1 P R O C E ED I N G S BOARD OF EDUCATION ALTON COMMUNITY UNIT SCHOOL DISTRICT NO. 11 July15, 2014 The meeting was held at the Administrative Center, 1854 East Broadway, Alton, Illinois. President Edmond Gray called the meeting to order at 7:00 p.m. Board members who answered present were: Edmond Gray, Mike Harris, David Lauschke, Barry Macias, Vivian Monckton, George Terry, and Larry Thompson. The following administrators were present: Dr. Kenneth Spells, Superintendent of Schools; Kristie Baumgartner, Assistant Superintendent of Schools; Mark Cappel, Director of Human Resources; David McClintock, Director of Buildings and Grounds. Media present: Nathan Grimm, The Telegraph and Doug Jenkins, WBGZ Radio APPROVAL OF THE AGENDA It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that the Board of Education would amend the agenda to table item h under Personnel, Appointment of Assistant Principal. Freedom of Information Act Request a. Shawn Tonge at Illinois Policy Institute requested information regarding district union employees invoking Hudson and/or Beck rights on June 18, 2014 and total number of union certified staff. Mr. Norman responded on June 24, 2014 via providing all information as requested. The information satisfies the guidelines as set forth by the Freedom of Information Act. 4. Superintendent s Remarks Dr. Spells reminded those present of our district wide registration to take place on July 29, 30 and 31 from 10:00 a.m. until 6:00 p.m. at Alton High School for elementary and middle school students. Alton High s registration will take place the week of August 4, District s Teacher Evaluation System Summary Mark Cappel, Director of Human Resources presented the board with an outline summary of the Teacher Evaluation System. 6. Orientation/Mentoring Programs
3 Mark Cappel, Director of Human Resources explained the mentoring program for new hires in the district. There are approximately 17 new hires for the school year and an orientation meeting will be held on August 13, Principal Performance Evaluations Kristie Baumgartner, Assistant Superintendent presented the Principal Performance Evaluation procedure to the board. Student growth is measured with evidenced based components. Motion: Approval of Consent Agenda It was moved by Mr. Harris, seconded by Mr. Lauschke and carried unanimously that the Board of Education approve the consent agenda as follows: Approval of the Regular Minutes of June 17, 2014 and the Special Meetings of June 10, 2014 Treasurer s Report Revolving Funds Approval of Bills Cash Flow Projection BOARD ACTION ITEMS Motion: Adjourn to Closed Session It was moved by Mr. Harris, seconded by Mr. Lauschke and unanimously carried that the Board of Education would adjourn to closed session to discuss the appointment, employment, compensation, performance, or dismissal of specific employees of the district. 5 ILCS 120/2 (C) (1) Motion: Approve to Resume in Open Session It was moved by Mr. Harris, seconded by Ms.Monckton and unanimously carried that the Board of Education would resume in open session Motion: Personnel It was moved by Mr. Harris, seconded by Ms. Monckton, and carried unanimously that the Board of Education approve the following personnel changes: That the board of education would accept the resignation of the following certificated personnel effective as indicated: Terri Kraemer-August 17, 2014 Kenna Moats June 12, 2014 Alison Sibert June 18, 2014 Adam Wheeler June 12, 2014 That the board of education would accept the resignation of the following personnel in an extra duty position effective as indicated: Patrick Held AHS Assistant Boys Soccer Coach - June 15, 2014 Raymond Robertson AHS Assistant Baseball Coach - June 18, 2014 That the board of education would accept the resignation through retirement with the 6% retirement incentive for the following certificated personnel effective as indicated: Tim Jarden at the end of the school year Vickie Reeves at the end of the school year
