2 Methodology In January 2019, The Town of Oakville contacted Pollara to again conduct a survey of residents regarding the following: Satisfaction with Town government, initiatives, and local and area services; Priorities for future planning and policy preferences for the Town of Oakville government; and Recent municipal election participation, and the impact online voting would have on future voter intention. A 20-minute telephone survey was conducted among 809 randomly-selected residents of the Town of Oakville, between and January 22 and February 1, of these surveys were conducted with people on cell phones to ensure a representative sample of residents. Responses were weighted according to the ward, and age and gender distributions throughout the Town to the most recently available census data, rendering an overall margin of error of ±3.4, nineteen times out of twenty. However, less than 700 phone numbers are currently available for research purposes. Due to this, we could only achieve n=11 completes, which is comparable to this Ward s proportion of the population (3.). Nevertheless, we expect more Ward 7 sample to be available in the future, which will allow us to capture a larger sample in that ward in future waves. 2

However, those in Wards 2 (2) and 5 (31%) are most likely to be very satisfied, while those in Ward 3 are least likely (16%). 37 Key Insights Satisfaction Overall satisfaction with the government of the Town of Oakville is strong eight in ten residents continue to be satisfied Clear majorities of Oakville residents remain satisfied with all of the Town s programs and services. Overall satisfaction has increased slightly for Town attributes (bouncing back from 2017 decline) and significantly for Town services (a continuation of the upward trend). The Town s website has become a key point of engagement with residents. They are much more likely to say they have been in contact with the Town (8 vs. 6 in 2017), but they are far more likely to have done so (4 vs. 1 in 2017) via the site. Satisfaction with interactions with the Town remains high (88%). 37

38 Key Insights Livability The public s top-of-mind most important local issues are traffic congestion and urban sprawl/development, followed closely by population increase. When it comes to livability, residents prefer Oakville over rest of GTA. Oakville is considered livable primarily because of its parks, recreation and availability of sports/teams, followed by its small-town feel and public safety. Residents continue to feel top priorities should be Controlling the Rate and Type of Growth and Maintaining Oakville s Natural Environment. A clear majority of residents want services to remain at current levels, or to increase most would rather pay for this through increased user fees rather than increased taxes. 38

40 40 Methodology In January of 2019, The Town of Oakville commissioned Pollara to conduct a random telephone survey of residents regarding several topics. To give all residents the opportunity to share their opinions, a complementary online survey was made available on the town s website. The self-complete online survey was open from January 21 st to February 15 th, A total of 706 residents completed the survey. The self-complete online survey results are considered qualitative feedback and cannot be extrapolated to represent opinions of town residents. Due to the self-complete nature of the collection, no margin of error can be applied.

45 Online Self-Complete Survey Highlights Positive Feedback Careful and educated planning such as the fight for Glen Abbey proves the town is committed. Is well managed with taxes being held as low as possible yet providing all necessary services Town, not a city. There's more if a community feel. I feel more connected to Oakville and neighbours I live in a safe, clean and welcoming community. The level of services is generally very high. Things just work: snow removal; Christmas tree removal; school bus, thanks I was a police officer for 36 years and moved here 40 years ago it's still safer than anywhere else. Planning Town has already outgrown its infrastructure. We should maintain the farmland and greenspaces. Issuance of housing permits with no schools/infrastructure to support the huge new population Many decisions are being made without proper consultation such as Glen Abbey's development. Dundas is a parking lot after 3 pm and why? because you forgot to add 4 more lanes planning Downtown Oakville retail is disappearing. Town needs to attract/retain retail. No control of development. Poor planning - Oakville is now sprawling and has lost the town feel. Too much building North Oakville. Infrastructure cannot support it. Too many town houses and Condos Schools north of Dundas. A complete nightmare. 16 portables in a 4 year old elementary school???? Lack of plan in to address, attract & keep retail in Downtown core during construction. Horrific public transportation service, probably one of the worst in Ontario. Infrastructure - specifically adequate public transit, bike lanes to wean citizens off their cars. Improving walkability so that residents in all parts of Oakville can walk to essential services Not enough parking in downtown Oakville making it inconvenient & causing stores to fail & close Bronte parking. There is none without getting towed at $400 Rec Programs and Green Spaces Facilities usage costs. Example $200/hour ice rental vs $100/hour in Collingwood Pathetic lack of recreational services and options for adults. Poor gym and fitness facilities. I need to drive to Mississauga to get reasonable access to swim times as an adult... Oakville is livable only if you are a child or a parent of a child...minimal services for adults. Well-run facilities - seems to be the right number of facilities (need more basketball courts) Lots of available programs for all ages from children to seniors to support community interaction. I see improvements in preserving, restoring and making available parks and green spaces - The ability to ride a bike from Dundas/Third Line, to downtown Toronto via 'mostly' bike trails. Family day events are wonderful. Canada day events were fun. Fear of losing Glen Abbey - building homes/condos/offices and - losing all the green space and getting more pollution Concerns About the Future Love the current 'small town' feel of downtown area, albeit not confident this will be preserved Oakville has a slower, more relaxed pace; but becoming faster and more aggressive like Toronto & Mississauga Concern about potential municipal amalgamation due to Provincial Government Concern about Glen Abbey and the proposed increase in population and its effect on infrastructure.
