1 NHS CIRCULAR: abcdefghijklm Health Department Human Resources Directorate Dear Colleague AND RELATED GRADES OF STAFF PAY FOR 2001/2002 CONSOLIDATION OF ONE DISCRETIONARY POINT Summary 1. Following the Scottish Executive s announcement about increases in pay for staff covered by the Review Body for Nursing Staff, Midwives, Health Visitors and Professions Allied to Medicine, agreement has been reached on revised salaries for therapy staff employed in NHSScotland on national terms and conditions of service. These salaries will be payable from 1 April Employers must ensure that the new pay scales are implemented quickly to allow staff to receive their increased salaries in April. National Pay Rates for Professions Allied to Medicine and Related Grades of Staff for 2001/ With effect from 1 April 2001 national salary scales for professions allied to medicine and related grades of staff are increased by 3.7%. Revised salaries for full-time therapy staff in Scotland are set out in the attached replacement pages for Appendix A of the Professions Allied to Medicine and Related Grades of Staff (PT A ) Council Handbook (the Handbook). 2.1 Part-time staff shall be paid pro-rata. One discretionary point in the Senior II, Senior I and Chief/Head/Superintendent IV, and Chief/Head/Superintendent III grades will be consolidated into basic pay forming an additional incremental point at the top of the respective pay scales. Staff in receipt of one discretionary point as at 1 April 2001 will have this consolidated into basic pay. Staff who have been on the maximum of the incremental range in Senior II, Senior I and Chief/Head/Superintendent IV, and Chief/Head/Superintendent III grades inclusive for one year or more as at 1 April 2001 should move to the new maximum on that date. Staff who have been on the maximum of the scale for less than 12 months on 1 April 2001 should move to the new maximum on their normal incremental date. Cmkpams2001 abcdeabca
2 NHS CIRCULAR: 4. With effect from 1 April 2001 PAM staff will only be required to serve one year at the top of the grade (instead of two years) before they are eligible to apply for discretionary points. This brings them in line with the agreement for nursing staff. Periods of service on the maximum of the scale before 1 April 2001 should continue to count towards the qualifying service criterion for access to discretionary points. 5. Two discretionary points will now exist at the top of the Senior II, Senior I and Chief/Head/Superintendent IV, and Chief/Head/Superintendent III grades and the scheme set out in the national agreement will continue to apply. Staff meeting the relevant criteria will be able to seek these two extra points after serving one year at the top of the grade. 6. Employers should review local agreements and the criteria for the award of discretionary points to take account of the restructuring recommended by the Review Body. This may include consideration of the effect of the changes on staff who were in receipt of one discretionary point prior to 1 April Employers are also reminded that staff who meet criteria should have the opportunity to apply for the remaining two discretionary points in the normal way. Special Duty Payments, Leads and Other Allowances 8. National rates for Standby and On-call allowances have been increased by 3.7 % from 1 April Some employers have increased the value of these allowances locally. They should pay the new national rate if higher than the current local rates. There is scope for further local increases under Section 10 of the Handbook. Revised rates of allowances are set out in the attached replacement page for Appendix B, of the Handbook 9. Other flat leads and allowances are unchanged and may be increased locally. PAMs Grading 10. Pending agreement on a new pay system, the current national grading agreement remains in force. The Review Body commented as follows: We recommend once again this year that Trusts are reminded of their existing obligations in respect of national grading criteria and are also reminded of the enabling agreement on grading (NHS Circular: PCS(PAM)(PTA)96/2). Employers are encouraged to make use of the enabling agreement in resolving particular grading problems. All PAMs posts should be graded in accordance with grading guidance in the Handbook. Career Progression for PAMs Helpers 11. The Review Body has also raised concerns about career progression issues for PAM helpers. They have asked us to point out that movement into the Technical Instructor grades may represent an option for addressing the issue. Employers are reminded that they have the scope to use Technical Instructor grades for all PAM disciplines and that the 1996 PAM Enabling Agreement could be useful as a means of progression for PAM helpers into the Technical Instructor grades.
3 NHS CIRCULAR: Scottish Ministers Approval 12. Employers should implement these agreements, which have been approved by Scottish Ministers under Regulations 2 and 3 of the National Health Service (Remuneration and Conditions of Service) (Scotland) Regulations 1991 (SI 1991 No.537). A copy of the formal approval is attached. Action 13. Health Boards, Special Health Boards and NHSScotland Trusts who employ staff on national contracts should: i. Ensure that the necessary arrangements are made as soon as possible to pay the national salaries effective from 1 April 2001; and ii. Notify Scottish Public Pensions Agency of any increase in pensionable remuneration and contributions arising from the payment of arrears to former employees. 14. The replacement pages form Amendment Number 15 and replace page numbers A1 to A12 inclusive and B1. Enquiries 15. Employees should direct their personal enquiries to their employing Health Board, Special Health Board or NHSScotland Trust. 16. Employers are asked to make their own arrangements for obtaining any additional copies of this Circular. This Circular can also be viewed on Destruction Date 17.
