1 OHIO STATE HIGHWAY PATROL RETIREE S ASSOCIATION 1 ST Quarterly Business Meeting March 17, 2018 Mission Inn Club and Resort, Howey-in-the-Hills, Florida CALL TO ORDER President Robert Booker called the Business Meeting to order at 10:00 a.m. The Pledge of Allegiance was led by 1 st Vice President Dale LaRue. ATTENDANCE Thirty-four members were in attendance at the 1 st Quarter Business Meeting held at The Mission Inn, Howie in the Hills, Florida. This was in conjunction with the Annual Snowbird Reunion. It should be noted that Mrs. Wendall (Irene) Webb, was the only surviving spouse of a sworn member to attend the luncheon on March 17, All surviving spouses of retired members are encouraged to attend future Snowbird Reunions. ROLL CALL OF THE EXECUTIVE BOARD AND DISTRICT REPRESENTATIVES 2 nd Vice President, Ginny Fogt, acting secretary, called the roll call of the Executive Board. The following officers were present: President, Robert Booker; 1 st Vice President, Dale LaRue; 2 nd Vice President Ginny Fogt; Treasurer, Brenda Collins; Immediate Past President, Gilbert Jones. The following District Representatives were present: Findlay District Alternate, Ken Walerius; Bucyrus Alternate, Butch Collins; Warren District, Lou Gliozzi; and Cambridge District, Dave Peters. A quorum of 9 officers were in attendance. EXCUTIVE BOARD REPORTS 2 nd Vice President, Ginny Fogt, acting secretary, was called to read the minutes of the October 21, 2017 business meeting. 1 st Vice President, Dale LaRue made the motion to wave the reading of the October meeting. Immediate Past President Gil Jones second the motion and the motion was approved by voice vote. Treasurer Brenda Collins provided a financial report as of March

3 1 st Vice President Dale LaRue made a motion to accept the Treasurer s report. The report was second by Gil Jones. The report was unanimously approved by voice vote. COMMITTEE S REPORTS Membership & Credentials A nomination form submitted by Butch Collins, for associate member, was presented to the membership for Luis Velez. The membership unanimously voted to accept him as an associate member. Luis Velez was a graduating member of the 118 th Academy Class. Luis was assigned to the Findlay District and while there received the Chairamonte Award He was a state trooper for 10 years before he chose to become an FBI agent. Luis recently retired from the FBI with 20 years of service. Luis was approved for membership by the quorum in attendance. A nomination form was submitted by Bob Booker, for associate member, was presented to the membership for Richard Cologie, Law Enforcement Administrator for the Central Ohio Office of the Ohio Investigative Unit. Mr. Cologie just recently retired. After some discussion, the membership accepted Richard Cologie as a full member due to him retiring from the Ohio Investigative Unit as a sworn officer, which is part of the Ohio State Highway Patrol. This is according to the by-laws under Article III- Membership and Qualifications for Membership, Section 1 Members, A. Next Annual Meeting for 2018 The 2018 Annual Fall Meeting will be held September 22, 2018 at the Embassy Suites by Hilton, Columbus. Additional information will follow as it becomes available. RETIREMENT SYSTEM REPORT Executive Director Mark Atkeson and Trustee Darryl Anderson, both deferred their reports until after the luncheon had been concluded. Executive Director Atkeson reported the growth of the investments of the Retirement System in 2017 was 14 ½ percent. There are currently 1,650 active paying members and 143 troopers in the Drop Program. There are 1,365 retired members, 134 disabled, 279 survivors drawing monies from the system. The average age of our retirees is 67. Trustee Darryl Anderson reported our retirement system remains solvent. HB 362 has passed the Ohio House and Senate and was signed by Governor Kasich on February 8, HB 362 will go into effect on May 11, It will restore the minimum reduced retirement age to 52 for new hires after January 1, All others are grandfathered. The pension benefits for off-duty disabilities will be calculated based on years of service with a minimum 12-year service benefit (30%) instead of a minimum 20- year service benefit (50%). Additional information concerning this bill can be found on the OSHPRS website 3

4 under Proposed Pension Legislation. The changes will reduce our amortization period by several years. The Board continues to allocate a small portion of the annual employer contribution into our health care fund. All members are encouraged to stay involved and schedule your physicals and body scans provided by the retirement system. Several retirees, after having this physical and body scan, have discovered health issues, they were not aware of. A policy is currently being written to establish guidelines on how member s percent of Cost of Living Allowances (COLA) are to be determined each year and the amount of the contributions. It is anticipated this policy will be finalized later this year. ACTIVE MEMBERS UPDATE Colonel Paul Pride deferred his report until the luncheon. He reported that in 2017 statistics for all areas of enforcement increased by at least 25%. We are currently at our ceiling for sworn officers of 1,645. Recently, a new post was built in Akron. It is located on the campus of the University of Akron. The patrol is in the final stages of reaching an agreement with Toledo University to build a new Toledo Post on the campus of Toledo University. The patrol is looking at the possibility of purchasing two service revolvers for each sworn officer. One weapon would be worn on each officer s gun belt; and a second would be worn in an ankle holster. The patrol recently purchased a new airplane with a surveillance package. It is currently in high demand. A new helicopter is also in the process of being purchased. SPECIAL ORDER & ANNOUNCEMENTS Ailing Members or Members on the Mend Prayers are requested for the following retirees and their spouses: Retired Sgt. Steve Brode is recuperating after surgery. Surgeons performed a quadruple by-pass and repaired a value in his heart. He is currently experiencing a-fib which they are trying to correct with medication. Retired Lt. Tom Bilang suffered a severe fall and just was released from the hospital today, March 17, He is currently resting at home. Retired Captain J. J. Holt is currently hospitalized in Youngstown, Ohio after a severe fall. Retired Lt. Dunlap s wife, Sharon is currently undergoing treatment for cancer. Retired Captain Hank Williams is resting at home after experiencing issues with high blood pressure. 4

5 UNFINISHED BUSINESS: Dave and Fran Peters and John and Coleen Bistor were recognized for donating their time and all their hard work in hosting the Snowbird for a second year at the Mission Inn in Everyone expressed it was very much a success. NEW BUSINESS: 85 th Anniversary Gala Updates The 85 th Anniversary Celebration will be held on November 10, 2018 at the Hyatt Regency in Columbus. The Ohio State Highway Patrol Federal Credit Union, the Ohio State Highway Patrol Auxiliary, the Ohio State Trooper s Association and the Ohio State Highway Patrol Retirees Association are all involved in sponsoring the event. The Sig Sauer P365/9mm has been selected as the commemorative weapon. The cost of the weapon is $448 plus $ 50 for engraving. More information will be forthcoming regarding purchasing this weapon as it becomes available. In addition, raffle tickets will be available to purchase to win a Sig Sauer P365. It is anticipated each ticket will be available to purchase for $10. Also, The State Highway Patrol Federal Credit Union will have tickets available to win a ladies pendant. This pendant is shaped like a flying wheel and has a net worth of $850. It is anticipated each ticket will also be available to purchase, also for $10. Future Snowbird Reunions beginning in 2021 The board introduced an idea about possibly having the Snowbird Reunion, after 2020, in a different venue, other than Florida. South Carolina was mentioned as a possible location. If held in South Carolina it would be held later in the spring, April or May. This possibility would be discussed at future meetings SNOWBIRD HOSTS: Christine and Nestor Vincenty have volunteered to co-host the Snowbird Reunion in President Bob Booker asked if anyone else would be willing to co-host this the event with them. As of the conclusion of Snowbird 2018, no one had volunteered to assist with this event. Christine and Nestor Vincenty currently live in Palm Coast, Florida which is on the east coast. NEXT BUSINESS MEETING: The next meeting will be held prior to the Colonel s Cookout on June 15, 2018 at 10 am at the Academy. ADJOURNMENT: Dale LaRue made the motion to adjourn.
