I am writing to inform you that the Management Advisory Panel have reached agreement on increases to national rates of pay for for the above staff group. The details of the agreement are as follows. National Pay Rates for 1999/ With effect from 1 April 1999 national salary scales for the above group of maintenance staff will increase by 3% from the pay week in which 1 April 1999 falls. 2.1 Revised salaries for full time maintenance staff in Scotland are set out in the attached replacement pages of the Maintenance Staff Handbook as follows: Section 1 Part 3 Building Craft Operatives and Building Labourers Section 1 Part 5 ( Cont ) Building Craft Operatives Employed As Maintenance Chargehands (Building) / Maintenance Supervisors 12 January 2000 Addresses For action General Managers, Health Boards General Manager, Common Services Agency General Manager, State Hospital Chief Executive, NHS Trusts For information General Manager, Health Education Board for Scotland Enquiries to: Miss Brenda Burnett Directorate of Human Resources Scottish Executive Health Department Room 133 St Andrew s House EDINBURGH EH1 3DG Tel: Fax: Brenda.burnett@scotland.gov.uk 2.2 Part-time staff shall be paid pro-rata. Enhancements 3. Overtime and similar enhancements that are calculated by reference to basic pay rates shall be calculated by reference to the revised national salary rates. CMK22026
2 Other Allowances 4. Cash sum allowances (ie shift allowances) were not increased in this agreement. Any changes to these rates are matters for local agreement. Scottish Ministers Approval 5. Employing authorities should implement this agreement, which has been approved by the Scottish Ministers under regulation 2 and regulation 3 of the National Health Service (Remuneration and Conditions of Service) (Scotland) Regulations 1991 (SI 1991 No- 537). Action 6. Health Board and NHS in Scotland Trusts who employ staff on national contracts should: i. Ensure that the necessary arrangements are made as soon as possible to pay national salaries effective from 1 April ii Notify Scottish Public Pensions Agency of any increase in remuneration and contributions arising from the payment of arrears to former employees. 7. The replacement pages form Amendment Number 18 to the Maintenance Staff Handbook and replace existing Section 1- Parts 3, and 5, paragraphs 8-9 and Enquiries 8. Employees should direct their personal enquiries to their employing Health Board or Trust. 9. Employers are asked to make their own arrangements for obtaining any additional copies of this Circular. 3 SECTION 1 PART 3: BUILDING CRAFT OPERATIVES AND BUILDING LABOURERS DEFINITIONS FOR PAY PURPOSES Section 1 Part 3 Paras 8-9 NATIONAL WEEKLY RATES OF PAY FOR BUILDING CRAFT OPERATIVES AND BUILDING LABOURERS 8.1 Building Craft Operative A building craft operative is an employee who is engaged on craft work in building and civil engineering operations and who is designated as any of the following: Carpenter, joiner, painter, bricklayer, mason, paver, plasterer, scaffolder, slater, tiler (roofing operative), woodcutting machinist, mastic asphalter. 8.2 Building Labourer A building labourer is an employee who works with a building craft operative, or otherwise, and who is engaged, under supervision or instruction, on such tasks as constitute the normal work of a labourer in building and civil engineering operations. 9. NATIONAL WEEKLY RATES OF PAY With effect from the beginning of the pay week in which 1 April 1999 falls, the national rates of pay set out in paragraphs 9.1 to 9.3 below shall constitute the appropriate weekly rates for full-time staff.
4 Section 1 Part 3(Cont) Para Adults From 1 April 1999 per week 1/4/99 Building Craft Operative Building Labourer Note: Payment of the above pay rates is dependent on the maintenance of a prescribed level of performance (see Appendix 5 of this Handbook where details of penalty provisions are set out). Apprentices (including probationers) Apprentice building craft operatives (including probationers) shall receive the percentages shown in paragraphs below of the national buiding craft operative rate shown in paragraph above A. Entrants under 19 years of age: Age of Entry 1 st Year 2 nd Year 3 rd Year
5 B. Entrants 19 years of age and over: Section 1 Part 3 (Cont) Para 9 a. Normal period of 3 years 1 st Year 2 nd Year 3 rd Year b. Entrants who undertake full-time off-site training in Ist year. 1 st Year Next 6 months Last 6 months c. Trainees who enter the Service from a Government Training Centre 1 st 6 months 2 nd 6 months Last 6 months These percentages of pay to be increased as from the beginning of the pay week in which falls the anniversary of the date of entry into employment as an apprentice or the date of entry into full-time training on an approved course. Where increases are due after a 6 months period of training, they shall be operative with effect from the beginning of the pay week in which the commencement of the period occurs The full rate of pay for a building craft operative becomes payable upon satisfactory completion of the period of service and when training service agreement has been endorsed to that effect both by the employer and by The Representative of the Joint Training Committee. 9.3 Young Labourers Young labourers shall receive a percentage of national building labourer rate shown in paragraph above as follows: Age 16 50% Age 17 70%
