3 BTF Salary Comparison BTF members are paid on a salary schedule. As a result, total lifetime earnings are lower than other Erie County school districts. The lifetime salary earnings for BTF members are lower than 27 of 28 school districts in Erie County.

4 BTF Salary Comparison Compared to certain districts in Erie County lifetime salary earnings are more than $550,000 lower for a BTF member. BTF members will earn $255,000 less over a career than the median earnings of teachers in other Erie County School Districts.

5 BTF Salary Comparison Buffalo also has more Steps on the Salary Schedule than all but one other district in Erie County. Therefore it takes longer for BTF members to obtain their top salary step. Other districts regularly have contracts with a top Step above $90,000 which is reached in 21 years.

6 BTF Salary Comparison On average BTF members make $23,379 less than their counterparts in other districts when employees in other districts reach their top salary step

7 BTF Salary Comparison The top salary step for a Masters Degree holder in Buffalo ($74,657) is 21% below the median top salary step for other Erie County School Districts ($90,676). This is a $16,000 pay gap. Compared to the top ten salary schedules in Erie County BTF members are $18,723 below the top steps in those respective districts, a 25% salary gap. BTF members trail some districts by over $20,000.

8 BTF Pension Comparison This lower top salary step for BTF members has a direct implication on the calculation of pension levels. The median pension for other Erie County School District teachers ($54,406) but a teacher who also retires after 30 years as a BTF member will receive a pension of $44,794 which is 21% below the county median.

9 BTF Pension Comparison This gap in pension levels results in a female BTF members receiving $288,000 less in pension payments during retirement than the median pension benefit level in other Erie County school districts assuming an average lifespan. As a result a female BTF member will receive $543,000 less in lifetime earnings compared to the Erie County median in salary and pension benefits ($255,000 less in active salary earnings and $288,000 less in pension payments).

10 District Financial Forecast The District has made unreliable forecasts around the size of their fund balance. In 2013 the District projected that the Unrestricted Fund balance would fall from $166.5 million to $96.9 million by In the June 2016 the District projected that the fund balance at the end of the year would be $150.3 million. This is a difference of $53.4 million from the fouryear plan from 2013.

12 State Aid Projections The District has made overly pessimistic budgetary forecasts as it relates to state aid projections. State aid is the largest revenue source for the District. The District forecasts 3% increases in State Foundation Aid in future years.

13 State Aid Projections This is an unreasonable estimate for several reasons. The District averaged 5% increases in the last two years for Foundation Aid. The State Financial Plan includes state aid increases to schools of 4.5% and 5.1% in the next two years. Buffalo is owed $83 million in Foundation Aid under current law. The elimination of the GEA means State resources will be focused on increasing Foundation Aid in and beyond.
