2 APPENDIX B Water/Wastewater Connection Fees Basis The purpose of this Section is to present the authority and methodology for calculating water/wastewater connection fees. However, connection fees and design standards are related to the extent that water meters may be sized on the basis of Equivalent Residential Units (ERU s) and the ERU is the basis for calculating water/wastewater plant capacity fees. Simply stated, an ERU is defined by County code or Ordinance as a single-family detached residence served by a 5 / 8 x ¾ inch water meter for which an average daily flow of gpd for 2.5 occupants is statutorily established without regard to actual consumption. For non-residential customers (commercial, industrial, institutional) an ERU is based upon meter size serving the customer as provided by code or ordinance. An individual residential unit requiring a meter size in excess of 5 / 8 x ¾ inch would have capacity fees calculated on the basis of meter size.
