No /3/2008/-Estt (D) dated 19 th May 2009 of Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, as forwarded by CBEC vide F.No. A32011/5/2009-Ad. III A dated 26 th June 2009 and subsequent clarifications issued in this regard in respect of grant of financial up under Modified Assured Career Progression Scheme (MACP), the under mentioned Inspectors have been recommended FIT by the Departmental Screening Committee (DSC) in its meeting held on for grant of 1 st /2 nd /3 rd financial up under MACP Scheme The date of effect of such up and Grade Pay to be effected has been shown against each of 91 Inspectors in Table-A. The Departmental Screening Committee in it s meeting held on also reviewed the findings of the earlier DSC in view of clarification from the Office of the Deputy Controller of Accounts, CBEC, M.S. Building, Custom House, under No.DCA/EZ/KOL/MACP/85/ /54 dated , Board s clarification under F.No. A-26017/24/2013-Ad.IIA dated and also on receipt of complete information in respect of some of the officers and accordingly granted Fitness to the proposal for revision of MACP benefit as reflected in Table-B (30 Inspectors), Table-C (10 Inspectors) and Table-D (04 Inspectors). Grant of financial benefits under the MACP Scheme contemplates merely placement in the immediate next higher grade pay on the hierarchy of the recommended revised pay bands and grade pay as given in Section 1 part- A of the first schedule of the CCS (Revised pay) Rules 2008 to the government servant concerned on personal basis and shall not amount to actual/ functional promotion of the employees concerned. 2. The financial up- envisages retention of old designation and dose not confer any privileges relating to higher status. 3. The financial up under the MACP Scheme shall be purely personal to the employees concerned and shall have no relevance to his/ their seniority position. 4. Pay fixation in the higher scale be done under the provision of FR- 22(1), (a) (i). As such, no fixation benefit shall accrue at the time of regular promotion. 5. Grant of higher grade pay (through financial benefit) may be changed consequent upon receipt of any clarification and if it is found inadmissible for any reason. 6. If the incumbent is unwilling to accept this offer of financial up under the MACP Scheme on the above terms and condition, he / she may communicate his /her un-acceptance to the undersigned within one month from the date of issue of this order, otherwise, it will be treated his /her unqualified acceptance of the upgraded pay scale as allowed under the MACP Scheme. He / She may further be advised to exercise options for pay fixation in the higher Grade pay within one month. Before implementation of pay fixation in respect of individual officers it is advised to ensure the correctness of the name, date of birth, existing pay Band with Grade pay, up-graded pay Band with Grade pay, date of eligibility etc. and if any discrepancy is detected, the same may be immediately brought to the notice of this office.
