Call to Order Meeting was called to order at 7:30 pm. II. Roll Call Members of the Lakes Commission were present as indicated in bold above. III. Approval of Minutes Minutes from the March 20 th meeting were reviewed. A motion to approve the meeting minutes was made by Dan P and seconded by Tom H. The minutes were approved. IV. Communications and Correspondence In March, three fishermen were caught using minnows at Teal Rd. access. All had conversations with the LPD. Kelly Deem, LCHD ES will join us for Earth Day. She also shared information on staff gauges and watershed signs. The Lindenhurst Park District is sponsoring the 2 nd annual Carp Fishing Derby on Saturday May 19 at John Janega Park. A note was received from the Lindenhurst Lake Villa Chamber of Commerce thanking the commission for participating at SpringFest. V. Old Business 1. SpringFest Attendance was good and there was good interaction with the public. 2. Lake Potomac Board Update - Matt F. held a meeting on April 10th with Lake Potomac watershed residents who had submitted petitions for an SSA to finance the removal of sediment from the lake. He provided a packet of information describing the project and cost, the process for establishing the SSA, and the proposed boundaries. The residents are recommending 4 rotations of sediment removal to remove sediment from 8 acres and to be paid for over 20 years by the 43 lakefront property owners. Some clarification is required on the quote from OSRS. 3. Herbicide Application - Lyle Erickson began treating our lakes April 12 th. 4. LLC Budget The approved budget is attached. Money was approved for staff gauges and watershed signs, but not for watercraft stickers. Money is remaining from the JO/jo LLC Minutes doc 1
2 current year budget for Earth Day. Signs Joe Warren will contact Susan Vancil from the Lake County SMC regarding the purchase and placement of signs. SMC and the Lake County Division of Transportation coordinate the watershed sign program and install signage on county roads as close to the watershed divide as possible. The County does not have any authority to install signs on municipal or state roads. The timing for making and installing the signs is based on staff availability. Water level gauges Ken shared the recommendation by Kelly Deem, LCHD ES for Style A staff gauges supplier Ben Meadows. Tom H. will look into staff gauges and their placement and mounting. Watercraft stickers The board did not approve funding for watercraft stickers. According to Matt F. our budget is a line item budget and money approved but not spent on other budget lines can not be used to purchase the needed stickers. Jim C contacted other area lakes to see how they control access. The most effective method is installing gates at access points. Other recommendations are to replace stickers each year, charge for stickers, and charge for non-resident access. In addition, police must be supportive and enforce the regulations. Plants Money is in the budget for plants for the shoreline or High Point demo project. Jim O will investigate. 5. Lake Management Goals Discussion on fine tuning the goals. Ken requested commissioners review of goals by lake and suggest achievable dates and numbers as appropriate. VI. New Business 1. Earth Day April 28th Tony S. has volunteered to handle the children s fishing pond this year in James C. absence. Prize money ($250) is available in our budget. Kelly Deem, LCHD ES will be with us in the booth. 2. Web Issues Ken needs some help getting his applications to work with his new operating system so he can continue to maintain the web site. It may be time redesign the site with newer software. VII. Commissioner Reports and Future Agenda Items 1. Waterford Ken reported that the water temperature had reached 67ºF, then dropped back to 51ºF and is now back to about 60ºF. Black crappies probably have spawned, but there is not evidence of bass or bluegill spawning beds yet. The water is very clear, but there is a large amount of algae on the bottom that should come up as the water temperature climbs. A couple areas of curly leaf pond weed are visible. 3 2. Linden James C reported no evidence of fish kill this year. Algae was bad a couple days but has cleared up. He has sighted large bass from the shoreline. 3. Springledge Tom H reported no evidence of winter fish kill. Algae was bad before spraying but after the spraying and the storm it is clear. 4. Potomac Dan P reported Lake Potomac is clear today after the storm. No evidence of winter fish kill has been noted. VIII. Public Participation Terry Patch reported the 4/12 spraying of Lake Potomac was ineffective at treating the algae and McCloud did not go into the bays. Matt F will contact McCloud. IX. Adjournment There was a motion for adjournment and the meeting ended at 9:00 pm. Village Board discussion on project scope and Special Service Area (SSA) boundaries Authorization from Village Board to distribute petitions to household within the established boundaries 2. Distribute Petition. Required. Must obtain 51% of signatures from property owners within the SSA boundaries on a petition form that provides a general description of the project. Signature must be from the homeowner of record. All properties must be contiguous. Recommended. At the time the petition is distributed, homeowners should be provided projects costs, project description and cost impact, and term. 3. Adopt Special Service Area - Proposing Ordinance and Set Public Hearing. Initial project description/proposed improvements Sets the Public Hearing date Lists the properties to be involved Provides the costs and number of years for the properties Describes the type of tax to be incorporated: i. Special Tax Role establishes a specific amount for each property ii. Assessed Value Tax Rate amount varies based on property value 4. Hold Public Hearing on proposed Special Service Area 5. Objection Period (60 days). After the Proposing Ordinance is approved, there is a 60 day objection period. During this time, if 51% of the property owners or 51% of the electors within the SSA sign the objecting petition, the SSA cannot not move forward. 6. 8 PETITION IN SUPPORT OF THE CREATION OF A SPECIAL SERVICE AREA We, the undersigned petitioners, request that the Village of Lindenhurst establish a Special Service Area (SSA) for the purpose of funding a project to remove sediment from Lake Potomac. This request is made with the understanding that the necessary improvements will cost approximately $394,958 and would be allocated, on a pro-rata share basis, to each of the 43 lots contained within the proposed SSA, defined as Lake Potomac waterfront properties and depicted on the area map attached to this petition. The total project cost would be paid over 20 years, with each lot within the proposed SSA paying an equal share of the costs through a SSA tax. The Village intends to obtain a bank loan to finance the improvements, and a SSA tax will be used to pay the debt service on the SSA loan. The annual SSA tax that is expected to be assessed on each lot is estimated to be approximately $ We understand that this represents an estimated cost and term of the SSA.
