1 Chapter 8 Recreatio ad Ope Space Elemet 8.1 Itroductio The Recreatio ad Ope Space Elemet addresses recreatio ad ope space resources i the Tow of Prescott Valley. It icludes a ivetory of ope space areas, recreatioal resources, ad desigatios of access poits to ope space areas ad resources, a aalysis of forecasted ope space eeds, ad implemetatio strategies to promote a regioal system of itegrated ope space. Prescott Valley s ope space ad recreatio resources iclude parks, school recreatio facilities, trails, atural lad features, ad commuity ad privately owed recreatio facilities. 8.2 At This Poit I Time The majority of Prescott Valley has ot bee developed ad visually appears as ope space but is ot ecessarily desigated o the Prescott Valley Geeral Pla 2025 Lad Use Pla as Ope Space (Chapter 4, Exhibit LU-5). Of the approximately 24,363 acres comprisig the Prescott Valley Tow Limits, approximately 1,639 acres are desigated as Ope Space. The Ope Space (OS) desigatio is iteded to provide for lad withi the Tow that meets the passive ad active recreatioal eeds of the citizes ad icludes both public ad private areas of permaet ope space for uses such as parks, golf courses, Ope Space Elemet 1. A ope space elemet that icludes: (a) A comprehesive ivetory of ope space areas, recreatioal resources ad desigatios of access poits to ope space areas ad resources. (b) A aalysis of forecasted eeds, policies for maagig ad protectig ope space areas ad resources ad implemetatio strategies to acquire additioal ope space areas ad further establish recreatioal resources. (c) Policies ad implemetatio strategies desiged to promote a regioal system of itegrated ope space ad recreatioal resources ad a cosideratio of ay existig regioal ope space plas. (Arizoa Revised Statutes, Sectio D.1) recreatioal facilities, atural ope space, recreatio trails, greebelts, lakes, ad developable portios of floodplais alog waterways. Oly accessory buildigs or those structures related to parks ad recreatio facilities are iteded for ope space lads. Zoig districts compatible with the OS desigatio iclude PL (Public Lads) ad AG (Agricultural). The Tow s Zoig Map icludes a Public Lads category, which permits uses such as parks, ope space, public recreatio facilities, ad public schools ad playgrouds. However, the Public Lads zoig category also allows uses ot related to ope space ad recreatio, such as sewage treatmet facilities, aimal shelters, libraries, ad govermet office buildigs. As show o Exhibit OS-1, Public Lad Zoig, which correspods to the Tow s zoig map, public lads comprise approximately 1,091 acres of the 24,363 total acres withi the Tow s boudaries. Furthermore, as oted above, this lad icludes several uses ot directly related to the provisio of parks, ope space, ad recreatioal facilities. Prescott Valley s ivetory of ope space ad recreatio opportuities icludes a diversity of facilities, ragig from highly developed, active recreatio sites to passive ope space. The Tow features over 263 acres of developed parklads, 9 1/2 acres of udeveloped parklad, 24 park sites, a outdoor public swimmig pool, 27 multi-purpose athletic fields, trails, two amphitheaters, ad two commuity/activity ceters. Details about the Tow s recreatio ad ope space resources are provided i the followig sectios of this Elemet. The existig ad proposed etwork of public lad/ope space ad recreatio facilities is show o Exhibit OS-1, Recreatio ad Ope Space Pla. Details ad the status of developed ad proposed trails are discussed i Sectio Parks The Tow s Parks ad Recreatio Departmet maitais 24 park sites that total over 263 acres. The Departmet follows the Natioal Parks ad Recreatio Associatio s classificatio system as its stadard of developmet for parks, opes space, ad greeways. Table OS-1, Existig, Udeveloped ad Proposed Recreatioal Facilities, idetifies the size of each park site ad provides a ivetory of the types of recreatio facilities that are provided. Moutai Valley Park, a Commuity Park, is a 68-acre multiuse site that is cetrally located o Robert Rd ad Nace Lae. Moutai Valley Park offers a wide variety of facilities, icludig soccer fields, baseball fields, softball fields, walkig trails, playgroud equipmet, covered picic areas, a outdoor swimmig pool ad splash pad (Moutai Valley Splash Aquatic Ceter), over 3,000 lieal feet of paved walkig path with exercise statios, a dog park, ad the Prescott Valley Amphitheater. Prescott Valley s other commuity park is a 34 acre proposed site located i the southwest regio of the StoeRidge developmet idetified as the StoeRidge Regioal Park. Fai Park, classified as a Natural Resource Area, is located i the southwester portio of the Tow at 2200 N. 5 th Street, ad offers approximately 100 acres of historical, cultural ad passive recreatioal activities. The park icludes a four (4) acre fishig lake, hikig trails, picic areas, ad a still-developig historical site that icludes the Barlow-Massicks house ad Fitzmaurice archeological ruis. The proposed StoeRidge Uit 7 Park (7 acres) will also offer visitors a uique geological ivetory of atural resources. Prescott Valley offers twelve (12) Neighborhood Parks. Seve (7) of these park sites itedig to serve their surroudig eighborhood do so uder the recommeded miimum five (5) acre parcel. Neighborhood Parks iclude America Legio, Atelope, Commuity Ceter, George Aderse, Graville, Proghor, Quailwood, Suflower, Toto North, Toto South, Trailhead, ad Viewpoit. Special Use Parks as the ame implies offers the commuity variable special use with a specific desiged fuctio. Special Use parks iclude the Urba Forest ad Civic Ceter Grouds. The Urba Forest, located adjacet to Moutai Valley Park, serves as a water reclamatio site ad the origiatig catalyst to the tow s urba forestry program. Civic Ceter Grouds is the uifyig feature to the civic campus site ad provides the commuity s secod outdoor amphitheater site for varied special evets ad activities. Mii parks (1 acre or less) are used to address limited, isolated or uique recreatioal eeds. Eight (8) Mii Parks are located i the tows park system with six foud withi the Stoeridge Master Plaed Developmet. Old Tow Park, a mii park, located at 3030 Tai Road was developed as the mechaism to rally support i the revitalizatio of the historical area withi Prescott Valley. Fuds for the developmet of this park were received from the Arizoa Office of Tourism. The park offers 2 covered ramadas ad a small performace stage ideal for live performaces ad arts & craft street fairs. Additioally the approximate oe-teth of a acre Lios Park serves as a memorial site. Yet to be developed parklad is foud i the form of a eighborhood park located at the itersectio of Glassford Hill Road ad Log Look Drive. This 9.5 acre site has bee amed Bob Edwards Park i memorial to the park ad recreatioal efforts of the past coucilma. Start date for developmet of this park has ot bee set. Proposed park developmet icludes the 214 acre Arizoa State Lad Trust owed Agua Fria Park site (Large Urba/Sports Complex) located at the itersectio of Glassford Hill Rd ad Sata Fe Loop. Alog the Highway 69 Corridor, betwee the roadway ad the frotage streets, the Tow has developed a series of cotiuous, liear parks. These ladscaped strips/etries provide areas of ope space ad serve as a buffer zoe betwee the Highway 69 Corridor ad commercial/idustrial uses School Recreatioal Facilities College/School sites i Prescott Valley ca be made available for public recreatioal use durig o-school hours ad o weekeds through itergovermetal joit use facility agreemets as approved by Tow Coucil ad the parterig agecy. Cooperatio betwee the commuity college, school district, charter school ad the Tow will provide critical recreatio facilities while providig a efficiet use of public resources. Examples of such parterig give the Tow the ability to operate gymasium based services while schools ca coduct athletic field ad aquatic team sports. These facilities offer additioal recreatio resources for Prescott Valley residets, ad are show o Exhibit OS-1: Future School Facilities, that may provide recreatio resources also appear o the exhibit Trails ad Natural Lad Features Multi-Use Path / Trail System Prescott Valley has ot historically had a dedicated pedestria ad bicycle system. Subdivisio stadards were ot required whe the majority of Prescott s twety uits were platted aroud 1972, icludig requiremets for sidewalks or bike laes. All subdivisios sice 2000 have required sidewalks o local streets ad Multi-Use Paths (MUPs) o Collectors ad Mior Arterials to meet the stated Goals of the Geeral Pla The 2002 Streets ad Ifrastructure Committee amog other thigs recommeded that Tow improved streets should also iclude multimodal (pedestria/bicycle) uses where possible ad that a high priority be placed upo fudig of safety ehacemets ad access to schools ad parks usig sources other tha those desigated for priority street improvemets. Most recet Tow street improvemets prioritized by the Streets ad Ifrastructure Committee have icluded pedestria access as MUPs, sidewalks ad bike laes where possible. O October 16, 2001, the Parks & Recreatio Commissio adopted a Tow of Prescott Valley Pedestria/Bicycle Master Pla desigatig the proposed locatios for the various types of alterative trasportatio facilities. This pla has bee updated from time to time by the Parks ad Recreatio Commissio; it serves as a advisory documet for plaig purposes ad was the mai referece i idetifyig the Multi-use Path / Trail System o Exhibit OS-1. Goal CIR-A2 i Chapter 6, Circulatio Elemet states: Icrease coectivity betwee local parks ad public facilities through a comprehesive trails system. Withi Chapter 8, Recreatio ad Ope Space Elemet Goal OS-A5: Provide access to ope space ad parks, ad likages betwee ope space, parks, ad user- specific destiatios. Goal OS- A5 icludes te implemetatio Policies, the first three specifically related to Trails: OS-A5.1 OS-A5.2 OS-A5.3 Provide access to public ope space areas ad parks. Provide a trail system that coects the Tow s ope space, parks, ad select activity ceters, such as commuity ad regioal commercial developmet, i a cohesive maer ad, where appropriate, icludes multi-use facilities (pedestria ad bikes). Support the Trails ad Ope Space Pla prepared by the Tow s Parks ad Recreatio Departmet. The Tow prepared its first Parks ad Recreatio Master Pla which was ratified October 7, Oe of the top perceived eeds accordig to the stakeholders was: Trails, icludig bicycle trails, ad coectors withi parks that coordiate with Couty ad State Trails. 4 Recreatio ad Ope Space Elemet Implemetatio The stated goals for coectivity are geerally accomplished with developig facilities for pedestria ad bicycles as Multi-Use Paths (MUPs) or Trails. A MUP is ay two-way path or trail desigated for multiple, o-motorized uses such as bicycles, pedestrias. Such paths are 8 to 10 feet wide ad are costructed of cocrete or asphalt. MUPs may be desiged accordig to AASHTO stadards ad be wheelchair accessible where possible. MUPs are geerally iteded to correspod to the Mior Arterial ad Collector Roadway System idetified i exhibit CIR-11 i Chapter 6, Circulatio Elemet. A MUP may be developed adjacet to the roadway or, as a Greebelt path set back or idepedet from a adjacet roadway. A Trail as idetified serves the same purpose of coectio ad likage betwee public ad quasi-public facilities i the Tow, but also coects existig or plaed regioal trails i the Couty ad other area Tows ad Cities. Trails would be a similar 10 foot width but typically ot be hard surfaced or desiged for AASHTO or ADA compliace i that they would be i atural exitig terrais. Other local streets are idetified o Exhibit OS-1 that provide opportuity to lik to exitig or plaed MUPs. These streets typically would be origial Tow streets without sidewalks or wideed shoulders. Some local coector streets may be recetly improved with pedestria orieted sidewalks ad other portios may iclude sidewalks or MUPs i the future. Most MUPs developed sice 2002 have bee built i cojuctio with residetial developmets as idetified o curret Exhibit GA-1, icludig MUPs o StoeRidge Drive which provide access betwee Highway 69 ad the Stoeridge residetial developmet. From the easter portio of Tow, the multi-use Trail kow as the Iro Kig Trial coects to the City of Prescott Peavie Trail ad provides access to the orther portio of Glassford Hill, which is also plaed for a separate multi-use Trail from Prescott Valley access locatios. As stated i Policy OS- A5.4 the Tow will cotiue to require all ew developmet to build the appropriate segmet of the Prescott Valley MUP System that is adjacet to their developmet, or to cotribute to a fud to build ad adjacet MUP i the future. The Yavapai Trails Associatio ( plas ad coordiates o-mortorized regioal trail developmet ad coectivity ad is recogized by the City of Prescott, Prescott Valley, ad Chio Valley, as well as Yavapai Couty, the Prescott Natioal Forest, the Bureau of Lad Maagemet, ad the state of Arizoa. 8 Recreatio ad Ope Space Elemet GLASSFORD HILL Located betwee Highway 69 ad Highway 89A, Glassford Hill is a well-kow Prescott Valley ladmark. I the 1880s, this ow extict volcao was used by the Uited States govermet as a heliograph statio for trasmissio of su-reflected messages for Fort Whipple. It was operated by Coloel William A. Glassford, the moutai s amesake. Glassford Hill, a property of the Arizoa State Lad Trust, curretly is a grazig area for cattle ad refuge for ative species. The Glassford Hill Coordiatio Pla (Jauary 2001), prepared by a Citizes Advisory Committee, desigated a 1,800-acre area betwee Watso Lake ad Prescott Valley to be Glassford Hill Preserve. The Pla would allow public access ad uses i the Preserve that are compatible with the existig grazig ad coservatio activities, ad also protect Glassford Hill as a gateway attractio of atural beauty. WATERWAYS Two primary waterways flow through the Tow of Prescott Valley, the Agua Fria River ad Lyx Creek. Agua Fria River. The Agua Fria River crosses the orther ad easter portios of Prescott Valley. The river s flood plai is largely udeveloped. Vegetatio is domiated by short grasses with scattered forbs, shrubs ad cacti. Overgrazig has altered the atural ladscape, but may of the ative grasslad species remai. Lyx Creek. Lyx Creek rus through the souther area of Prescott Valley ad empties ito the Agua Fria River at a poit southeast of Tow. The Creek passes through Fai Park, where a dam has created a small lake with fishig opportuities. PRESCOTT NATIONAL FOREST The Prescott Natioal Forest is oe of six atioal forests i Arizoa. It covers approximately 1.2 millio acres i Yavapai ad Cocoio Couties. The Prescott NF cosists of two geographically separate lad areas (easter ad wester) that are admiistered as three rager districts: the Chio Valley Rager District, which covers the areas east ad west of Chio Valley; the Bradshaw Rager District, which covers the area ear Prescott ad south ito the Bradshaw Moutais; ad the Verde Rager District, which covers the area just orth of Jerome ad Clarkdale ad alog the souther side of the Verde Valley. The mild climate of the Prescott NF ecourages year-roud recreatio activity. Trail ad day use are primary activity types ad iclude: off-highway vehicle ridig, horseback ridig, hikig, bikig, hutig, fishig, ad wildlife viewig. Most visitors to the forest live i Yavapai Couty. Maricopa Couty residets comprise the ext largest group, with portios of the Prescott NF located less tha 90 miles from the Phoeix metropolita area. There are 36 developed sites o the Prescott NF. Those with highest use iclude: Thumb Butte, Lyx Lake Recreatio Area, ad Graite Basi Recreatio Area. The area surroudig the city of Prescott has the highest cocetratio of recreatio activity o the Prescott NF ad limits primitive campig to desigated sites Recreatio Programs Recreatioal services are facilitated through the recommedatios of two Coucil-appoited Commissios (Parks ad Recreatio ad Arts ad Culture) ad the efforts of a professioal staff segmeted ito seve (7) divisios of operatio (Commuity ad Outdoor Educatio, Adaptive Recreatio, Aquatics, Ice Skatig, Arts ad Culture, Athletics, ad Special Evets) to create a diverse portfolio with specialized programs. These iovative ad high valued programs strive to promote ad egage a healthy commuity. Recreatioal services iclude, but are ot limited to: adult softball ad volleyball, dace, music, yoga, martial arts, swim lessos, ice skatig, art classes, teis lessos, istructioal basketball, aerobics, ad kick boxig. 9 Recreatio ad Ope Space Elemet Through parterships the Parks ad Recreatio Departmet supports the area s youth sports leagues, icludig the Prescott Valley Little League, Prescott Valley Youth Football ad Cheer Associatio. Yavapai Soccer League, VARDAR Soccer League, alog with other civic ad o-profit groups like the Cetral Arizoa Seior Associatio (CASA), Boys ad Girls Club of Cetral Yavapai, ad the Boy Scouts, ad Girl Scouts of America. The Parks ad Recreatio Departmet also teams up each year with the Chamber of Commerce to offer various commuity evets, icludig Prescott Valley Days, Battle of the Bads, ad a holiday lightig program. COMMUNITY FACILITIES The followig Tow facilities house ad/or ivolve commuity activities. Youth & Family Services Ceter. The 3,500 square foot multi-purpose buildig is owed by the Tow ad leased by the Boys & Girls Club of Cetral Yavapai which hosts a variety of youth activities. Durig off hours of Boys & Girls Club programmig, the Tow offers 50+ Aerobics classes begiig September through May. Commuity Ceter. The 6,000 square-foot facility is owed by the Tow of Prescott Valley ad leased by the Cetral Arizoa Seior Associatio (CASA). It houses a variety of seior citize activities ad programs, icludig CASA, Meals o Wheels ad Prescott Valley Food Bak programs. Prescott Valley Amphitheater. Located iside MoutaiValleyPark, the outdoor multi-purpose facility offers 2 softball fields ad a full size soccer field. The facility was desiged to also host cocert evets with ope seatig o the mai grass area as well at the surroudig grass slopes. The Amphitheater has lightig for ighttime evets. Civic Ceter Amphitheater. Located at the Civic Ceter, the outdoor facility hosts local evets. The amphitheater offers a cocrete stage ad a large grass area for ope seatig but does ot provide lightig for eveig based evets Special Use Facilities I additio to public facilities, several private recreatioal facilities i Prescott Valley ad the surroudig area cotribute to the recreatioal ad ope space resources of the commuity. The Etertaimet District. Located i the heart of dowtow Prescott Valley, its boudaries house Harkis 14 movie theatre, Freedom Statio (games ad mii golf for the etire family), restaurats, ad a variety of other retails establishmets. The Fai Sigature Group schedules arts & craft exhibits ad outdoor cocerts throughout the year. Prescott Golf & Coutry Club. Located i Dewey, east of Prescott Valley, the Prescott Golf & Coutry Club was established i 1971 ad is estled i the golde paoramic valley betwee the Migus ad Bradshaw Moutai rages. The Club ot oly offers breathtakig views, but also fast bet grass ad lush tree lied fairways. Prescott Golf & Coutry Club is a semi-private regulatio 18-hole par 72 golf course desiged for all skill levels allowig play from 5,700 yards to 6,800 yards. The Club also offers a doublesided practice facility with drivig tees, chippig ad puttig grees. 10 Recreatio ad Ope Space Elemet Prescott Trap & Skeet Club. This facility is located immediately east of Prescott Valley o Highway 69 i Dewey. The club was established i 1974 ad offers gu safety ad marksmaship istructio o a 25 yard pistol rage, five trap ad two skeet fields, alog with a FITASC/5-stad course. Stoeridge Golf Course & Clubhouse. With sweepig, paoramic Prescott Valley golf course views ad surroudig moutais, the 14,586 square foot clubhouse offers a full-service golf shop, large coferece room, cozy grille, ad large outdoor patio. The staff ad facilities ca comfortably accommodate almost ay size group from large corporate touramets to small itimate gatherigs. Tim s Toyota Ceter (TTC). This multipurpose facility located i Prescott Valley at 3201 N. Mai Street, seats approximately 5,100 for hockey, soccer ad football ad up to 6,200 for cocerts. The facility ca also host boxig, basketball, rodeo, ice shows ad theatrical productios. Tim s Toyota Ceter has 2,365 parkig spaces, 22 private luxury suites ad 2 party suites. It was desiged ad built to meet all ADA specificatios to accommodate guests with disabilities. Tim s Toyota Ceter is maaged by Ecore Facility Maagemet, a wholly owed subsidiary of Global Etertaimet Corporatio. Tim s Toyota Ceter is home to the Arizoa Sudog s Hockey Club, Cetral Hockey League ad the Arizoa Adrealie Idoor Football Team, AIFA. 8.3 Lookig Toward 2025 Additioal parks ad recreatioal facilities will be eeded as Prescott Valley grows ad these facilities eed to be carefully sized ad distributed. The proposed Agua Fria Park will provide a large urba park i a curretly uderserved area. However, eighborhood parks are also eeded i close proximity, i.e., withi ½-mile, of where people live. New developmet will provide the eighborhood parks ad trail system likages that will be eeded by ew residets. Service Area Radius is measured by the distace to a developed park. For example, a 1/2-mile walkig distace from a home to a Neighborhood Park (7 to 10 miutes) is a commo goal.
