10 RESULTS OF THE FOLLOW-UP Labour force SURVEY % had changed the ILO status in the follow up survey. Most of these 8% haven t been employed in the main status. The differences between proxy and self interview haven t been significant. Empirical evidence on the main status thesis! Folie 10

22 FIRST CONCLUSIONS FORMULATION Principle 1 for the formulation of the questions on the labour status The questions on the labour status according to the ILO definition ( ) are in general the first questions in the individual questionnaire ( ). COMMISSION REGULATION (EC) 1897/2000 In particular, they are not preceded by questions on the main ( ) activity ( ) or on the administrative status of a registration ( ), where this would prejudice the response to the questions on the ILO labour status.
23 FIRST CONCLUSIONS FORMULATION The new question design of the German LFS is not in line with the principles for the formulation of the questions on the labour status. However, starting with a question about the main status seems to be a good practice to identify the ILO labour status. Underline the recommendation of the Task Force: R34: Review the 12 principles for the formulation of the questions on labour status ( ). Eurostat should set up a group of experts for this review.( )
24 FIRST CONCLUSIONS MONITORING To improve data quality it will always be necessary to develop question formulations. But: Methodological changes must be monitored. Underline the recommendation of the Task Force R35. Adequately plan and monitor, at national level, all changes ( ) in order to assess the statistical effect on time series. In our experience: Split ballot is a good method to quantify effects of changes.
