1 Request for Qualifications (RFQ) for Architectural/Engineering Services for Waxahachie Independent School District The Waxahachie Independent School District ( Waxahachie ISD ) is seeking the professional services of a qualified firm to provide architectural services for a proposed elementary campus. The Scope of Services to be performed by the Architect selected for the Project includes: Providing design, estimating services, scope development, planning, interior design, technical studies, feasibility studies, problem analysis, design reviews, building evaluation reports, and other architectural, engineering and technical services for elementary campus project. Interested firms shall submit one (1) original and seven (7) copies of their Statement of Qualifications to the Waxahachie ISD at the address shown below no later than July 12, 2018 at 2:00 p.m. (local time): Attn: Waxahachie ISD Attn: Wendy Ross 411 N Gibson St Waxahachie, TX Statement of Qualifications must indicate how the firm s qualifications meet the requirements of the Project. You must limit your expression of qualifications to ten (l0) typewritten pages, excluding the Attachments herein (1-4). Your Statement of Qualifications should take the form of a bound 8-1/2 inch by 11 inch report with a table of contents and all pages numbered. Binding must allow reports to lay flat when open. Please also include an electronic format of your response. Notice of Delegation The WISD Board of Trustees has delegated to the Waxahachie ISD Superintendent the authority to establish the selection criteria and weights, to advertise for the acceptance of qualification statements, to evaluate the qualification statements, and to make recommendations to the Board of Trustees for the approval of a qualified firm. The Superintendent does not have the authority to approve the architect. Upon Page! 1 of! 8

2 approval by the Board of Trustees, the Superintendent has the authority to negotiate a contract between the architect and the District at a fair and reasonable price. Selection of the most highly qualified firm will be made on the basis of demonstrated competence and qualifications to perform the services in accordance with Government Code Evaluation factors for the selection of the firm are as follows: Experience (20%) if the firm with regard to demonstrated experience in providing the types of services described herein especially for educational institutions, and preferably school districts, and with regard to accomplishment of past construction projects; Management/Organization/Production/Quality Control (30%) regarding capability and successful past performance of the firm with respect to mobilizing, producing high quality designs, maintaining good working relations, meeting schedules, providing accurate cost estimates, tracking and controlling costs, and successful monitoring of construction processes; and Technical Ability (25%) as it relates to professional qualifications, expertise and educational level of individuals employed by the firm, who will be directly involved in providing the required services as described herein, and their philosophy concerning the type of project described herein; Quality and Cost Containment (25%) related to the proven history of recognizing and adhering to clients approved standards for building and infrastructure and demonstrated ability to bring projects in on time and within the budget. Firms, when responding to the request for qualifications, should state their capabilities with regard to each of the individual factors listed above and attach with their submittal the completed Attachments 1-4. A short-list of the top rated firms may or may not be invited for interviews/presentations. Final selection will occur upon completion of the interview/presentations process, if any. All firms must show evidence of liability insurance for errors and omissions or provide the parameters by which they must obtain project specific insurance. Page! 2 of! 8

4 CERTIFICATION AND DISCLOSURE STATEMENT A person or business entity entering into a contract with WISD is required by Texas Law to disclose, in advance of the contract award, if the person or an owner or operator of the business entity has been convicted of a felony. The disclosure should include a general description of the conduct resulting in the conviction of a felony as provided in section of the Texas Education Code.
