1 Page 1 of 1 10/9/2013 Board Policy Bids and Quotations Descriptor Code: FGC Selection of Design Professional and Consultant Services When it is necessary to procure professional services for construction, modification, or other services, the firm chosen will meet two general criteria: (1) the firm is qualified and available to perform the required project and (2) there is a written agreement between the Board and the firm selected for the payment of reasonable fees for services. The Board recognizes that there are a number of qualified Design Professionals and Consultants in Chatham County and urges each to seek work on SCCPSS projects. Local firms qualified for a particular project or service shall be given first consideration, if it is in the best interest of SCCPSS to do so. For the purposes of this policy, a local business enterprise is defined as (1) having continuously maintained a regular, physical place of business with at least one employee within the geographical boundaries of Chatham County for at least one full year, and (2) having a current Business Tax Certificate and other licenses, certificates, or permits required by law to operate a business in that location. A post office box address will not satisfy this requirement. Services will be contracted based first upon the needs of SCCPSS, with consisderation of particular talents and abilities of the offering firm, previous satisfactory service and the particular requirements of a project. 2 Page 1 of 2 10/8/2013 Administrative Regulation Bids and Quotations Descriptor Code: FGC-R Selection of Architects Design Professional and Consultant Services The Savannah-Chatham County Public School System ("SCCPSS") has the intention of retaining the best qualified architects, engineers, or and other professionals services which are available to provide professional services. As a secondary, but corollary consideration, there is the intention of obtaining these professional services at the lowest possible cost to the school system, recognizing the necessity of the professional personnel to be employed to obtain a fair compensation for the services to be rendered. In consequence of these aims, the following procedure will be adhered to followed: 1. As determined by the Superintendent, the Purchasing Department shall post a Request for Qualifications (RFQ) on the SCCPSS website inviting A questionnaire will be mailed to all architects, engineers, or other professionals to submit Statements of Qualifications to provide specified professional services to SCCPSS. The requirements and closing date for such submissions shall be clearly specified in the notice and the format to be utilized for such submissions shall be posted and available for download from the SCCPSS website. in Chatham County and all other architects - engineers professional organizations considered to be capable within the state area requesting their completion of the questionnaire if they are interested in working for the system. This mail-out will be a formal mail-out with a set opening date. 2. A An architectural - engineer A professional services selection committee composed of administrative personnel and instructional personnel familiar with the project will be appointed by the Superintendent. The initial task of this committee will be to screen completed questionnaires submissions and to select those most qualified on the face of such submissions written responses for further consideration. At the completion of this screening those not selected will be so informed in writing. 3. Those firms selected for further consideration will be informed in writing of the details of the anticipated projects and assigned a time for interview by the architect - engineer professional services selection committee. At the conclusion of the interviews, the committee will select three the firms considered most qualified and will rank them in priority order of desirability. All firms interviewed will be informed of the selection in writing. 4. A Compensation Schedule for Architectural/Engineering Services will be established by the Superintendent based on the Stated Cost Limitation (SCL) of the project and the category of services to be provided (new construction / addition / renovation). These fee schedules will be published as an exhibit to this regulation and updated from time to time as deemed necessary by the Superintendent. SCCPSS reserves the right to negotiate an appropriate fee for any project. Fees shall not exceed amounts approved by the State Board of Education for capital outlay projects The firm selected as first priority firm will be asked to meet with the Superintendent's designee committee a second time for a negotiation of to finalize the fees for the planned project. On successful agreement of the fee structure schedule to be followed, that firm will be presented, with all pertinent details, to the School Board with a recommendation for appointment to the specific project. If there is not an agreement as to the fee structure, then that firm will be so informed and the firm

3 Page 2 of 2 10/8/2013 selected as second priority will then be asked to meet with the committee Superintendent's designee to determine an agreement on fees The procedure of first selecting a firm based on professional qualification, announcing its selection, and subsequently then negotiating finalizing the specific fee structure will be followed until specific agreement can be reached with a qualified firm for performance of work for the School Board of Savannah-Chatham County SCCPSS.
