option to receive the dividend in cash (EGTRRA Dividend Pass Through). Clear the check box to indicate the participant option to reinvest the dividend in the employer s plan. This option is enabled if Allow Pass Through Dividends is selected in Plan Maintenance. This setting is used by the Income Release, Batch Release, Generic Import applications. November 1, 2012 Schwab Retirement Technologies Page 13 of 25
14 Premium Payment Method The Premium Payment Method field indicates whether to pay insurance premiums from the contributions or from the account balances. To set a participant level override, enter or select the appropriate code: 1190: Pay Premium From Contribution 1191: Pay Premium From Account Balance Leave the field blank if you do not want to override. When insurance premiums are paid in the Premium Payment Posting or ADT Financial applications the system checks to see if a participant level override has been specified. If an override has been specified, the method in the override will be used to pay the premium. If no override has been specified at participant level, then the system checks to see if an override has been specified at policy level. If no override has been specified at policy level, then the system uses the ADT record. Spousal Consent on File If spousal consent is required based on the setting in Plan Maintenance, the Spousal Consent on File checkboxes For Loan, For Withdrawals, and For Distributions, are used to indicate if consent forms are on file for loans, terminations, or hardship withdrawals. These settings are viewable in Participant Inquiry. C091/In-service Withdrawal, C090/Lump Sum Distribution, and C150/ADT applications read these fields to determine if a plan requires spousal consent for a withdrawal or distribution eligibility. If not eligible, a warning message appears that can be overridden in C090 and C091. These settings are reported on the CP23/Utility Reporting Participant Master and in C076/Activity Tracking. Notes: Web validates these fields before allowing loan, hardship, and termination requests. When a participant terminates, that participant's deferral percentage or amount in Participant Maintenance is not automatically reset to zero. This could avoid problems if, for example, a participant had a date of termination entered in error or had a date of termination entered but the participant only moved to another division. Instead of resetting the amount or percentage, the following message appears when a date of termination and a terminated status is entered for a participant: "This participant has a date of termination and a terminated status code. Please change the deferral percentage or amount to zero if appropriate." A similar message appears when entering this data through ADT. If a date of termination and terminated status code are imported for a participant, the message appears: "Participant has a date of termination and terminated status. Review and change the deferral percentage or amount to zero if appropriate." DESS Zero Vested Balance Extract Count The counter applies only to terminated participants with a zero balance. The counter is incremented each time the participant is extracted on the Distribution Administration Outsourcing (DESS) file. The DESS Extract Counter is read only and cannot be edited. 15 Loan Summary Use the Loan Summary window to view participant loan information. The number of loans, loan available amount, and identifiers of the participant's loans display. Number of Loans The Number of Loans field displays the number of outstanding loans for the participant. Example: 4. Loan Available Amount The Loan Available Amount field displays the total amount the participant has available for loans. Click for more information on how loan available amounts loan available amounts are calculated. Last Loan ID Counter When a loan is assigned, this field serves as a reference to assign the next loan ID. The counter is updated with each new loan and all existing Loan Identifiers appear in the Loan Identifier grid, based on the Loan ID Assignment in Plan Maintenance. This is reported on the Utility Reporting/Participant Master and tracked in Activity Tracking. All loans requested through the paperless loan process are reported on the Utility Reporting/Participant Master (CP23) and tracked in Activity Tracking with the 596 activity tracking origin code. 16 The following examples illustrate how the field is used with two of the naming conventions: Incremented Numerically (001, 002, ) A participant taking the first loan is assigned loan ID appears in the Last Loan ID Counter field. When the second loan is taken, loan ID 002 is assigned, even if loan 001 is paid and removed from the system, 002 appears in the field. Social Security Number plus Numeric A participant with a SSN of is assigned loan ID , which appears in the Loan Identifier grid. The Last Loan Counter displays this first loan as 1. The participant's second Loan ID would be , followed by The Last Loan Counter is updated with 2, 3, etc. When a loan batch is failed, the loan counter showing the number of outstanding loans in Participant Inquiry is reduced. For example, if a participant has one loan outstanding and then requests another loan, but then the batches for the second loan are failed, the outstanding number of loans remains as 1. When a loan batch is failed, the Last Loan ID Counter is not reduced. Loan Identifiers grid The Loan Identifiers grid displays the identifiers of the participant's outstanding loans. Scratch Pad Fields The Scratch Pad Fields folder contains four windows where you can enter additional information about the participant. 17 Default Sort Options The Default Sort Options window allows you to do the following: Change the Periodic Participant information sort dates. When you change the date(s) here, Schwab RT Recordkeeping applies the change(s) in Plan Maintenance and updates the plan. If you change a default sort date and the Automatic Sort option in the Access window is selected, Schwab RT Recordkeeping sorts the Participant data. Click Sort Now to immediately sort participant records. Note: When you click the Default Sort Options from the Participant Maintenance tree, the system takes you out of the participant record that was selected. If changes are made, the system asks if you want to save the changes. When the system displays the Default Sort Options window, it dims the previous nodes on the tree. Add Participant Window Definitions Use the Add Participants window to add new participants to a plan. Select the plan, enter the participant's Social Security number, and insert the record. Required fields prior to saving the participant are Name and Status Code fields on the Identification window and the Service field in the Dates window. Plan ID The Plan ID field lists all plans identified in the Plan Group. In some applications, you can choose to process all plans in the current Plan Group. In the Plan ID field, type the identifier of the plan or select it from the list. Participant To add a new participant to a plan, enter the new participant's Social Security number in the Participant field. (Schwab RT Recordkeeping does not allow duplicate Social Security Numbers.) Once you add the new participant to the current plan, you can define the participant record, using the windows on the Participant Maintenance tree. In addition to Social Security number, you are required to enter information in the following fields: Name Status Service Date Schwab RT Recordkeeping populates other required fields with default data. (Much of the default data comes from information defined in Plan Maintenance.) You can change the defaults as appropriate. In the Participant field, type the appropriate Social Security number for the participant (with or without dashes). Note: If you are adding a QDRO recipient or beneficiary, the Social Security number should be entered as the original member's Social Security number plus a user-defined suffix in the fifteenth position. 18 Insert Click Insert to insert the new participant in the plan after you have selected the plan and entered the participant's Social Security number. Schwab RT Recordkeeping displays the Identification window where you can begin entering information about the participant. Before you save the participant record, complete the following fields: Name Status Service Date In Participant Inquiry Only Find Participant and Participant SSN If you select the By SSN option from the Find Participant field, you must enter the participant s Social Security number in the Participant SSN field. 19 Participant Alternate User ID, VRU Pin and Web Password You are able to view the Participant s Alternate User ID (if applicable) VRU Pin and Web Password in the Identification page of Participant Inquiry. Scroll through Participants In Participant Inquiry you can scroll through the participants in a plan by clicking on the arrow keys in the Tool Bar. 20 Balance Information Use the Balance Information folder to view participant balances. The following windows are part of the Balance Information folder: The View by Source window provides a list of the participant's sources and the current balances in each source, such as market value and vesting balances. The View Source Investments window provides a list of the participant's investments for the selected source and the current balances for each investment, such as election percent, market value, and units. The View Investment Programs window provides a list of the participant's investment program funds for the selected source and investment program and the current balances for each investment program fund. The View Accrual Data window provides a list of the participant's investments for the selected source and the accrual amounts for each investment. The View Investment Program Accrual Data window provides a list of the participant's investment program funds for the selected investment program and the accrual amounts for each investment program fund. The View by Investment window provides a list of the participant's investments and the current balances for each investment. November 1, 2012 Schwab Retirement Technologies Page 20 of 25
21 Rebalance Information Portfolio The Portfolio field displays the portfolio elected by the participant. Cycle The Cycles field displays the rebalancing cycle chosen by the participant. Last Auto-Rebalance Date This field displays the last date when rebalancing for the selected participant has taken place. Elected Into Portfolio Date This field displays the date when the participant opted into the selected portfolio. Elected Out of Last Portfolio Date This field displays when the participant opted out of the selected portfolio. IPM Settings The grid shows all IPMs in the plan with the Next Rebalance Date and Last Rebalance Date, sorted by IPM. You can scroll through the IPM Settings grid but cannot update any information. If the plan option Allow IPM Rebalancing via SchARP is selected in Plan Maintenance, the grid will show all IPMs in the plan, with the next and last rebalance dates, and the rebalance cycle and date settings defined either at the plan level or IPM level. If the plan option Allow IPM Rebalancing via SchARP is not selected, the grid will show all IPMs in the plan with NA in the columns. November 1, 2012 Schwab Retirement Technologies Page 21 of 25
22 Loan Inquiry Use Loan Inquiry to view loan records for plans in the current directory. You can narrow the search to view only a single plan, participant, or loan. Access Window Plan ID The Plan ID field lists all plans identified in the Plan Group. In some applications, you can choose to process all plans in the current Plan Group. In the Plan ID field, type the identifier of the plan or select it from the list. Participant The Participant field allows you to select from a list of participants for the selected plan. You can identify a specific participant or all participants to include in the process. In the Participant field, do one of the following: Type the participant identifier or select it from the list. Select All Participants. Note: In most applications, this field defaults to all participants in the selected plan if a specific participant is not selected. 23 Loan ID The Loan ID field allows you to select from a list of loans for the selected participant. You can identify a specific loan or all loans to include in the process. In the Loan ID field, do one of the following: Type the loan identifier or select it from the list. Select All Loans. Search Once you enter all criteria in this window, click Search to run the loan inquiry based on the filters you selected. Click Search to begin the loan inquiry. The search results appear in the View Range window. View Range The View Range window displays the results of the search. Each row in the grid represents a loan record and is identified by plan ID, participant, and loan ID. To view the details of a record, do one of the following: Double click in the row that contains the record you want to view. Click the record and then click View Loan Data from the Loan Inquiry tree. 24 View Loan Data The Loan Data grid displays detailed synoptic and payment information for the selected loan, such as Loan Amount, Origination Date, Last Payment Date, and Scheduled Payoff Date.
