1 COLLEGE OF THE SEQUOIAS COMMUNITY COLLEGE DISTRICT Board of Trustees Meeting January 8, 2018 BOARD POLICIES 2 ND Read 8 Status: Presented by: Action Stan A. Carrizosa Superintendent/President Issue The District is in the process of writing and modifying policies to be in compliance with required state and/or federal legal statues (Education Code, Title 5, etc.) and/or agreement with employee units. Background The following revised policies were reviewed and/or approved by Senior Management, District Governance Senate, and Academic Senate. Chapter 6 (Business & Fiscal ) BP 6301 Cash Control and Fundraising Procedures for Student Senate BP 6320 Investments BP 6400 Audits Chapter 7 (Human Resources) BP 7341 Sabbaticals Recommended Action It is recommended that the Board of Trustees approve the second reading of the board polices as presented.
2 BOARD POLICY 6301 Business CASH CONTROL AND FUNDRAISING PROCEDURES FOR STUDENT SENATE CLUBS Student Senate clubs and fundraising events provide vital support for academic and social enrichment activities. All cash handled and funds raised are defined under the law as public funds. The district must develop and adhere to clear guidelines for the protection of all students, staff and the institution. Club advisors understand the importance such institutional protocols and the laws related to institutional responsibility for proper handling and accounting of public funds. These protocols further promote public confidence and institutional credibility as it relates to district supporters and public and private donors. Club advisors work closely with student leaders/members to assure that all legal requirements and generally accepted accounting practices are met in the handling of Club cash and donations. These requirements/practices include the following accounting standards prescribed by the district external audit process: 1. Revenue Potential Form 2. Cash box accountability steps 3. Receipt system (Pre-numbered Receipts and Pre-sold tickets) 4. Club Donation Sign-in Form 5. Club Deposit Reconciliation Form Adherence to these requirements/practices ensures transparent and proper accountability for public funds raised through Student Senate Clubs and fundraisers. At the onset of each academic semester year (or when a new advisor assumes responsibility) the Vice President of istrative and/or Fiscal office designee will provide basic training for all club advisors and selected student leaders/members in the details and steps for successful implementation of and adherence to these best practices. 3 BOARD POLICY 6320 BUSINESS INVESTMENTS The Superintendent/President is responsible for ensuring that investing the funds of the District are invested that are not required for the immediate needs of the District. Investments shall be in accordance with law, including California Government Code Sections, 53600, et. seq. Investments shall be made based on the following criteria: 1. The preservation of principal shall be of primary importance. 2. The investment program must remain sufficiently flexible to permit the District to meet all operating requirements. 3. Transactions should be avoided that might impair public confidence. 4. Areas where investments are located: a. Tulare County Treasury b. State of California Local Agency Investment fund (L.A.I.F.) c. Community College League of California Retiree GASB Retiree JPA Health Benefit Joint Powers Authority Ref: Government Code Section et.seq. Adopted: December 10, 2007
4 BOARD POLICY 6400 Business AUDITS There shall be an annual outside audit of all funds, books and accounts of the District in accordance with the regulations of Title 5. The Superintendent/President or designee shall assure that an annual outside audit is completed. The Superintendent/President shall recommend a certified public accountancy firm to the Board with which to contract the annual audit. There will be an audit of all funds, auxiliary accounts, Proposition 39 Bond fund, and College of the Sequoias Foundation fund. See istrative Procedure 6400 Ref: Calif. Ed. 5 NEW 10+1 BOARD POLICY 7341 SEQUOIAS CCD Human Resources SABBATICALS The Board of Trustees recognizes the value of sabbaticals for individual faculty and for the District s Mission. As sabbaticals are part of faculty professional development, the Board agrees to primarily rely upon the recommendations of the Academic Senate and the Faculty Enrichment Committee when approving faculty sabbaticals (cf. BP 2510). Procedures for the evaluation and approval of sabbaticals are found in AP (cf. COSTA Master Agreement and Education Code Sections et seq.)
